Chairperson Dwyer called the meeting of the Public S erv ices Committee to order at 11:30 a.m., in
Committee Room A, Commissioners’ Wing, County Service Center, Pontiac, Michigan.

Spisz moved approval of the minutes of December 3, 2013, as printed. Supported by Taub.

AGENDA ITEMS
1. SHERIFF’S OFFICE – TRANSFER OF OWNERSHIP AND RELEASE OF CLAIMS
AGREEMENT FOR K -9 DOG
The Sheriff’s Office is requesting authorization to en ter into an agreement regarding the K-9 unit
Kaydo. Deputy Keith Christie has handled Kaydo and wishes to retire the dog and transfer
ownership for $1. This arrangement has been done in th e past upon retiring a canine . Once the
dog is retired, it becomes part of the handler’s family. There are currently 16 canines that serve the
Sheriff’s Office, two of which are bomb dogs that also do tr acking, one arson or fire detection dog

and the other 13 are tracking and narcotic s dogs. These dogs are available on request to help with
tracking and other tasks such as school district drug sweeps.
McGillivray moved to recommend approval of the attached suggested resolution. Supported
by Zack.
Motion carried unanimously on a roll call vote.
2. SHERIFF’S OFFICE – AGREEMENT WITH THE MICHIGAN PUBLIC SAFETY
COMMUNICATION SYSTEM (MPSCS)
The Sheriff’s Office is seeking approval to enter into an agreement with the Michigan State Police
for telecommunication equipment operations. The agreement would be in effect for ten years.
Chief Maier runs the dispatch center which is the second largest center in Michigan. Federal
funding in the amount of $300,000 was used to purchase two dispatch consoles. The consoles
were integrated into the statewide radio system to be able to communicate throughout Michigan.
The console dispatches for the Sheriff’s Department, 15 fire departments, 6 police departments, 13
sheriff substations and services approximately 40 percent of the County on a daily basis .
Communications can be patched through the console to allow first responders to talk to each other
throughout the region. During the last 15 years dispatch consolidation has occurred . Further
consolidation is anticipated in the future.
Spisz moved to recommend approval of the attached suggested resolution. Supported by
Taub.
Motion carried unanimously on a roll call vote.
3. SHERIFF’S OFFICE – 2014 OFF-ROAD VEHICLE (ORV) SAFETY EDUCATION
PROGRAM GRANT ACCEPTANCE
The Sheriff’s Office is requesting approval of the grant acceptance from the Michigan Department of
Natural Resources (DNR.) The grant fund ing is $400 to provide off -road vehicle safety education
training.
Taub moved to recommend approval of the attached suggested resolution. Supported by
Spisz.
Motion carried unanimously on a roll call vote.
COMMUNICATIONS
A. Sheriff’s Office – CY 2014 Marine Safety Program Grant Application .
Spisz moved to receive and file the communications. Supported by McGillivray.
Motion carried on a voice vote.
OTHER BUSINESS/ADJOURNMENT
Undersheriff McCabe commented about the jail program that partners with the State to identify
anyone sentenced and in jail for more than 30 days and drawing public assistance , that they be
removed from the assistance list while serving their jail sentence , which saves taxpayers money.

Chairperson Dwyer also requested Undersheriff McCabe to comment on the reduction in crimes
committed in 2013. Pontiac had 8 homicides in 2013 and 16 homicides the year prior. Larcenies
are down by 35 percent. The number of pol ice calls increased and these calls have police
responding. The crime reduction trend is countywide. CLEMIS has helped because of t he sharing
of data throughout the counties. Resources are being used in hot spots where the most crimes are
committed. Criminals and repeat offenders are targeted and sent to jail where they cannot continue
to commit offenses.
The Study Group on gun violence will convene immediately following the meeting.
There being no further business to come before the Committee, the meeting was adjourned at
11:50 a.m.
