HUMAN RESOURCES COMMITTEE MEMBERS PRESENT: John A. Scott, Bob Hoffman, Mattie Hatchett, Thomas F. Middleton, Philip Weipert, Janet Jackson HUMAN RESOURCES COMMITTEE MEMBERS ABSENT: Jim Runestad OTHERS PRESENT: Sheriff’s Department Mike McCabe, Undersheriff Board of Commissioners Helen Hanger, Sr. Committee Coordinator APPROVAL OF THE PREVIOUS MINUTES Weipert moved to approve the minutes of December 5, 2012 as printed. Supported by Middleton. Motion carried on a voice vote. PUBLIC COMMENT None. 1. CIRCUIT COURT/FAMILY DIVISION – REQUEST FOR APPROVAL OF CONTRACT WITH A FORMER COUNTY EMPLOYEE Pursuant to MR #93300 the Circuit Court/Family Division is requesting authorization to enter into a contract with former county employee Susan Tremonti to conduct court -ordered psychological evaluations referred to the Circuit Court’s Psychological Clinic. Ms. Tremonti was a Senior Psychologist for the Circuit Court’s Psychological Clinic from June, 2007 – April, 2009. The Clinic receives 500-600 referrals each year for psychological evaluations with about 30 needing to be completed by Phd level clinicians. Ms. Tremonti was selected from a competitive Request for Qualifications process. The contract is for the period of January 30, 2013 - October 31, 2013, with John A. Weipert Janet Jackson Human Resources Committee Page 2 January 16, 2013 the ability to extend it one year for the next four years if both parties are satisfied with the arrangement. The contract is for a not to exceed amount of $20,000 for the first year or $100,000 for the five-year life of the contract. Funding is included in the Court’s Professional Services line item. Ms. Langton explained that the Psychological Clinic was mostly eliminated through budget cuts. There is one staff person managing several part -time employees and 3 contracted clinicians, all of which were selected through the bidding process and include Ms. Tremont. Juvenile evaluations for competency and criminal responsibility are required to be performed by someone with a Doctorate in Psychology with post-doctorate training. Ms. Tremonti performed this function when she was an employee of the clinic. Weipert moved to report to recommend approval of the attached suggested resolution. Supported by Jackson. Motion carried unanimously on a roll call vote with Runestad absent. 2. HUMAN RESOURCES – OPTIONAL SUPPLEMENTARY INCENTIVE FOR NEW (NON- PRESENT EMPLOYEE) HIRING FOR DIFFICULT TO RECRUIT INFORMATION TECHNOLOGY POSITIONS Human Resources( HR), in working with Management and Budget (MB) and the Information Technology Department (IT) , is requesting authorization to collectively approve and dispense, for difficult to fill positions, the optional supplemental incentive for new hires to be offered for each instance of a specific classification and fund. HR, MB and IT will review and approve each incentive based on criteria for recruitment as outlined in the resolution. The incentive will be based on a formula not to exceed five (5) percent of the maximum step of the salary range and not to exceed $5,000 per hire for positions including Manager, Supervisor, I, Supervisor II, Senior Systems Analyst, Project Manager, Application Analyst Programmer III. Funding for the incentive must be available within the current departmental salaries budget. Human Resources will report annually to the HR Committee regarding the use of the incentive and the need to continue the program in the following calendar year. Hatchett moved to report to recommend approval of the attached suggested resolution. Supported by Jackson. Motion carried unanimously on a roll call vote with Runestad absent. 3. APPOINTMENTS TO THE CLASSIFICATION DETERMINATION HEARING SUBCOMMITTEE The Classification Determination Hearing Subcommittee hears appeals of job studies conducted by the HR Department pursuant to Merit Rule 3. This occurs when an employee asks for a job audit of their existing classification and as a result HR does not agree with a change to their existing classification. Jackson moved to appoint Weipert, Hatchett and Hoffman, with Jackson as the alternate, to the Classification Determination Hearing Subcommittee. Supported by Middleton.
