PROSECUTING ATTORNEY – 2013 POSITION CHANGES The Prosecuting Attorney’s Office is seeking authorization to delete one full-time Supervisor Prosecuting Attorney Administrative Services postion and add one full-time Assistant Prosecuting Attorney II and one part-time noneligible 1,000 hours per year Accountant II position. The supervisor position is currently vacant, the work has shifted throughout the office and this proposed change will serve the department more effectively. In January 2015 Judge McDonald’s position is scheduled to return to the Circuit Court, which will require additional staffing positions at that time. Middleton moved approval of the attached suggested resolution. Supported by Weipert. Motion carried unanimously on a roll call vote. 2. SHERIFF’S OFFICE – CONTRACT FOR POLICE AND FIRE DISPATCH SERVICES FOR THE VILLAGE OF HOLLY 2013-2015 The Sheriff’s Office is seeking authorization for police and fire dispatch services for Holly. The Village of Holly failed to pass a recent millage and with the difficult financial times due to property tax revenue decreases, the dispatch center was disbanded. Hoffman moved approval of the attached suggested resolution. Supported by Hatchett. Motion carried unanimously on a roll call vote. 3. SHERIFF’S OFFICE – CONTRACT FOR POLICE AND FIRE DISPATCH SERVICES FOR THE TOWNSHIP OF GROVELAND 2013-2015 The Sheriff’s Office is seeking authorization for fire dispatch services for Groveland Township. This request results from Groveland Fire previously being dispatched through Holly ; that dispatch center is now shut down. Police protection for Groveland is provided by the Michigan State Police. 16 of the 28 fire departments in the county will be dispatched by contract with the Sheriff’s Office. Hoffman moved approval of the attached suggested resolution. Supported by Hatchett. Motion carried unanimously on a roll call vote. 4. ECONOMIC DEVELOPMENT & COMMUNITY AFFAIRS COMMUNITY & HOME IMPROVEMENT – MICHIGAN STATE HOUSING DEVELOPMENT AUTHORITY’S HOMEOWNERSHIP COUNSELING PROGRAM – NATIONAL MORTGAGE SETTLEMENT – GRANT ACCEPTANCE The Department of Economic Development and Community Affairs is requesting acceptance of a grant by the Michigan State Housing Development Authority (MSHDA) for the Homeownership Counseling Program. The grant is through December 2014 and is part of a settlement for improper foreclosure proceedings. This funding will pay for marketing and operations and will cover the continuation of one housing counselor position. HUMAN RESOURCES DEPARTMENT – INFORMATION TECHNOLOGY DEPARTMENT POSITION AND SALARY STRUCTURE CHANGES The Human Resources Department is requesting authorization to change positions and salary structure in the IT Department. IT has exhausted all recruitment efforts and still has fallen short in the current market. Today 33 positions are vacant. IT is a growing area in Michigan and skilled workers are difficult to find. IT uses contractual staff and the pricing is increasing. A market survey was done by Segal Company, an outside consulting firm. This study showed that the IT salary rate was fairly competitive in the entry-level positions. The middle and maximum position pay ranges were significantly off the mar k. Each classification was reviewed and some changes were recommended to match up with the industry standard. Several positions will be created, deleted and reclassified. 14 of the 30 IT job families will not be impacted by the salary changes, but may be affected by title changes; some will not be affected at all. The estimated cost is approximately $471,000. The hiring freeze and budget cut of over $2 million over time has added to the staffing dilemma and resulted in some employees leaving to take hi gher paying IT jobs in the private sector. Upcoming retirements in the IT Department will impact the job vacancy rate. The job retention rate for IT has changed over the years and is now three to five years. Changes are anticipated to accommodate this trend. The IT employee has two tracks to follow in the department, either technical oriented or management. The new IT employee requires guidance and mentoring from seasoned employees which adds to the burden of the staff. Marketing efforts to draw in ne w employees will focus on the difference one can make by coming to work for the County. Oakland County’s IT program is a national award-winning best in the nation and has superb programming. Runestad moved approval of the attached suggested resolution. Supported by Jackson.
