Chairperson Dwyer called the meeting of the Public Services Committee to order at 5:52 p.m., in
Committee Room A, Commissioners’ Wing, County Service Center, Pontiac, Michigan.

APPROVAL OF THE PREVIOUS MINUTES
McGillivray moved approval of the minutes of November 5, 2013, as printed. Supported by
Zack.
Motion carried on a voice vote.

AGENDA ITEMS
1. PUBLIC SERVICE ANNOUNCEMENTS RAISING AWARENESS OF VIDEO GAME
RATINGS SYSTEM AT NO COST TO OAKLAND COUNTY
The Public Services Committee is requesting authorization to broadcast a Public Service
Announcement (PSA) at no cost to the County. A rough draft of the PSA was handed out to the

Committee along with the proposed report . The video campaign idea resulted from the Study
Group acting on recommendations in the Gun Violence Report . The PSA is intended to raise public
awareness of video game ratings. The video is planned to be released for the holidays and shown
year-round. Commissioner Taub voiced her conc ern about the lack of a contract and review by
Corporation Counsel. Chairperson Dwyer called a brief recess and asked to reconvene after the
Human Resources meeting.

An amended report was handed out that includes language for Corporation Counsel to review and
approve the PSA prior to broadcast. This issue is time-sensitive due to the Study Group ’s goal to
get the PSA out in time for the holidays when parents are buying gifts .
Zack moved to recommend the suggested report to the Board. Supported by Bosnic.
Bosnic moved to postpone reporting to the Board . Supported by Taub.

Motion to postpone failed on a roll call vote with Spisz absent.
McGillivray moved to amend the report to include “all” and substituting the word “production”
for “broadcast,” as follows:
REPORT

IN RE: Public Service Announcements Raising Awa reness of Video Game Ratings System at
No Cost to Oakland County
To the Oakland County Public Services Committee and Board of Commissioners
Chairperson, Ladies and Gentlemen:
The Public Services Committee recommends that the Board of Commissioners autho rizes
members of the Study Group on Gun Violence to tape and broadcast a message making the
public aware of the ratings system of ESRB (Entertainment Software Ratings Board),
conditional upon the activity not requiring the expenditure of county funds and b ased upon
volunteered efforts. The Public Services Committee further recommends that the content and all
activities of these advertisements be subject to the review and approval of Oakland County
Corporation Counsel prior to production broadcast.
The Public Services Committee finds this effort to be a valuable tool for enacting
recommendations in the Committee’s Gun Violence Report. Specifically the following action
item:
“…..adopt effective policies to not sell violent video games to individuals who do no t
meet the ratings requirements printed on the games.”
Public Service Announcements will encourage purchasers to be more aware of the ratings
system and content of products they are purchasing. This will be especially helpful during the
upcoming holiday season.
Chairperson, on behalf of the Public Services Committee, I move the acceptance of the
foregoing report.
