Supported by Middleton. Motion carried on a voice vote. PUBLIC COMMENT None. AGENDA ITEMS 1. SHERIFF’S OFFICE – CONTRACT AMENDMENT #2 FOR LAW ENFORCEMENT SERVICES IN THE CITY OF PONTIAC – 2013-2015 The Public Services Department is requesting authorization to add one Deputy to the City of Pontiac Law Enforcement Services contract. Motion carried unanimously on a roll call vote with Hoffman absent. 2. SHERIFF’S OFFICE – FISCAL YEAR 2013 SECONDARY ROAD PATROL AND TRAFFIC ACCIDENT PREVENTION PROGRAM GRANT AMENDMENT The Sheriff’s Office is seeking authorization for the revisions made to the Secondary Road Patrol and Traffic Accident Prevention Program grant. This amendment allows the addition of funds and addition of a full-time eligible Deputy position to serve and patrol the secondary roads. Middleton moved approval of the attached suggested resolution. Supported by Weipert. Motion carried unanimously on a roll call vote with Hoffman absent. 3. SHERIFF’S OFFICE – MARINE PATROL SERVICES AGREEMENT IN THE CITY OF NOVI – 2013-2015 The Sheriff’s Office is requesting authorization to create a part-time non-eligible Marine Safety Deputy position. This position will service and control the portion of Walled Lake located in Novi during the time period of Memorial Day through Labor Day weekend. Weipert moved approval of the attached suggested resolution. Supported by Runestad. Motion carried unanimously on a roll call vote with Hoffman absent. 4. EQUALIZATION – BONUS FOR MASTER APPRAISER CERTIFICATION AND POSITION CHANGES The Equalization Division is requesting authorization to grant a five percent bonus to current and future Master Appraiser II positions to be more competitive in the labor market and to fulfill a transition plan of retaining current employees as some become eligible for retirement. One full-time eligible Equalization Appraiser II position will be deleted in order to fund the bonus cost and one part-time non-eligible 1,000 hours per year Technical Assistant position will be added in administration. Runestad moved approval of the attached suggested resolution. Supported by Jackson. Motion carried unanimously on a roll call vote with Hoffman absent. 5. FACILITIES MANAGEMENT DEPARTMENT – PROPERTY MANAGEMENT SPECIALIST The Facilities Management Department is seeking authorization to delete a part-time non-eligible position and create one full-time eligible Property Management Specialist position in the Facilities Management Administration Unit. At one time when the position was unable to be filled, attorneys and Corporation Counsel assisted, which was not a good use of time and resources. The change will allow the position to be more competitive in the labor market. Jackson moved approval of the attached suggested resolution. Supported by Hatchett. Motion carried unanimously on a roll call vote with Hoffman absent. Human Resources Committee Page 3 May 15, 2013 6. HUMAN RESOURCES DEPARTMENT – SALARY ADMINISTRATION PLAN 3rd QUARTERLY REPORT FOR FY 2013 Human Resources is seeking authorization for a salary increase to the Sheriff Communications Quality Assurance Supervisor position from Grade 11 to 13. The quarterly report study reflected that an increase to salary grade and classification revision be recommended. Weipert moved approval of the attached suggested resolution. Supported by Runestad. Motion carried unanimously on a roll call vote with Hoffman absent. COMMUNICATIONS A. Position Change Summary B. Prosecuting Attorney – FY 2014 Victim Rights - Grant Application Middleton moved to receive and file the communications. Supported by Runestad. Motion carried on a voice vote.
