Chairperson Long called the meeting of the General Government Committee to order at 9:31 a.m. in
the Commissioners’ Committee Room A, County Service Center in Pontiac, Michigan.

REGULAR AGENDA
1. BOARD OF COMMISSIONERS – INTERVIEWS FOR THE MICHIGAN DEPARTMENT OF
HUMAN SERVICES AGENCY - OAKLAND COUNTY BOARD
The application process was opened up without an end date to fill one appointed position on the
Michigan Department of Human Services Agency – Oakland County Board resulting from the
resignation of Mary Ann J erge as of March 1, 2013. Two applicants were interview ed previously on
May 13, 2013. One additional app licant was interviewed today: Sherrie Connalish’A Ross .
Gershenson moved to report to recommend that Sherrie Connalish’A Ross be appointed to
the Michigan Department of Human Services -Oakland County Agency Board to complete
the three-year term of Mary Ann Jerge that began November , 2011 and will expire on
October 31, 2014.
Supported by Quarles.
Motion carried unanimously on a roll call vote with Hatchett absent.
2. BOARD OF COMMISSIONERS LIBRARY BOARD APPOINTMENT
Spisz moved to report to recommend that Commissioner Shelley Taub be appointed to the
Oakland County Library Board for a five-year term to begin August 25, 2013 and end August
24, 2018. Supported by Crawford.
Motion carried unanimously on a roll call vote with Hatchett absent.
3. BOARD OF COMMISSIONERS – OAKLAND COUNTY COMMUNITY MENTAL HEALTH
AUTHORITY BOARD (OCCMHA) APPOINTMENT
A certified letter was sent to Dr . Herzig to request that she formally submit her resignation to this
Board and to ask why she had resigned. The letter and the signed delivery slip are included on
today’s agenda as a Communication however no formal response was received.
Staff contacted Mr. Adam Fuhrman to inquire as to whether he would still be interested in this
appointment. Mr. Fuhrman responded by email in the affirmative.
Commissioner Matis asked that OCCMHA Director Jeff Brown be contacted at this time to make
sure that Mr. Fuhrman’s working for an OCCMHA contracting agency would not be a problem in
acquiring the number of votes needed by the OCCMHA Board to vote on a contract with MORC.
THE COMMITTEE RECESSED FROM 10:26 A.M. TO 10:30 A.M.
Mr. Brown was reached and placed on speaker phone. Commissioner Matis explained the
Committee’s concerns. He indicated that the County’s Corporation Counsel had provided the
committee with a memo regarding conflict of interest. If someone on the OCCMHA Board is
employed with a contracting agency they would need to disclose that affiliation and are recused
from voting. The contact must be passed by 2/3 of the OCCMHA Board membership .
Mr. Brown explained that Board members can be employees of a contracting organization but
cannot serve in a policy-making position for that organization . Occasional absences at Board
meetings have not been an issue. The Board is rarely asked to make individual decisions on
contracts so CMH is able to protect its Board and is not concerned about not having a quorum or

sufficient votes.
Commissioner Matis stated that Mr. Brown had addressed the committee’s concerns and they were
prepared to vote.
Spisz moved to report to recommend that Adam Fuhrman be appointed to the Oakland
County Community Mental Health Authority Board to complete the three-year term of Dr.
Barbara Herzig that began April 1, 2012 and will expire on March 31, 2015.
Supported by Hoffman.
Motion carried on a roll call vote with Long voting no and Hatchett absent.
COMMUNICATIONS
A. Certified Letter of 7-10-13 to Dr. Herzig asking for Her Formal Written Resig nation from
the OCCMHA Board
B. Marquette County Resolution Requesting Full Funding of Revenue Sharing
C. Area Agency on Aging 1-B Minutes – 4-26-13
Commissioner Spisz asked if Item B would be shared with the Board. Ms. Hanger indicated
that she had forwarded a copy to the Finance Committee.
Quarles moved to receive and file the communications. Supported by Gosselin.
Motion carried on a voice vote.
OTHER BUSINESS/ADJOURNMENT
There being no other business to come before the committee, the meetin g was adjourned at 10:48
a.m.
