Chairperson Runestad called the meeting to order at 9:30 a.m. in Committee Room A of the
Courthouse Auditorium Wing, County S ervice Center, in Pontiac, Michigan.

AGENDA ITEMS
1. WATER RESOURCES COMMISSIONER – 2012 LAKE LEVEL ASSESSMENTS FOR
OPERATION AND MAINTENANCE
The Water Resources Commissioner (WRC) is requesting authorization to proceed with assessments
against 29 Lake Level Districts in accordance with Act 451 of 1994 as amended, Part 307 which will be
levied as part of the December 2014 taxes, in the total aggregate amount of $432,600.00. The WRC
operates and maintains 35 lake level control devices/structures and 7 lake augmentation pumps that
regulate the legally established water level of 53 lakes within Oakland County. Act 59 requires the WRC to
obtain approval from the Board of Commissioners prior to levying any lake level assessment in excess of
$10,000 annually.
Mr. Korth reported that during this past year the WRC has performed some major dam repairs and costs
fluctuate but the WRC typically notifies property owners by letter that their tax b ills will change and to
contact the WRC if they have questions. Assessments can include local government units who own
property on the lakes or subdivisions and off -lake property owners who have access to lake front parcels.
There have been no issues thi s past year with the health of the lakes or their water levels.
Weipert moved to recommend approval of the attached suggested resolution . Supported by
McGillivray.
Motion carried unanimously on a roll call vote with Bosnic absent.
Weipert moved to refer the resolution directly to the Finance Committee. Supported by Dwyer.

2. WATER RESOURCES COMMISSIONER – 2012 CHAPTER 4 DRAIN MAINTENANCE
ASSESSMENT RESOLUTION
The Water Resources Commissioner is requesting authorization to assess, levy and collect $412,188.13 for
the year 2014 against all benefiting properties and government entities comprising the assessment rolls, for
the purpose of maintaining, cleaning and repairing 56 Chapter 4 drains within Oakland County. Chapter 4
drains are agricultural drains built prior to 1940. There are many on the books that the WRC still maintains.
McGillivray moved to recommend approval of the attached suggested resolution. Supported by
Weipert.
Motion carried unanimously on a roll call vote with Bosnic absent.
Weipert moved to refer the resolution directly to the Finance Committee. Supported by McGillivray.

3. WATER RESOURCES COMMISSIONER – 2012 CHAPTER 18 DRAIN MAINTENANCE
ASSESSMENT RESOLUTION
The Water Resources Commissioner is requesting authorization to assess, levy and collect $107,500.00 for
the year 2014 against all benefiting properties and government entities comprising the assessment rolls, for
the purpose of maintaining, cleaning and repairing 55 Chapter 18 drains within Oakland County. Chapter
18 drains are only located in West Bloomfield Township and Oakland Township. By local ordinance, any
new development must be set up with a Chapter 18 drain.
McGillivray moved to recommend approval of the attached suggested resolution. Supported by
Weipert.
Motion carried unanimously on a roll call vote with Bosnic absent.
Weipert moved to refer the resolution directly to the Finance Committee. Supported by McGillivray.
Motion carried on a voice vote.
