The meeting was called to order by Chairperson Scott at 1:30 p.m. in Committee Room A of the
Courthouse Auditorium Wing, County Service Center in Pontiac, Michigan.

APPROVAL OF THE PREVIOUS MINUTES
Jackson moved to approve the minutes of December 12, 2013 as printed. Supported by
Hoffman.
Motion carried on a voice vote.

1. 52nd DISTRICT COURT/DIVISION III ROCHESTER HILLS – POSITION DELETION AND
CREATION
The 52-3 District Court is requesting authorization to delete one full-time, non-eligible 2,000 hours per
year Probation Officer II position, to create one full-time eligible Probation Officer II position and to
increase the fees for probation oversight from $35 to $40 per month on general probation cases.

Ms. Gillert explained that the Probation Officer position, which is responsible for conducting
statutorily-required alcohol assessment reports, has been filled with part-time employees. The
Department of Licensing and Regulatory Affairs Bureau of Health Care Services issued a letter to
clarify what current industry standards are for certification to perform these assessments. The Court
is experiencing difficulty in finding applicants and retaining those with these credentials who are
willing to accept a part-time non-eligible position. Retention has been reduced to less than a year as
they leave for better positions. The $5 increase in the probation oversight fee from $35 to $40 per
month on general probation cases will compensate for the additional expenditure of creating the full-
time eligible position. The 52-3 has not increased this fee in 12 years so this action will br ing it in line
with the other divisions.
Hatchett moved to report to recommend approval of the attached suggested resolution.
Supported by Weipert.
Motion carried unanimously on a roll call vote.
2. MR #13298 – BOARD OF COMMISSIONERS – INCREASE IN MINIMUM WAGE TO $10.00
PER HOUR FOR OAKLAND COUNTY EMPLOYEES BY 2016
The resolution was introduced by Commissioner Woodward to establish a policy to increase the
minimum wage for Oakland County’s full-time and part-time employees to hourly rates of at least $8.00
beginning January 1, 2014, $9.00 beginning January 1, 2015 and $10.00 beginning January 1, 2016 and
thereafter.
Jackson moved to report to recommend approval of the suggested resolution. Supported by
Hatchett.
Motion failed on a roll call vote:
Ayes: Jackson, Hatchett
Nays: Middleton, Runestad, Weipert, Hoffman, Scott.

Middleton moved to receive and file the communications. Supported by Weipert.
Motion carried on a voice vote.
OTHER BUSINESS/ADJOURNMENT
Relative to Communication C, Ms. Scarlet explained that in accordance with the Affordable Care Act the
County’s new hire medical coverage waiting period would be adjusted to ensure that it does not exceed
90 days.
Summer applications will be accepted from February 10 – February 24, 2014. The February application
period ensures that departments, including Parks can begin to vet candidates in March for summer
positions. Application numbers are high.

Last week’s Career Fair included participation by county departments and colleges. An estimated 200
employees, including part-time, attended. Ms. Scarlet recognized Frank Russell and Lori Taylor for
coordinating this effort.
Work on the Veterans program continues. Two veterans have been placed within in county positions in
Information Technology and the Treasurer’s Office. There are a number of mentors interested in
participating and doing interviews.
Commissioner Weipert asked for results of the Career Fair exit survey.
Commissioner Jackson asked what the salary range was for summer positions.
Ms. Scarlet indicated that the salary range was roughly between $8.49 and $11.15 depending on the
position and whether the person was returning from the previous year.
Chairperson Scott noted that Parks has a difficult time keeping lifeguards toward the end of the season
because of the need to return to college campuses in August.
Ms. Scarlet explained that Human Resources is looking into this issue.
There being no other business to come before the Committee, the meeting was adjourned at 1:44 p.m.
