REGULAR AGENDA 3. CLERK/REGISTER OF DEEDS – ELECTIONS DIVISION – 2014 QUALIFIED VOTER FILE (QVF) ORACLE/EQUIPMENT UPGRADE PROJECT ACCEPTANCE The Clerk/Register of Deeds is requesting acceptance of a grant from the Michigan Department of State. The grant period is from October 1, 2013 through September 30, 2014. This is the first year of the grant for the Clerk/Register of Deeds – Elections Division. The program funds will be used for a one-time purchase of a computer server in order to upgrade the Elections Di vision from Windows XP to Windows 7. This will allow continued access to the State Qualified Voter File. Should the State choose to use Windows 8 in the future, the new server can be upgraded. Spisz moved to recommend approval of the attached suggestion resolution. Supported by Quarles. Motion carried unanimously on a roll call vote with Crawford and Hatchett absent. 1. HEALTH AND HUMAN SERVICES – HOMELAND SECURITY DIVISION – 2013-2014 HAZARDOUS MATERIALS EMERGENCY PREPAREDNESS PLANNING PROGRAM (HMEP - PP) GRANT AGREEMENT The Health and Human Services – Homeland Security Division is requesting acceptance of the Hazardous Materials Emergency Preparedness Planning Program (HMEP -PP) grant. The grant period is from October 1, 2013 through September 30, 2014. The grant is part of the Superfund Amendment and Reauthorization Act (SARA) of 1986. The funding source is the Michigan Department of State Police, Emergency Management and Homeland Security Division . The grant amount is $9,940 with a 25% match of $2,485 which totals $12,425. The response plan provides that responders would have access to helpful emergency information available to them. Matis moved to recommend approval of the attached suggested resolution. Supported by Quarles. Motion carried unanimously on a roll call vote with Crawford and Hatchett absent. 2. CLERK/REGISTER OF DEEDS – 2014 SURVEY AND REMONUMENTATION GRANT ACCEPTANCE The Clerk/Register of Deeds office is seeking acceptance of a grant from the Michigan Department of Labor and Economic Growth. The grant period is January 1, 2014 through December 31, 2014. This grant is in its 21 st year. The amount of the grant is $398,331 . A full-time eligible Plat & Boundary Review Specialist position will be partially reimbursed for 2014. The grant will fund the continuation of the Remonumentation Program. Spisz moved to recommend approval of th e attached suggested resolution . Supported by Gershenson. Motion carried unanimously on a roll call vote with Crawford and Hatchett absent. MR #14066 – BOARD OF COMMISSIONERS – PUBLIC AWARENESS AND EDUCATION FORUM FOR WOMEN VETERANS This resolution was brought by Commissioner Gershenson. Kate Logan explained the upcoming women’s event to the committee and spoke about the lack of services available to women veterans. Commissioner Gershenson mentioned the Commissioners Discretionary Fund and the $5,000 grant request. A prepared temporary budget shows roughly $6,600 in expenditures for the planned event. Gershenson moved to report to recommen d approval of the attached suggested resolution. Supported by Hoffman. Motion carried unanimously on a roll call vote with Crawford and Hatchett absent . Gershenson moved to directly refer the resolution to Finance Committee. Supported by Spisz. Motion for referral to Finance carried on a voice vote. 5. ACT 196 PUBLIC TRANSPORTATION AUTHORITY – AMENDMENT TO THE AMENDED ARTICLES OF INCORPORATION OF THE OAKLAND COUNTY PUBLIC TRANSPORTA TION AUTHORITY DATED JUNE 8, 1995 The proposed resolution authorizes an amendment to the Articles of Incorporation for the addition of the City of Lathrup Village as a Member of the Oakland County Public Transportation Authority (OCPTA). Lathrup Village was an opt-out community in previous years. The Lathrup Village City Council voted favorably at their March 17, 2014 meeting to become a member community of the OCPTA. Hoffman moved to recommend approval of the attached suggestion resolution. Supported by Spisz. Motion carried unanimously on a roll call vote with Crawford and Hatchett absent. 6. BOARD OF COMMISSIONERS – OAKLAND COUNTY COMMUNITY MENTAL HEALTH AUTHORITY Malkia Newman, Oakland County Community Mental Health Authority (OCCMHA) chairperson, provided a status update. Ms. Newman reported that the OCCMHA board unanimously decided to discontinue its employment contract with Executive Director, Jeffrey Brown. The He althy Michigan program fund creates a shortfall and does not cover all of the state funding lost. The Metro region contains more people and serves mo re people; there is also a higher cost of living . A population- based formula is used to determine state funding amounts. Research will be done in going forward to determine ways to respond to the decreased funding to Oakland County. Commissioner Hoffman inquired about the Holly service center closing. Ms. Newman replied she will get the information and get back to him. 7. BOARD OF COMMISSIONERS – REGIONAL TRANSIT AUTHORITY Gerald Poisson, Deputy County Executive, provided a status update regarding the Regional Transit Authority (RTA). Funding amounts are the same as they were when John Engler was governor. Buses do wear out and even when the rate is low , there is still inflation . BOARD OF COMMISSIONERS – APPOINTMENT TO THE REGIONAL CONVENTION FACILITY AUTHORITY – CITIZENS ADVISORY COUNCIL The opening will be posted on the website to accept applications for the Oakland County Representative of the Regional Convention Facility Authority - Citizens Advisory Council (CAC). 9. MR #14065 BOARD OF COMMISSIONERS – RECOGNITION OF JUNE 2014 AS NATIONAL SAFETY MONTH IN OAKLAND COUNTY AND SUPPORT FOR EFFORTS TO PROMOTE FIREARMS SAFETY This resolution was introduced by Michael Spisz and Bill Dwyer. The purpose of this resolution is to increase awareness and promote firearms safety in June, which is National Safety Month. June 6 will be designated as a gun safety day where gun locks will be given out in a county -wide event. Spisz moved to report to recommend approval of the attached suggested resolution. Supported by Hoffman. Spisz moved to amend the resolution as follows: The addition of the following after the first Be It Further Resolved paragraph , “BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners designate June 6 as Gun Safety Awareness Day.” Supported by Hoffman. Motion to amend the resolution carried unanimously on a roll call vote with Crawford and Hatchett absent . T wo open seats are for General Public, one for the Noncustodial Parent and one for Custodial Parent position. Inte rviews will be scheduled for the next meeting.
