6. CIRCUIT COURT – 2014 URBAN DRUG COURT INITIATIVE (UDCI) GRANT PROGRAM
ACCEPTANCE
The Circuit Court is seeking approval of the grant acceptance from the State Court Administrative
Office (SCAO.) This grant is a new funding stream for the UDCI. SCAO has targeted these funds
to the Pontiac area. To become a program participant, a person does not have to live in Pontiac or
be an Oakland County resident, but the offense has to have been committed in Pontiac and the
offender also has to be diagnosed with a substance abuse disorder. The program is structured like
a drug court with a treatment phase incentive. It is believed a lot of the offenses are drug -related
felonies and if the substance abuse is dealt with, the recidivism rate will b e reduced. The funds
help support a portion of a supervisor position and the creation of a position in criminal case
support. The second year of this program ha s seen judge support and 18 participants in the
program. So far there has been no conflict with the Adult Treatment Court and the program is able
to offer additional resources to the population. Judge Phyllis McMillen has worked closely with the
program and has helped with protocol and issues. The t otal amount of the grant is $420,320.
Taub moved to recommend approval of the attached suggested resolution. Supported by
Zack.
Motion carried unanimously on a roll call vote.
