CIRCUIT COURT/FAMILY DIVISION – INTERGOVERNMENTAL AGREEMENT FOR WRAPAROUND SERVICES WITH OAKLAND SCHOOLS The Circuit Court/Family Division is requesting authorization to enter into an agreement with Oakland County Schools. The wraparound services program is a long-standing program which deals with delinquent children and provides treatment services for high -risk juveniles while keeping them out of costly placement. The total grant amount of $22,131 is the exact amount budgeted. Taub moved to recommend approval of the attached suggested resolution. Supported by Zack. Motion carried unanimously on a roll call vote. 2. CIRCUIT COURT/CIVIL/CRIMINAL DIVISION – INTERGOVERNMENTAL AGREEMENT FOR MENTAL HEALTH SERVICES BETWEEN THE SIXTH JUDICIAL CIRCUIT COURT (ADULT TREATMENT COURT) AND OAKLAND COUNTY COMMUNITY MENTAL HEALTH AUTHORITY The Circuit Court Civil/Criminal Division is requesting authorization to enter into an agreement with Oakland County Community Mental Health Authority (OCCMHA.) This agreement partners OCCMHA with the Sixth Circuit Court for the Adult Treatment Court to provide assistance to participants who have a dual d iagnosis of substance abuse and mental health issues. The total grant amount is $54,000; however, the entire grant for mental health services is $60,000. The remaining funds of $6,000 will be used for transportation and other testing costs. Zack moved to recommend approval of the attached suggested resolution. Supported by McGillivray. Motion carried unanimously on a roll call vote. 3. CIRCUIT COURT – 2014 MICHIGAN DRUG COURT GRANT PROGRAM (ADULT TREATMENT COURT) – GRANT ACCEPTANCE The Circuit Court is seeking approval of the grant acceptance from the State Court Administrative Office (SCAO.) This SCAO grant is for $47,000. This funding helps support a case worker supervisor, testing supplies, family services and counseling. Other type s of miscellaneous items like traditional housing and bus passes are provided from these funds. Currently there are 50 adult participants, which varies monthly. The total amount of the grant monies is $208,669, a portion of which comes from the Restore Foundation’s quarterly grant payments . These funds help with the miscellaneous expenses and fund the case worker position previ ously cut from the budget. Bosnic moved to recommend approval of the attached sugg ested resolution. CIRCUIT COURT – 2014 MICHIGAN DRUG COURT GRANT PROGRAM (JUVENILE DRUG COURT) – GRANT ACCEPTANCE The Circuit Court is seeking approval of the grant acceptance from the State Court Administrative Office (SCAO.) This is the 11th year of receiving this grant. The SCAO portion of the grant is PUBLIC SERVICES COMMITTEE Page 3 November 5, 2013 $43,000. This funding helps to continue supporting case workers and support positions, testing and office supplies, housing, transportation, such as case worker mileage, and group and individual therapy. Currently there are 30 juvenile program participants. The grant monies make up the total budget of $429,173. Zack moved to recommend approval of the attached suggested resolution. Supported by Bosnic. Motion carried unanimously on a roll call vote. 5. CIRCUIT COURT – 2014 MICHIGAN MENTAL HEALTH DRUG COURT GRANT PROGRAM – GRANT ACCEPTANCE The Circuit Court is seeking approval of the grant acceptance from the State Court Administrative Office (SCAO.) This is the sixth year of grant funding for this program. This grant helps fund a community mental health liaison, who provides crisis intervention, triage services treatment and helps identify resources in the community. The total grant amount is $60,000. McGillivray moved to recommend approval of the attached suggested resolution. Supported by Bosnic. Motion carried unanimously on a roll call vote. 6. CIRCUIT COURT – 2014 URBAN DRUG COURT INITIATIVE (UDCI) GRANT PROGRAM ACCEPTANCE The Circuit Court is seeking approval of the grant acceptance from the State Court Administrative Office (SCAO.) This grant is a new funding stream for the UDCI. SCAO has targeted these funds to the Pontiac area. To become a program participant, a person does not have to live in Pontiac or be an Oakland County resident, but the offense has to have been committed in Pontiac and the offender also has to be diagnosed with a substance abuse disorder. The program is structured like a drug court with a treatment phase incentive. It is believed a lot of the offenses are drug -related felonies and if the substance abuse is dealt with, the recidivism rate will b e reduced. The funds help support a portion of a supervisor position and the creation of a position in criminal case support. The second year of this program ha s seen judge support and 18 participants in the program. So far there has been no conflict with the Adult Treatment Court and the program is able to offer additional resources to the population. Judge Phyllis McMillen has worked closely with the program and has helped with protocol and issues. The t otal amount of the grant is $420,320. Motion carried unanimously on a roll call vote. 7. 52nd DISTRICT COURT/DIVISION I (NOVI) – 2014 MICHIGAN DRUG COURT GRANT PROGRAM – ACCEPTANCE The Novi District Court is seeking approval of $150,380 in grant funding from the State Court Administrative Office (SCAO), which includes $75,000 in grant funding from SCAO , $68,480 in General Fund Support and a $6,900 donation from the Sobrie ty Court Advisory Committee 501(c)(3) for the period of October 1, 2013 through September 30, 2014. The majority of the SCAO grant supports a newly-created probation officer position and funds a small portion of graduation PUBLIC SERVICES COMMITTEE Page 4 November 5, 2013 costs. Past grant monies have been applied toward the Sobriety Court and now some funding is targeted toward opiate users . Taub moved to recommend approval of the attached suggested resolution. Supported by Zack. Motion carried unanimously on a roll call vote. 8. 52nd DISTRICT COURT/DIVISION III (ROCHESTER HILLS) – 2014 SOBRIETY COURT TREATMENT GRANT ACCEPTANCE The Rochester Hills District Court is seeking approval of the grant acceptance from the State Court Administrative Office (SCAO.) The total amount of grant monies for 2014 is $118,544. Zack moved to recommend approval of the attached suggested resolution. Supported by Taub. Motion carried unanimously on a roll call vote. 9. 52nd DISTRICT COURT/DIVISION IV (TROY) – 2014 MICHIGAN DRUG COURT GRANT PROGRAM ACCEPTANCE The Troy District Court is seeking appro val of the grant acceptance from the State Court Administrative Office (SCAO.) The SCAO grant is in the amount of $13,000 and will be applied to the Drug Court for the creation of a clerical position, alcohol and drug testing, travel and Michigan Association Drug Court Professionals conference fees for probation staff. The total amount of funding is $70,153. Bosnic moved to recommend approval of the attached suggested resolution. Supported by Taub. Motion carried unanimously on a roll call vote. COMMUNICATIONS None. OTHER BUSINESS/ADJOURNMENT The Study Group on gun violence will meet immediately following the meeting.
