Chairperson Dwyer called the meeting of the Public Services Committee to order at 11:3 1 a.m. in
Committee Room A, Commissione rs’ Wing, County Service Center, Pontiac, Michigan.

AGENDA ITEMS
1. SHERIFF’S OFFICE – TRANSFER OF OWNERSHIP AND RELEASE OF CLAIMS
AGREEMENT FOR K -9 DOG (RAINE)
The Sheriff’s Office is requesting authorization to enter into an agreement to transfer ownership of
the dog, Raine, to Deputy Chris Topaico. This is the tradition that upon retirement, the dogs are
offered back to the handlers for $1. The retired dogs then live with their owners. The dogs typically
work for seven to eight years. Replacements are in place for the three dogs that are retiring.
Taub moved to recommend approval of the attached suggested resolution. Supported by
McGillivray.
Motion carried unanimously on a roll call vote.
2. SHERIFF’S OFFICE – TRANSFER OF OWNERSHIP AND RELEASE OF CLAIMS
AGREEMENT FOR K -9 DOG (YEAGER)
The Sheriff’s Office is requesting approval to enter into an agreement to transfer ownership of the
dog, Yeager, to Deputy Sherry Locher. The dog will be sold to the handler for $1.
Bosnic moved to recommend approval of the attached suggested resolution. Supported by
Spisz.
Motion carried unanimously on a roll call vote.
3. SHERIFF’S OFFICE – TRANSFER OF OWNERSHIP AND RELEASE OF CLAIMS
AGREEMENT FOR K -9 DOG (CHARGE)
The Sheriff’s Office is requesting approval to enter into an agreement transferring the ownership o f
the dog, Charge, to Deputy David Roddy . The deputy will purchase the dog for $1.
Taub moved to recommend approval of the attached suggested resolution. Supported by
McGillivray.
Motion carried unanimously on a roll call vote .
Undersheriff McCabe pointed out that a BVP Program grant is listed under the Communications. A
charitable donation has been made for bulletproof vests for the dogs of the Sheriff’s Office. Also
mentioned was the cooperative effort made to capture those involved in the recent shooting of a
Bloomfield Hills attorney.
4. DEPARTMENT OF PUBLIC SERVICES: ANIMAL CONTROL DIVISION – POSITION
DELETION AND POSITION CREATION
The Public Services Department – Animal Control Division is seeking authorization to delet e and
create several positions in the department to assist in veterinarian duties as follows: the deletion of
a full-time eligible Animal Control Officer and the creation of a full-time eligible Veterinarian
Technician in the Administration Unit and the creation of a part-time non-eligible 445 hours per year
Animal Shelter Attendant in the Administration Unit. The Animal Control Officer position that is

being deleted has remained vacant for a y ear and a half. A veterinarian technician is needed in the
room when the doctor performs surgery. These position changes will help the department comply
with state requirements. One of the two veterinarians, Dr. Fortner, recently returned from a five-day
seminar. He will be attending Michigan State University to become a certified shelter medicine
doctor. Commissioner Zack asked to meet the doctor. Bob Gatt replied that a meeting can be
arranged.

McGillivray.

COMMUNICATIONS
A. Sheriff’s Office – PY 2014 Bulletproof Vest Partnership (BVP) Program
Bosnic moved to receive and file the Communications. Supported by Spisz.
Motion carried on a voice vote.
OTHER BUSINESS/ADJOURNMENT
The Study Group on Gun Violence will convene immediately after the meeting.
There being no further business to come before the Committee, the meeting was adjourned at
11:42 a.m.
