Vice Chairperson Gosselin called the special meeting to order at 6:47 p.m. in Committee Room A of the
Courthouse Auditorium Wing, County S ervice Center, in Pontiac, Michigan.

1. DEPARTMENT OF ECONOMIC DEVELOPMENT AND COMMUNITY AFFAIRS – AFFILIATED
TEST BED MEMORANDUM OF AGREEMENT FOR THE CONNECT CAR TASK FORCE
Mr. Gibb explained that the connected car concept was announced by the County Executive during his
February State of the County address. A Connected Car Task Force of significant industry research and
development interests was established to study this concept and report its recommendations to the industry
at large at the September Intelligent Transport Systems Congress in Detroit. The resolution would
authorize an agreement between the County and the U.S. Department of Transportation (DOT) to allow the
County access to data collected through DOT’s test bed i nfrastructure to create a business model to prove
this concept and report these findings to the Congress. The Road Commission has signed an agreement
with DOT and the test bed wireless assist runs from 9 Mile to 14 Mile. It is necessary to collect the da ta in
August to report in September. The contract review process began six weeks ago . Several requests were
made to DOT as to modifications to the contract and the County is still waiting for a response. There is a
need to move forward and the resolution specifies that the test bed agreement is subject to final approval
by Counsel. Test work is ongoing throughout Detroit, Oakland County and Ann Arbor. Each day that
passes without the County’s ability to participate in a lab environment will cause delays in data collection.
There is no cost to the County.
Dwyer moved to recommend approval of the attached suggested resolution. Supported by Weipert.
Motion carried unanimously on a roll call vote with Runestad absent.
