TREASURER – RECLASSIFY POSITION The Treasurer is requesting authorization to have a new classification crea ted titled Treasurer Property Specialist at a salary grade 13, non -exempt, eligible for overtime and to upwardly reclassify one Accountant II position to this new classification. The Accountant II was originally OAKLAND COUNTY BOARD OF COMMISSIONERS 1200 NORTH TELEGRAPH ROAD, BLDG. 12E, PONTIAC, MICHIGAN 48341 -0475 Telephone: (248) 858 -0100 FAX: (248) 858 -1572 HUMAN RESOURCES COMMITTEE Thomas Middleton Jim Runestad Philip Weipert Mattie Hatchett HUMAN RESOURCES COMMITTEE Page 2 April 23, 2014 assigned duties relative to the Treasurer’s program to sell county-owned properties. This program has expanded to include over 1,200 properties and the Accountant II classification is no longer appropriate. It is critical to move forward with this position rather than wait until the next HR Quarterly Report because new foreclosed properties are turned over April first of each year, resulting in an immediate need to begin recruitment. Funding will come from the Classification and Rate Change Fund. Mr. Meisner explained that there is no positio n on staff having the specific qualifications to deal with the growing number of foreclosed properties throughout Oakland County. Pontiac has the largest number of properties being deeded over to Oakland County. A map titled the 2014 Surplus Pontiac Parcels was displayed for information purposes. Managing such a large number of properties requires certain skills relative to real estate transactions. This position will also determine which properties are suitable for the Treasurer’s “Realtor to the Rescue” Program where the Treasurer has gotten realtors to help show some of these properties . This program has driven up attendance at the auctions. Weipert moved to report to recommend approval of the attached suggest resolution. Supported by Middleton. Motion carried unanimously on a roll call vote with Hoffman absent. 2. HUMAN RESOURCES DEPARTMENT – REMOVE THE BOILER OPERATOR CLASSIFICATION FROM THE SALARY ADMINISTRATION PLAN AND INCREASE SALARY Human Resources is requesting authorization to remove the Boiler Operator Classification from the Salary Administration Plan and increase the salary in order to competitively recruit applicants for this position. HR is experiencing a decreased pool of interested and qualified applica nts for this position and as a result has performed a salary survey of comparable positions in southeast Michigan which shows that the County’s salary rate is considerably below average market salary rates. Middleton moved to recommend approval of the attached suggest resolutio n. Supported by Weipert. Motion carried unanimously on a roll call vote with Hoffman absent. CONSENT AGENDA/COMMUNICATIONS A.
