The meeting was called to order by Chairperson Potts at 9:35 a.m. in Committee Room A of the
Courthouse Auditorium Wing, County S ervice Center, Pontiac, Michigan.

AGENDA ITEMS
1. WATER RESOURCES COMMISSIONER – INTERLOCAL AGREEMENT WITH OAK PARK FOR
WATER AND SEWER BILLING SERVICES AND WATER METER READING SERVICES
The City of Oak Park has asked for assistance by the Water Resources Commissioner to provide water
and sewer billing services and water meter reading services on behalf of the City of Oak Park. The
Water Resources Commissioner is s eeking approval of an interlocal agreement between the County of
Oakland and the City of Oak Park to provide these services , which would be a cost savings to the City
of Oak Park . The term of the agreement is ten years with an automatic renewal of subsequ ent ten-year
periods unless a 30 -day written notice is provided to cancel or terminate this contract for any reason.
The services would be paid from revenue collected by the WRC from users of the Oak Park water and
sewer system, and the WRC would use exis ting staff to perform these services.
Commissioner Potts mentioned that on the water bills, there is a significant cost difference between
water and sewer, and he had a concern about when watering his lawn, whether the WRC charges for
sewer, and or if there is some delineation between the two when billing residential customers. Ms. Gee
indicated that some communities allow for residents to have water meters installed for sprinkling lawns
or watering plants outside the homes.
Commissioner Woodward requ ested that WRC staff provide information in regards to the potential cost
savings that communities could realize if they chose to have the WRC perform the communities’ sewer
billing and water meter reading services. Ms. Gee stated that she could obtain a copy of the City of
Oak Park’s cost savings analysis as a sample, and she would e -mail the information to the Committee
Coordinator, who could pass the information on to the commissioners.
Gosselin moved approval of the attached suggested resolution. Supported by Woodward.

2. WATER RESOURCES COMMISSIONER – CITY OF AUBURN HILLS SANITARY SEWER SYSTEM –
TRANSFER AND ASSIGNMENT OF ALL COUNTY INTEREST IN EASEMENTS, RIGHTS -OF-WAY,
SANITARY SEW ER SYSTEM MAINS, LATERALS AND RELATED EQUIPMENT, FACILITIES AND
IMPROVEMENTS LOCATED WITHIN THE CITY OF AUBURN HILLS
The County of Oakland holds legal title to portions of the local sewage collection system serving the
City of Auburn Hills, which consists of easements and rights-of-way, sewer system mains, laterals and
related equipment and facilities and improvements. The City of Auburn Hills has requested that the
County of Oakland transfer all title and interest in the local system serving the City of Auburn Hills.
The resolution authorizes the Oakland County Board of Commissioners’ Chairperson or his designee to
execute a Quit Claim Deed for the purpose of the transfer. The cost to the City for this transfer is $1.00.
Gosselin moved approval of the attached suggested resolution. Supported by Crawford.

3. WATER RESOURCES COMMISSIONER – FARMINGTON HILLS WATER SUPPLY SYSTEM AND
SANITARY SEWER SYSTEM TRANSFER AND ASSIGNMENT OF COUN TY INTEREST IN
EASEMENTS, RIGHTS-OF-WAY, WATER MAINS, LATERALS AND RELATED EQUIPMENT,
FACILITIES AND IMPROVEMENTS LOCATED WITHIN THE CITY OF FARMINGTON HILLS
The County of Oakland holds legal title to the Farmington Hills Water Supply System and Sanitary
Sewer System, which consists of easements and rights -of-way, transmission mains, distribution laterals
and appurtenances necessary for the transportation and distribution of potable water, and the sewer
system mains, laterals and related equipment, facili ties and improvements therein, including an
underground sewage retention facility . The City of Farmington Hills has requested that the County of
Oakland transfer all title and interest in the local systems serving the City of Farmington Hills.
The resolution authorizes the Oakland County Board of Commissioners’ Chairperson or his designee to
execute a Quit Claim Deed for the purpose of the transfer. The cost to the City for this transfer is $1.00.
Nash moved approval of the attached suggested resoluti on. Supported by McGillivray.
Motion carried unanimously on a roll call vote with Runestad absent.
4. WATER RESOURCES COMMISSIONER – OXFORD VILLAGE SANITARY SEWER SYSTEM –
TRANSFER AND ASSIGNMENT OF ALL COUNTY INTEREST IN EASEMENTS, RIGHTS -OF-WAY,
SANITARY SEWER SYSTEM MAINS, LATERALS AND RELATED EQUIPMENT, FACILITIES AND
IMPROVEMENTS LOCATED WITHIN THE VILLAGE OF OXFORD
The County of Oakland holds legal title to portions of the local sanitary sewage collection system
serving the Village of Oxford, which consists of easements and rights -of-way, sewer system mains,
laterals and related equipment, facilities and improvements, excluding leads relating to the local
sewage collection system serving the Village of Oxford . The Village of Oxford has requested th at the
County of Oakland transfer all title and interest in the local system serving the Village of Oxford.
The resolution authorizes the Oakland County Board of Commissioners’ Chairperson or his designee to
execute a Quit Claim Deed for the purpose of th e transfer. The cost to the Village for this transfer is
$1.00.
Nuccio moved approval of the attached suggested resolution. Supported by Crawford.
Motion carried unanimously on a roll call vote with Runestad absent.
5. WATER RESOURCES COMMISSIONER – WATERFORD TOWNSHIP WATER SUPPLY SYSTEM
AND SANITARY SEWER SYSTEM – TRANSFER AND ASSIGNMENT OF ALL COUNTY INTEREST
IN EASEMENTS, RIGHTS-OF-WAY, WATER SUPPLY SYSTEM AND SANITARY SEWER SYSTEM
MAINS, LATERALS AND RELATED EQUIPMENT, FACILITIES AND IMPROVEMENTS LO CATED
WITHIN THE CHARTER TOWNSHIP OF WATERFORD
The County of Oakland holds legal title to portions of the local sewage collection system and water
supply system serving the Charter Township of Waterford, which consists of easements and rights -of-
way, water supply and sanitary sewer system mains, laterals and related equipment, facilities and
improvements, excluding house leads. The Charter Township of Waterford has requested that the
County of Oakland transfer all title and interest in the local systems s erving the Waterford Township.

The resolution authorizes the Oakland County Board of Commissioners’ Chairperson or his designee to
execute a Quit Claim Deed for the purpose of the transfer. The cost to the Township for this transfer is
$1.00.
Gosselin moved adoption of the attached suggested resolution. Supported by McGillivray.
Motion carried unanimously on a roll call vote with Runestad absent.
6. REPORT ON OTTAWA TOWER II, LLC V OAKLAND COUNTY – CLOSED SESSION
Weipert moved to go into closed session to discuss pending litigation. Supported by McGillivray.
Motion carried unanimously on a roll call vote with Runestad absent.
The meeting was closed at 10:19 a.m.
The meeting resumed in open session at 10:30 a.m.
