Supported by Hoffman. Motion carried on a voice vote. PUBLIC COMMENT None. AGENDA ITEMS 1. MR #13263 – FACILITIES MANAGEMENT/FACILITIES PLANNING & ENGINEERING – COURTHOUSE SOUTH ENTRANCE SECURITY ENHANCEMENT PROJECT The Facilities Management and Facilities Planning & Engineering Department is requesting approval of this resolution which authorizes the Courthouse South Entrance Security Enhancement Project. The addition of a second deputy work station and ballistic grade material for the proposed work stations was John A. Weipert Janet Jackson Human Resources Committee Page 2 October 25, 2013 bid out for a total project cost of $177,000. Two additional part-time non-eligible deputies will be added to cover the additional station. This project will provide more security for the deputies manning the work stations and minimize the waiting times to enter the south courthouse entrance. Runestad moved to report to recommend approval of the attached suggested resolution. Supported by Hoffman. Motion carried unanimously on a roll call vote. 2. HUMAN RESOURCES DEPARTMENT – FISCAL YEAR 2014 – FISCAL YEAR 2016 COLLECTIVE BARGAINING AGREEMENT FOR EMPLOYEES REPRESENTED BY THE OA KLAND COUNTY PROSECUTOR’S INVESTIGATORS ASSOCIATION The Human Resources Department is requesting approval of the three-year agreement with the County Prosecutor’s Investigators. This agreement proposes a 2% wage increase for 2014, a 1% increase or “Me Too” for 2015 and a “Me Too” for 2016. The agreement includes acceptance of the health care changes. “Me Too” was described as the wage change for the general non-represented employee group and the bargaining unit would be entitled to the same applied at the same time and manner. For example, if a wage increase was zero, then it would be zero for the bargaining unit. Hatchett moved approval of the attached suggested resolution. Supported by Jackson. Motion carried unanimously on a roll call vote. 3. HUMAN RESOURCES DEPARTMENT – FISCAL YEAR 2014 – FISCAL YEAR 2016 COLLECTIVE BARGAINING AGREEMENT FOR EMPLOYEES REPRESENTED BY THE GOVERNMENT EMPLOYEES LABOR COUNCIL (GELC) The Human Resources Department is seeking approval of the three-year agreement with the GELC. The bargaining unit is currently made up of 131 Children’s Village employees. A 2% wage increase is proposed for 2014, which brings the wages in line with youth and family case workers in the Circuit Court/Family Court area. A 1% increase or “Me Too” is proposed for 2015 and a “Me Too” for 2016. It also includes the acceptance of the health care changes. Hoffman moved approval of the attached suggested resolution. Supported by Jackson. Motion carried unanimously on a roll call vote. 4. HUMAN RESOURCES DEPARTMENT – FISCAL YEAR 2014 – FISCAL YEAR 2016 COLLECTIVE BARGAINING AGREEMENT FOR EMPLOYEES REPRESENTED BY THE MICHIGAN AMERICAN FEDERATION OF STATE, COUNTY AND MUNICIPAL EMPLOYEES (AFSCME) COUNCIL 25, LOCAL 2437 (CIRCUIT COURT/FAMILY COURT EMPLOYEES) The Human Resources Department is requesting approval of the three-year agreement with AFSCME. This bargaining unit consists of 86 employees, mainly youth and family case workers. The agreement is for a 2% wage increase for 2014, 1% increase or “Me Too” for 2015 and “Me Too” for 2016. This group also accepted the health care changes. Hatchett moved approval of the attached suggested resolution. Supported by Jackson. Motion carried unanimously on a roll call vote. HUMAN RESOURCES DEPARTMENT – FISCAL YEAR 2014 – FISCAL YEAR 2016 COLLECTIVE BARGAINING AGREEMENT FOR EMPLOYEES REPRESENTED BY THE MICHIGAN NURSES ASSOCIATION (MNA) The Human Resources Department is seeking approval of the three-year agreement with the MNA. This agreement is for a 2% wage increase for 2014, 1% increase or “Me Too” for 2015 and “Me Too” for 2016. It also includes the acceptance of the health care changes. Hatchett moved approval of the attached suggested resolution. Supported by Hoffman. Motion carried unanimously on a roll call vote. COMMUNICATIONS A. Position Change Summary B. Retirement Board Minutes – August 2013 Hoffman moved to receive and file the communications. Supported by Middleton. Motion carried on a voice vote. OTHER BUSINESS/ADJOURNMENT Nancy Scarlet announced that today was the deadline for benefits open enrollment.
