Chairperson Dwyer called the meeting of the Public Services Committee to order at 11:3 0 a.m. in
Committee Room A, Commissioners’ Wing, County Service Center, Pontiac, Michigan.

Zack moved approval of the minutes of February 25, 2014, as printed. Supported by Taub.
Motion carried on a voice vote.
PUBLIC COMMENT
Commissioner Taub offered congratulations to Undersheriff McCabe on becoming a grandfa ther to
Samantha three weeks ago.

AGENDA ITEMS
1. SHERIFF’S OFFICE – CONTRACT AMENDMENT #1 FOR LAW ENFORCEMENT
SERVICES IN THE TOWNSHIP OF ADDISON 2013-2015
The Sheriff’s Office is requesting authorization to amend its law enforcement services agreement
with Addison Township to allow the deletion of one Deputy II (no-fill) and change one Deputy II (no -
fill) to a Deputy II (w/fill) from April 19, 2014 to December 31, 2015 . This proposed action comes
from a request by the Addison Township Board Supervisor due to a deficit in the police millage
funds and the effect of decreased property values . The Sheriff’s Office has vacancies, so the
deleted officer was able to be placed elsewhere.
Spisz moved to recommend approval of the attached suggested resolution. Supported by
Taub.
Motion carried unanimously on a roll call vote with McGillivray absent .
2. SHERIFF’S OFFICE – CONTRACT FOR FIRE DISPATCH SERVI CES FOR THE
CHARTER TOWNSHIP OF OXFORD 2014 -2015
The Sheriff’s Office is requesting approval to enter into an agreement for fire dispatch services for
Oxford Township through 2015. These dispatch services will be for the Village and Township of
Oxford. This is the 16th fire department that the County has under dispatch contract. The transition
is scheduled for April 21, 2014. The Sheriff’s Office is now hiring dispatchers and open positions
are posted on the website. When dispatch vacancies were announced previously, only 12 to 14
applications were received. Other sheriff’s offices, specifically in the metro area, are experiencing
difficulty in finding dispatchers. The dispatch training process takes six months. It is a high -stress
job. Oakland County Sheriff’s Office is ninth in the country and first in Michigan to have emergency
police, fire and medical dispatch protocol. To become a dispatcher , the qualifications are six
months experience, knowledge of emergency protocol and the equivalent of a two-year degree.
Spisz moved to recommend approval of the attached suggested resolution. Supported by
Bosnic.
Motion carried unanimously on a roll call vote with McGillivray absent .
3. SHERIFF’S OFFICE – CONTRACT FOR COURT SECURITY AT THE 46 TH DISTRICT
COURT – SOUTHFIELD FOR 2014
The Sheriff’s Office is requesting authorization to enter into a law enforcement services agreement
to provide security at the 46th District Court with four GF/GP PTNE 1,000 hours per year Court
Deputy II positions being created to serve from April 1, 2014 through September 30, 2014. This
was a walk-on item and the agenda h ad been amended prior to the meeting. Mr. Cunningham
distributed the Miscellaneous Resolution and Contract to the Committee. Captain Jansson
explained that the 46th District Court requested a security assessment. The proposed agreement is
a result of that assessment and the court moving from private into armed security. The 47th and 48th
District Courts are run th is way.
Spisz moved to recommend appro val of the attached suggested resolution. Supported by
Zack.

COMMUNICATIONS
A. State of Michigan Department of Treasury letter dated February 19, 2014 regarding
Amended Final Award – CGAP FY 2013 (Round 2)
Spisz moved to receive and file the Communications. Supported by Bosnic.
Motion carried on a voice vote.
OTHER BUSINESS/ADJOURNMENT
Chairperson Dwyer requested an update from the Sheriff’s Office. Undersheriff McCabe
announced that a media event on scrapping was scheduled at 3:00 p.m. today on Channel 7. The
event’s purpose is to put pressure on the legislature to replace the three -day waiting period into the
House bill.
Commissioner Bosnic commended Undersheriff McCabe and the Sheriff’s Office for a great job in
handling a domestic violence/shooter situation in Clawson.
Commissioner Taub added that there was a shooting in Farmington Hills this morning.
The Study Group on gun violence will convene immediately following the meeting.
There being no further business to come before the Committee, the meeting was adjourned at
11:41 a.m.
