Chairperson Long called the meeting of the General Government Committee to order at 9:35 a.m. in
the Commissioners’ Committee Room A, County Service Center in Pontiac, Michigan.

REGULAR AGENDA
1. BOARD OF COMMISSIONERS – AREA AGENCY ON AGING 1 -B – FY 2015 ANNUAL
IMPLEMENTATION PLAN
Area Agency on Aging is requesting approval of their 2015 annual implementation plan. The
purpose of the plan is to support the AAA 1-B and Michigan Office of Services to the Aging .
Presenter Tina Abbate Marzolf has brought the implementation plan to the committee for approval
for the past seven years. 40-42% of the approximately $1 million in funds coming to the region will
be allocated to the Oakland County area. These monies will be used for services like home chore
services and Meals on Wheel s. Myride2.com is a program that provides information to anyone
needing specialized transportation services . MichiganHomeCareGuide.com helps connect people
with home care companies or agencies . This site has comments that are posted online regarding
the services and comments may be added . Michigan is aiming to become a silver key state with no
wait lists. The current wait list to speak to a care manager is four weeks, which was previously a
year-long wait. There is no waiting for home-delivered meals.
Commissioner Crawford shared an article written by Thomas Jankowski, Wayne State Associate
Research Director. The article addresses how the local governments need to brace for the
expectations of accommodating the large r senior population. She will forward the articl e to the
committee.
There are a number of things communities can do to focus on the adult population. Commissioner
Gershenson recommended the chore services available through Oakland Livingston Human
Services Agency (OLHSA.) Mr. Borngesser of OLHSA will forward the flier about that program.
OLHSA matches people with different services appropriate to their needs . Clawson is a pilot site
where the community will develop ways to attract seniors so that more resources are spent in
Clawson. Mr. George Miller, through the Senior Advisory Council , is involved in helping
communities become a desired destination for the senior population.
Spisz moved to recommend approval of the attached suggested resolution. Supported by
Gershenson.
Motion carried unanimously on a roll call vote with Hatchett absent .
5. BOARD OF COMMISSIONERS – APPROVAL OF WEBCASTING CONTRACT AND
CONTINUATION OF WEBCASTING AD HOC COMMITTEE
The Webcasting Ad Hoc Committee received Request for Proposal responses from two webcasting
vendors: the current supplier, SoundQue, and Motown Digital, LLC. It is the Ad Hoc Committee’s
unanimous recommendation to enter into a three -year contract with SoundQue. SoundQue’s
current rate is $49,000 per year. Their bid had an annual cost of $31,740 per year for a three-year
contract. Motown’s bid was $71,800. SoundQue will provide a “jump to indexing” feature . This
assists in getting directly to any agenda item segment in the webcast rather than watching the entire
meeting or searching through the webcast to the item. SoundQue plans to add this jump -to-
indexing feature to the webcasts of past meetings. Having camera people operate the video
cameras is preferred over operating them remotely. SoundQue’s webcasts were checked by Mary
Gaissert of IT and she felt that the broadcast quality of SoundQue‘s work was reasonable for the
charge. The current webcasting contract expires at the end of the month. The hope is to have no
interruption in service. The resolution contains language to allow continuation of the Ad Hoc
Committee in order that they may continue to review performance and service quality and address
any problems or concerns.

Matis moved to recommend approval of the attached suggested resolution. Supported by
Crawford.
Gershenson moved to amend the resolution by adding a Whereas paragraph as follows:
“WHEREAS the Board of Commissioners staff will reach out to local cable stations
to confirm their interest in receiving broadcasts of the meetings. All questions
regarding broadcast shall be referred to webcasting ad hoc subcommittee that
shall respond within a month to any reasonable inquiries. The subcommittee
shall report to General Government Committee with quarterly updates .”
Supported by Matis.
Motion to amend the resolution carried unanimously on a roll call vote with Hatchett absent.
Matis moved to directly refer the resolution to the Finance Committee. Supported by Spisz.
Motion carried on a voice vote.
Main motion, as amended, carried unanimously on a roll call vote with Hatchett absent .

A. Letter to Michael Gingell from MAC dated June 10, 2014 regarding support for resolutions
on property tax relief for businesses along deteriorating roadways and for declaring May 25
as National Missing Children’s Day in Oakland County
