The meeting was called to order by Chairperson Scott at 1:30 p.m. in Committee Room A of the
Courthouse Auditorium Wing, County Service Center in Pontiac, Michigan.

APPROVAL OF THE PREVIOUS MINUTES
Middleton moved to approve the minutes of January 29, 2014 as printed. Supported by
Hoffman.

1. MR #14023 – CIRCUIT COURT – DELETE AND CREATE POSITIONS / REORGANIZATION
Circuit Court is requesting authorization to implement the following staff changes:

o delete one part-time non-eligible 1,000 hours per year Circuit Court Records Clerk
position,
o create two new classifications of Chief – Circuit Court Business Operations and Court
Technical Services Supervisor,
o upwardly reclassify the Supervisor Court Business Operations position to Chief-Court
Business Operations and a User Support Specialist II position to Court Technical
Services Supervisor,
o delete the Supervisor, Court Business Operations classification and to transfer the
Supervisor Clerk Support and Court Clerk Coordinator positions to Court
Administration,
o create a new unit titled Urban Drug Court in the Civil Criminal Division and transfer one
Youth and Family Casework Supervisor position and one PTNE 1,000 hours per year
Technical Assistant position to the new unit,
o transfer one College Intern position to the Drug Court Services Unit under the Court
Services Unit in the Family Division,
o transfer one Student position to the Jury Office Unit of the Civil/Criminal Division,
o transfer one Office Assistant position from the Court Services Unit to Administration
Finance Unit of Court Business Division of Civil/Criminal Division,
o transfer one Office Assistant position from the Judicial Support Unit to the Data
Technology Unit of the Court Business Division.
Mr. Oeffner reviewed the history of changes to the Circuit Court, including the creation of the Family
Division in 1998 which moved most of Probate staff to Circuit Court. To realize efficiencies it was
decided to merge both Data Technology Units into one Unit within the Business Division to provide
services for both courts. The DTU supports functions designed to enhance the public’s access to the
Courts, such as E-Filing for documents and Court Explorer Case Search for viewing and ordering of
documents on-line. The DTU also provides support for all 23 video courtrooms.
Middleton moved to report to recommend approval of the attached suggested resolution.
Supported by Runestad.
Motion carried unanimously on a roll call vote.
2. MR #14025 – BOARD OF COMMISSIONERS – POLICY FOR THE REIMBURSEMENT OF
EMPLOYEE EXPENSES TO COMPLY WITH DEPENDENT ELIGIBILITY AUDIT
The resolution was introduced by Commissioner Woodward to establish a process to implement and
inform employees and retirees of the ability to seek reimbursement for document retrieval expenses
associated with complying with the County’s Dependent Eligibility Audit.
Commissioner Woodward explained that the proposal would allow employees who had to obtain
marriage or birth certificates, etc. from counties other than Oakland to comply with the County’s
dependent eligibility audit to be reimbursed for those costs. He indicated that the Oakland County
Clerk’s Office is providing administrative copies (not certified) to county employees for this purpose free
of charge. He noted that employees had previously taken several pay cuts and this did not seem
appropriate.
Ms. Hain reported that the County Executive is not in support of this resolution. It is the Administration’s
position that most people should have certified copies of these documents as they are needed for other
purposes, such as passports, enhanced drivers’ licenses, social security, etc. Also the Administration is
unsure of the cost. It is estimated that at least $70,000 will be required based on the number of
employees and retirees and if each needs more than one document, the cost could at least double.
The Administration is also checking into whether this would be considered personal income and
therefore taxable.

Jackson moved to report to recommend approval of the suggested resolution. Supported by
Hatchett.
Motion failed on a roll call vote:

Nays: Middleton, Runestad, Weipert, Hoffman, Scott.
3. HUMAN RESOURCES DEPARTMENT – SALARY ADMINISTRATION PLAN 2ND QUARTERLY
REPORT FOR FY2014
Human Resources has reviewed the salary grades for 2 classifications/3 positions and is
recommending that 1 classification/2 positions be upgraded and 1 remain the same. Also one new
classification titled HRIS Supervisor will be created for Human Resources in anticipation of
department changes.
Ms. Taylor explained that the salary upgrade for the Administrative Assistant CHPIS is to acknowledge
that this position would now be responsible for reviewing data on all Health programs and not just the
Community Health Prevention Program. The HRIS Supervisor will provide greater technical expertise to
track HR data, monitor the HR website, etc.
Hoffman moved to recommend approval of the attached suggested resolution. Supported by
Middleton.
Motion carried unanimously on a roll call vote.
