Chairperson Long called the meeting of the General Government Com mittee to
order at 9:30 a.m. in the Commissioners’ Committee Room A, County Service Center in Pontiac,
Michigan.

Chairperson Long expedited item #3 and delayed the interview since the interviewee was not
present. There were no objections.
3. HEALTH AND HUMAN SERVICES – HOMELAND SECURITY DIVISION - PORT
AUTHORITY OF NEW YORK AND NEW JER SEY WORLD TRADE CENTER ARTIFACT
ACCEPTANCE
The Homeland Security Division is requesting authorization to enter into an agreement with the Port
Authority of New York and New Jersey regarding accepting the gift of a steel beam from the World
Trade Center. This gift is to create a 9/11 memorial exhibit near the Fallen Heroes Memorial at the
Sheriff's Office. This piece will join the other artifacts obtained, a piece of limestone from the
Pentagon building and a rock and soil sample from Shanksville, Pennsy lvania. The cost will be
funded through the Fallen Heroes Memorial Fund, which is a 501(c)(3) organization. The site will
be the first in the area to have gathered three significant pieces. Once the contract is signed by the
Port Authority more details will be known about the steel beam, such as the artifact’s length and
size and how the memorial site will be situated. A volunteer team will donate their services to do
the work on the site. A plaque is planned to accompany the memorial and its wording w ill be
determined later.
Spisz moved to recommend approval of the attached suggested resolution. Supported by

1. BOARD OF COMMISSIONERS – OAKLAND COUNTY SOLID WASTE PLANNING
COMMITTEE INTERVIEWS
An interview was held with Sanford Rosen for the Solid Waste Industry seat . The memo “Industrial
Waste Generator” was discussed along with discussion of the other two possible candidates
interviewed at the last meeting (Ed Mamou and William Stubblebine.) Commissioner Hoffman
announced that a Solid Waste Planning Committee meeting w ill be held the end of February. The
Solid Waste Industry Generator seat remains vacant and Mr. Roby agreed to help find applicants .
The December 2 webcast interviews were discussed.

4. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION – FISCAL
YEAR 2013/2014 MICHIGAN DEPARTMENT OF ENVIRONMENTAL QUALITY (MDEQ)
REIMBURSEMENT AGREEMENT ACCEPTANCE
The Health Department is requesting acceptance of the 2013/2014 grant from the MDEQ for a
amount of up to $240,585, which is an increase of $16,179 from last year. This funding supports
Type II Water Supply, Drinking Water Long-term Monitoring, Public Swimming Pool Inspection,

Septage Waste Inspection and Campground Inspection Programs. These funds also support a pilot
program for Medical Waste Surveys, which are inspections done for small private practices of MDs,
DOs, dentists, veterinarian hospitals, mortuary practices, hospices and pharmacies. This inspection
looks at the record-keeping and proper storage and handling of medical waste according to the
Public Health Codes. Recommendations are made to the facility and to DEQ, with DEQ following
up to give further enforcement if necessary.

5. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION – FISCAL
YEAR 2013/2014 OAKLAND INTERMEDIATE SCHOOL DISTRICT, GREAT PARENTS GREAT
START GRANT ACCEPTANCE
The Health Department is requesting acceptance of the 2013/2014 grant from the Oakland
Intermediate School District. The grant is $48,441 , beginning October 1, 2013 through September
30, 2014. This new funding will provide educational supplies and help support Nurse Family
Partnership and Nurturing Parenting Programs. Funded materials include things like books and
educational toys to help teach parents t he proper way to interact with their child in ways appropriate
to growth and development.
Matis moved to recommend approval of the attached suggested resolution. Supported by
Gershenson.
Motion carried unanimously on a roll call vote.
6. APPOINTMENTS UPDATE FOR 2014 MEMO
The appointments of upcoming expiring seats for various boards were discussed and the memo
from Ahmad Roby was addressed. The Building Authority has an immediate opening. The Solid
Waste Industry Generator seat is still vacant. C ommunity Mental Health Authority will have four
seats expiring in March. Commissioner Gershenson will contact Malkia Newman for an update.
Jay Shah has re-applied for the Regional Convention Facility Authority and will be asked to present
an update in February. The Friend of the Court Citizens Advisory Committee has four seats
expiring at the end of June. FOC appointees can only serve two consecutive terms, so some
members will not be considered for reappointment to another term. Commissioner Matis asked for
a list of upcoming vacancies and terms be laid out in table form. Future openings will be posted on
the County website. The Solid Waste Industry candidates were discussed.
Quarles moved to report to recommend that Sanford Rosen be appointed to th e Oakland
County Solid Waste Planning Committee –Solid Waste Industry seat for a two-year term of
October 12, 2013 – October 11, 2015.
Supported by Crawford.

OTHER BUSINESS/ADJOURNMENT
Common Ground previou sly held the ribbon cutting of the new crisis center and has announced the
center’s opening on Friday, January 17, 2014 .
Ms. Hanger notified the committee that she has contacted Mr. Bertolini regarding Information
Technology’s assistance in posting more difficult to recruit appointments to the County’s homepage.
Commissioner Spisz mentioned a site like Monster.com may have a feature to list seat vacancies
and this query will be directed to IT.
Chairperson Long announced that the committee coordinator for General Government Committee in
2014 is Tracy Stolzenfeld.
There being no other business to co me before the committee, the meeting was adjourned at 11:04
a.m.
