Chairperson Dwyer called the meeting of the Public Services Committee to order at 11:3 0 a.m. in
Committee Room A, Commissioners’ Wing, County Service Center, Pontiac, Michigan.

AGENDA ITEMS
1. SHERIFF’S OFFICE – TRANSFER OF OWNERSHIP AND RELEASE OF CLAIMS
AGREEMENT FOR K -9 DOG (GIO)
The Sheriff’s Office is requesting authorization to enter into an agreement to transfer own ership of
K-9 dog, GIO, to Deputy Patrick Hatfield. It is standard that upon retirement, the dogs are offered

back to the handlers for $1. This transfer takes effect on June 13, 2014. The dogs are not put back
into service after retirement.
McGillivray moved to recommend approval of the attached suggested resolution. Supported
by Zack.
Motion carried unanimously on a roll call vote.
2. SHERIFF’S OFFICE–CONTRACT AMENDMENT #2 FOR LAW ENFORCEMENT
SERVICES IN THE CHARTER TOWNSHIP OF OAKLAND 2013 -2015
The Sheriff’s Office is requesting authorization to enter into an amendmen t for the addition of one
full-time deputy in Oakland Township. This position is a GF/GP Deputy II (no-fill) in the Patrol
Services Unit. The effective dates are June 14, 2014 to December 31, 2015. This addition brings
the force up to 13. The goal is to reach 15 officers in the next five years to bring them back to 2008
levels prior to the economic downturn.
Commissioner Taub asked about services for Washington Township. Unde rsheriff McCabe
explained that Washington Township wanted constraints on their service concerning the call
transfers and having the Sheriff on the line at the same time the call was taken. This constraint
hampered the Sheriff’s Office’s ability to meet the contract requirements and the Township was
notified that call service could not be provided until the calls came to them . Preparations to move
forward had been made and a position was added. Mr. Cunningham indicated that the Sheriff’s
Office will present the Washington Township position deletion to the committee next month ;
however, no one was hired to fill the position.
Commissioner Bosnic disclosed that the law firm he works for performs services for Washington
Township, but he had has no involvement with these services and it will not affect his vote on this
resolution.
Spisz moved to recommend approval of the attached suggested resolution. Supported by
Bosnic.
Motion carried unanimously on a roll call vote.
Spisz moved to directly refer the res olution to Human Resources and Finance Committees.
Supported by McGillivray.
Motion carried on a voice vote.
3. MULTI DEPARTMENT (SHERIFF’S OFFICE, CIRCUIT COURT AND CHILDREN’S
VILLAGE) 2014 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG)
PROGRAM GRANT APPLICATION AND INTERGOVERNMENTAL AGREEMENT
The Sheriff’s Office, Circuit Court and Children’s Village are requesting acceptance of the JAG grant
and approval to enter into an intergovernmental agreement with the City of Pontiac for the period of
October 1, 2013 through September 30, 2017 . The funding amount of $158,331 is disbursed as
follows: $56,463 to Oakland County and $101,868 to Pontiac. There is no grant match requirement.
The annual grant comes from the U.S. Department of Justice. This grant was named after Edward
Byrne, a New York City police officer killed in the line of duty . Dale Cunningham was a part of the
committee that planned the funded projects. Some of the items slated for the Sheriff’s Office are

cameras to be installed in the prisoners transport vans for documentation purposes, replacement of
gun lockers and taser upgrades. Circuit Court items are presentation equipment, microphones and
hand-held devices for dictation and recording. The doorbell project for Children’s V illage is to be
used for security measures. Through the intergovernmental agreement the City of Pontiac funds
are disbursed to them and Pontiac in turn pays the Sheriff’s Office for overtime worked by the
officers dedicated to patrol the city .
Taub moved to recommend approval of the attached suggested resolution. Supported by
McGillivray.
Taub moved to amend the resolution as follows:
“WHEREAS FY 2014 JAG funding awarded will be used to purchase equipment for the
Sheriff, Circuit Court and Children’s Vi llage and by the City of Pontiac for overtime hours in
order to help fight violent crime and lower the homicide rate as outlined in Attachment #1 –
Project Abstract – of the grant application.”
Supported by McGillivray.
Motion to amend carried on a voice vote.
Main motion, as amended, carried unanimously on a roll call vote.
COMMUNICATIONS
A. May 2, 2014 Letter from MAC to M. Gingell regarding Miscellaneous Resolution –
Support for Increased State Funding from Excess Revenues for Local School Law
Enforcement Officers
Spisz moved to receive and file the Communications. Supported by Bosnic.
Motion carried on a voice vote.
OTHER BUSINESS/ADJOURNMENT
Chairperson Dwyer set a Public Hearing regarding the JAG Program Grant Application for the
Board of Commissioners’ meeting, June 11, 2014, at 7:17 p .m. This resolution will be on that BOC
agenda for approval.
A press conference will be held at 2:00 p.m. today in the Auditorium to promote the June 6 Gun
Safety Awareness Day. 2,000 gun locks will be han ded out to law enforcement agencies.
Chairperson Dwyer acknowledged the staff , study group and Diana Lewis for the work put into the
curbing gun violence during the past year. This project was started by Chairperson Dwyer and
Commissioner Gershenson with a Miscellaneous Resolution back in February of 2013. The report
and recommendations were presented to the Board in June of 2013. Now those recommendations
are being implemented. Additional gun locks are free of charge through Project Childsafe. Narcotic
forfeiture funds are still being used a cross the country to buy gun locks. When a hand weapon is
purchased today, it comes with a gun lock. Thousands of weapons have no gun locks provided.
Today’s press conference will contain a history given by Cha irperson Dwyer, a playback of the three
Public Service Announcements and a brief presentation on mental health first aid by Commissioner
Zack. The grant to supply school liaisons will be mentioned.

The Study Group on Gun Violence will convene immediate ly after the meeting.
There being no further business to come before the Committee, the meeting was adjourned at
11:46 a.m.
