Chairperson Dwyer called the meeting of the Public S erv ices Committee to order at 11:30 a.m., in
Committee Room A, Commissioners’ Wing, County Service Center, Pontiac, Michigan.

1. 52ND DISTRICT COURT/DIVISION III ROCHESTER HILLS – POSITION DELETION AND
CREATION
The 52-3 District Court is seeking approval to delete a full-time non-eligible probation officer position
and create a full-time eligible probation officer position. The function of the probation officer is to
interview offenders and write alcohol assessment reports, which is required for any drunk driving
offense. In October 2013 the Michigan Department of Licensing and Regulatory Affairs issued a
recommendation of minimum credentialing stand ards for probation officers. This division has had
difficulty finding candidates with credentials to work on a part -time non-eligible basis. In the last
year the turnover rate for the part-time position has been nine months. The 52-3 District Court is
also proposing a $5 increase to the probation oversight fee. The current $35 monthly fee is imposed
on offenders in the majority of probation cases. This fee has not been increased in over 12 years.
The other district courts charge $40 . 52-3 District Court would like their fee to be consistent with
other district courts. The fee increase will bring the additional revenue amount to approximately
$72,000, which exceeds the expenditure for the requested probation officer position . 500 to 600
alcohol assess ments are done per year depending on the drun k driving caseload at the time. The
probation officer will conduct pre-sentencing investigations when not doing assessments .
Bosnic moved to recommend approval of the attached suggested resolution. Supporte d by
Taub.

Spisz moved to directly refer the resolution to Human Resources Committee and Finance
Committee. Supported by Bosnic.

2. CIRCUIT COURT – DELETE AND CREATE POSITIONS/REORGANIZATION
The Circuit Court is requesting authorization to reorganize the department by deleting one part-time
non-eligible position, deleting one classification, reclassifying two positions and transferring eight
positions. The two positions that are being created are two new classes: Circuit Court Business
Operations Chief and Court Technical Services Supervisor. A technical division within the business
division is needed to support the 22 judges, made up of 18 elected off icials in Circuit Court and four
in Probate Court. Courtroom technology has increased and E-filing is now used. Court staff can
access documents that used to be filed on paper , but are now electronically filed and online . There
are no longer court reporters in the courtroom and court proceedings are videotaped. An immediate
response to technical difficulties is needed in order for the courts to continue without delays.
Department administration has likely candidates in mind for the technical positions. A print
management project and a Windows upgrade project are being performed in the department . One
judge position has been on hold for four years due to budget cuts. The nineteenth judgeship is now
in the budget and will be reinstated on January 1, 2015.
Bosnic moved to recommend approval of the attached suggested resolution. Supported by
McGillivray.

OTHER BUSINESS/ADJOURNMENT
Commissioner Taub requested that the next HAVEN quarterly status report be included in the
Public Services agenda packet.
The Study Group on gun violence will convene immediately following the meeting. Chairperson
Dwyer gave an update to the committee regarding two Public Service Announcements. One PSA
on video game ratings is currently being aired throughout the county. A second PSA on gun locks
and safety will be aired in the near future.
There being no further business to come before the Committee, the meeting was adjourned at
11:50 a.m.
