Chairperson Dwyer called the meeting of the Public Services Committee to order at 11:3 5 a.m. in
Committee Room A, Commissioners’ Wing, County Service Center, Pontiac, Michigan.

AGENDA ITEMS
1. SHERIFF’S OFFICE – CONTRACT FOR LAW ENFORCEMENT SERVICES AT THE
MICHIGAN RENAISSANCE FESTIVAL – 2014 SEASON
The Sheriff’s Office is requesting authorization to enter into an agreement to provide law
enforcement services at the Michigan Renaissance Festival held in Groveland Township for the
2014 season. Officer costs are paid in advance, then at the end of the contract there will be a
reconciliation. This is an annual contract a nd services have been provided for over 20 years.
Spisz moved to recommend approval of the attached suggested resolution. Supported by
Zack.
Motion carried unanimously on a roll call vote.
2. SHERIFF’S OFFICE – CONTRACT AMENDMENT #2 FOR LAW ENFORCEMENT
SERVICES FOR THE CHARTER TOWNSHIP OF BRANDON
The Sheriff’s Office is requesting authorization to enter into an amendment with Brandon Township
to add one school liaison officer. This position is added back after being deleted years ago. It is for
a GF/GP full-time eligible Patrol Investigator. The effective dates are August 20, 2014 to June 19,
2015. This position is canceled in the summer so that there are no layoffs or demotions.
Spisz moved to recommend approval of the attached suggested resolution. Supported by
Zack.

3. SHERIFF’S OFFICE – 2014 MARINE SAFETY PROGRAM GRANT ACCEPTANCE
The Sheriff’s Office is requesting acceptance of the Marine Safety Program grant from the Michigan
Department of Natural Resources (DNR.) The grant period is from January 1, 2014 through
December 31, 2014 , in the amount of $119,000. The funding is less than the amount requested
and lower than last year. The grant covers the cost of part -time deputies that work the jump boats
on the lakes to respond to calls from Memorial Day until Labor Day. One shift o perates during the
week and two shifts on the weekend. Th e grant is distributed through the DNR, which receives 50
percent of the monies. Oakland County has more registered boats than any other county and has
many lakes. Commissioner McGillivray requested a history and detail ed report of what has taken
place to use in attempting to obtain more funding. Undersheriff McCabe will provide a spreadshe et
that covers the past ten years.
Taub moved to recommend approval of the attached suggested resolution. Supported by
Bosnic.

The fireworks legislation was discussed after a brief update about the 4th of July holiday weekend
by Undersheriff McCabe. Local communities can pass their own rules relating to fireworks.
Firework ordinances are difficult to enforce becau se the fireworks can be located in the air, but are
hard to target on the ground where they are being set off.

4. DEPARTMENT OF PUBLIC SERVICES/COMMUNITY CORRECTIONS – MICHIGAN
DEPARTMENT OF CORRECTIONS, OFFICE OF COMMUNITY CORRECTIONS, COMMUNITY
CORRECT IONS COMPREHENSIVE PLAN AND APPLICATION FOR FY 2015
Department of Public Services/Community Corrections is requesting approval of the plan and grant
application for State of Michigan funds . Community Corrections has been receiving this funding
annually since 1994. The grant period is from October 1, 2014 through September 30, 2015. The
grant amount has been about the same for the past ten years. The State holds the entire contract
to distribute funds statewide. The County monitors the programs. The grant funds will support the
department’s plans and services.
Taub moved to recommend approval of the attached suggested resolution. Supported by
McGillivray.

5. GLEN MILLS SCHOOL S – MICHIGAN REPRESENTATI VE PRESENTATION
John Aulisa, representative for the Glen Mills School s, presented materials to the committee. Mr.
Aulisa gave a brief history about the all-male reform school. Founded in 18 26, the school is located
in Glen Mills, Pennsylvania , outside of Philadelphia. The school currently houses approximately
560 boys. About 250 of those residents are from out of state, including from Michigan. The
Michigan children are from counties throughout the state , excluding Wayne County . The school
runs an internationally known program and is one of the best in the coun try. It is nonprofit and the
school receives funding through subsidies and some federal monies. The school reports a 65
percent success rate of young men not being returned to the system for a year. The per person
rate for the residential program is $150.51 per day, which is anywhere from $40 to $50 less than
other juvenile residential facilities. Funding is obtained from the county and then the state funds 50
percent, which leaves the cost to the county at $75. The school accepts offenders with charges
from second degree murder to school truancy. The average resident stay is 12 months. The
school offers counseling; however, it is not a psychiatric facility.
Glen Mills has many opportunities for the residents by way of educational, vocational, sports and life
skills programs . It is a large enough facility to run vocational programs for 20 different trades. The
carpentry program was used as an example where part of the program is to build an entire house.
If a resident obtains a GED and diploma while at Glen Mills, the school will help him pay for the first
two years of college. The school grounds resemble a college campus. They have a golf course
that the boys run. Years ago the U.S. O pen had their qualifying rounds on their course. The school
has held the title of power lifting champions 12 years in a row and finished second the last two
years.
Mr. Kenneth Cole introduced himself as the director of Governmental Consulting Services, Inc., of
Lansing.

OTHER BUSINESS/ADJOURNMENT
Commissioners Taub and Spisz will be attending NACo this weekend and will check on the agenda
regarding the Achievement Award received by Oakland County Board of Commissioners Public
Services Committee for the “Prevent Gun Violence in Oakland County and Public Awareness
Program.” Commissioner Taub offered Proposal 1 brochures to the committee for distribution.
The Study Group on Gun Violence will convene immediately after the meeting.
There being no further business to come before the Committee, the meeting was adjourned at
12:05 p.m.
