APPROVAL OF THE AGENDA The Sheriff’s Office distributed the walk-on item, Contract for Court Security at the 43rd District Court – Ferndale for 2015 -2017 as Item 2 on the amended agenda. Zack moved approval of the agen da as amended. Supported by Spisz. Motion carried unanimously on a roll call vote. AGENDA ITEMS 1. CIRCUIT COURT – FAMILY DIVISION – OAKLAND COUNTY CHILD CARE FUND BUDGET 2014-2015 The Circuit Court – Family Division is requesting approval of the 2014-2015 Child Care Fund Budget to submit to the Bureau of Juvenile Justice, Department of Human Services. Th e budget is submitted annually. Taub moved to recommend approval of the attached suggested resolution. Supported by Zack. Motion carried unanimously on a roll call vote. 2. SHERIFF’S OFFICE – CONTRACT FOR COURT SECURITY AT THE 43 RD DISTRICT COURT – FERNDALE FOR 2015/2016/2017 The Sheriff’s Office is requesting authorization to enter into a contract for court security in Ferndale for the 43 rd District Court effective 2015 through 2017. The court in Ferndale had hired a retired police officer who quit a week later . Captain Jansson performe d an assessment of the court as he had previously done for the Southfield court. The Sheriff’s Office was able to provide security to the court in this emergency-type situation . The security officers are on duty before the courts open and after the court closes for approximately ten hours a day. Zack moved to recommend approval of the attached suggested resolu tion. Supported by McGillivray. Motion carried unanimously on a roll call vote. Spisz moved to directly refer the resolution to the Human Resources and Finance Committees. Supported by Taub. Motion carried on a voice vote. THE COMMITTEE RECESSED AT 11:46 a.m. RECONVENED AT 11:52 a.m. PUBLIC SERVICES COMMITTEE Page 3 August 26, 2014 3. PUBLIC SERVICES DEPARTMENT – ANIMAL CONTROL AND PET ADOPTION CENTER – ORDINANCE DRAFTING Corporation Counsel and the Animal Control and Pet Adoption Center are working together to draft an Animal Control Ordinance . A draft handout prepared by Corporation Counsel and the Ordinance Study Group was distributed. Animal Control representatives and legal counsel were present to answer any of the committee’s questions. Topics covered were kennel and dog licenses, local ordinances and state law, also animal control inspections. Comments on ordinance revisions were noted. Fees and zoning issues are considered separate from this ordinance. Corporation Counsel indicated that a Miscellaneous Resolution is planned to be drafted, which will include the ordinance. Mr. Roby has not located a statute that would allow the County to charge for kennel re-inspections. The County ordinance would not replace local ordinances. Cats are not addressed in s tate laws. This item was brought for discussion only ; no action was taken . This will be brought up before the entire Board at a later time . COMMUNICATIONS A. 52-1 District Court – FY 2015 Drug Court Grant – Application Bosnic moved to receive and file the item on Communications. Supported by Spisz. Motion carried on a voice vote.
