PUBLIC COMMENT Chairperson Long welcomed Mr. Baczkowski who attends Andover High School in Troy and was attending today’s meeting as part of a Government Class assignment. To date in Michigan there have been four pediatric deaths. In Michigan adults are not counted, the reason being that when older adults or seniors go into the hospital and pass away after the flu there may be other underlying health issues so it is difficult to ascertain that the flu was the cause. The vaccine has been a good match with the strains of flu circulating this year, including Influenza B, with 18% of cases confirmed as influenza B. Over 20,000 flu shots have been administered by the Health Division. Doctors and pharmacies are running out of th e vaccine and are not inoculating those under 18 so the Health Division is an important resource to the community and is doing everything it can to meet the demands of the public, which have tremendously increased in the last week, at both its Pontiac and Southfield clinics. Anti-virals are not used in all cases but for the strain that is happening they are a good match. Pharmacies - including Walgreens and Krogers - and doctors are running out of the anti-viral. Health offered its assistance and was able to get the State to release 2,000 doses of T amiflu on their behalf. Health is putting out prevention messages daily through Facebook and other communication portals to its partners: schools, hospitals, doctors, pharmacies, senior centers, hospitals, first responders and the media. There has been on-site media coverage of the clinics by several of the television stations and coverage by the Oakland Press, the Detroit News and WWJR. The Nurse on Call (NOC) phone line and flu hotline both provide information and the NOC received a tremendous amount of activity this past week. Health does a number of outreach clinics in the fall in various areas but many citizens do not take advantage. Clinic data shows that people are coming from these areas and that tells us that the vast majority are more comfortable coming into the clinics then going to outreach. The Southfield Health Clinic is closer for the southwestern side of the County than the Pontiac clinic. The message being put out is to come to the clinics for $16 adult flu shots and free flu shots for children under 18. Information is received through the Health portal from doctors and hospitals and monthly meetings are held with the hospitals. The Health Division has a flyer commissioners can distribute regarding the flu. Ms. Forzley explained that the Whopping Cough, aka Pertussis, is life-threatening to infants. Older adults usually get a milder form but can expose infants. Everyone should have this shot. In New York while the mother and baby are still in the hospital the father and grandparents are invited free of charge to get the Petussis shot so when they leave the family is protected and will not unintentionally expose the baby to this disease. The Health Division is watching this effort. Mr. Miller acknowledged Ms. Forzley’s tremendous efforts in welcoming the media , providing good information to the Health Division’s partners and reporting to date on this epidemic. Once reports were provided by WWJR and the television stages, clinic attendance surged. AGENDA ITEMS 1. DEPARTMENT OF HEALTH AND HUMAN SERVICES – HOMELAND SECURITY DIVISION – HAZARD MITIGATION PLAN ADOPTION Homeland Security is requesting adoption of the Hazard Mitigation Plan as an official plan for Oakland County and to establish the Local Emergency Planning Committee (LEPC) as the permanent community hazard mitigation planning advisory group . State grant funding received per MR 11115 of $177,389.20 was accepted to complete the plan which is a tool for reducing risks from natural and man-made hazards and to provide a guide to commit resources to reduce the effects of these hazards. Oakland County must prepare a Plan to remain eligible to receive mitigation monies. The plan was developed with assistance from the LEPC, established as the Hazard Mitigation Coordinating Committee under the Disaster Mitigation Act of 2000. Homeland Security will supervise implementation of plan recommendations within funding limitations and convene the GENERAL GOVERNMENT COMMITTEE Page 3 January 14, 2013 LEPC annually to review the plan. Mr. Quisenberry indicated that the plan is updated every five years. All Oakland County’s local units are notified and met with individually to review their vulnerabilities and to come up with a plan. The County Plan is then sent to FEMA for review and if it mee ts their qualifications, is sent back to Homeland Security to be approved by the Board of Commissioners then be sent back to FEMA. Quarles moved to recommend approval of the attached suggested resolution . Supported by Hatchett. Motion carried unanimously on a roll call vote. 2. DEPARTMENT OF HEALTH AND HUMAN SERVICES – HOMELAND SECURITY DIVISION – HAZARD MITIGATION PLAN ADOPTION Homeland Security is requesting approval of interlocal agreements with Macomb County for 2010, 2011 and 2012 FEMA funding. MR #12XXX authorized Macomb County to act as the fiduciary and subgrantee for these state awarded Region 2 grants . The agreement will allow for the pas -through of these funds Mr. Quisenberry explained that these agreements are similar to those that Oakland County required from grant participants when it was acting as fiduciary. These agre ements will hold the County harmless and maintain the conditions of the grants. Hoffman moved to recommend approval of the attached suggested resolution . Supported by Matis. Motion carried unanimously on a roll call vote . 3. BOARD OF COMMISSIONERS – REMAINING APPOINTMENTS FOR 2013 Information regarding appointments that the Committee will be responsible for in 2013 was provided with the mailed out agenda packet and was reviewed by the Committee at today’s meeting. A recommendation from the Human Resources Committee for appointments to the Job Evaluation Panel is forthcoming. Four Oakland County Community Mental Health Authority Board (CMH Board) appointments will be up on March 31. Incumbents have expressed an interest in being reconsidered. A fifth member of the CMH Board has submitted his resignation as of May 31, 2013. Incumbents will be asked to submit their applications prior to the committee determining whether to open up all seats for applications or just Mr. Bowkers. Hoffman moved to receive and file.
