PUBLIC COMMENT None. AGENDA ITEMS 1. MR #14243 – CIRCUIT COURT/FRIEND OF THE COURT – CREATION OF FRIEND OF THE COURT REFEREE POSITION The Friend of the Court is seeking authorization to create a referee position. The office restructure will allow each judge to have two and a half referee teams assigned to them . Two referees will be available for monitoring and enforcement of payments. This type of supervision is possible due to the statute change of a couple years ago. There will be no layoffs. An account clerk position was not filled and a specialist , who is an attorney, will be promoted to referee. The cost savings will be used for the construction of a hearing room for the new referee . A whole docket exists to handle in pro per litigants. Hoffman moved to report to recommend approval of the attached suggested resolution. Supported by Weipert. Motion carried unanimously on a roll call vote with Runestad and Jackson absent. 2. MR #14241 - SHERIFF’S OFFICE – 2015 SECONDARY ROAD PATROL GRAN T ACCEPTANCE The Sheriff’s Office is seeking acceptance of a grant for the Secondary Road Patrol Program that will fund the creation of a deputy position. This annual grant funding from 1978, Public Act 416, is $786,687 from the Michigan State Police, Office of Highway Safety Planning. Funds will be used to continue five officer positions consisting of Deputy II positions and a Sergeant . The new position is a full-time eligible Deputy II in the Traffic Unit/ Patrol Services Division. The officers will patrol secondary roads in the county. Middleton moved to report to recommend approval of the attached suggested resolution . Supported by Hoffman. Motion carried unanimously on a roll call vote with Runestad and Jackson absent. 3. MR #14236 – PARKS & RECREATION DEPARTMENT – FOOD AND BEVERAGE SERVICES POSITION CREATIONS AND TRANSFERS The Parks and Recreation Commission (PRC) is requesting authorization to create and transfer positions , as detailed in the resolution, to provide for self-operation of the concessions at Groveland Oaks Campground, Red Oaks Waterpark and Waterford Oaks Waterpark. The PRC Food & Beverage Committee obtained a food and beverage consultant to assist in evaluating all park operations that provide food and beverage services. The recommendation was to no longer use private vendors for concession services. Kosch Catering submitted their contract termination earlier this month. Three new budget centers will be created . One full-time food and beverage coordinator position will be c reated and HUMAN RESOURCES COMMITTEE Page 3 October 15, 2014 seven part-time, on-site summer positions, as well as some transferred positions, will be put in place for facility operations. Weipert moved to report to recommend approval of the attached suggested resolution. Supported by Middleton. Motion carried unanimously on a roll call vote with Runestad and Jackson absent. 4. MR #14242 – PUBLIC SERVICES DEPARTMENT/MSU EXTENSION – MODIFICATION OF A PROFESSIONAL SERVICES CONTRACT FOR 4 -H YOUTH DEVELOPMENT COORDINATOR POSITIONS AND EDUCATIONAL PROGRAM MING SERVICES The MSU Extension requests approval of a services contract modification for the 4 -H Youth Development Coordinator. The original one-year trial for a contracted position with MSU-E was successful. Now there is a similar retirement situation in the 4-H area of MSU-E resulting in a position opening. MSU-E wishes to extend the professional services contract for Fiscal Years 2015 through 2017. Middleton moved to report to recommend approval of the attached suggested resolution. Supported by Hoffman. Motion carried unanimously on a roll call vote with Runestad and Jackson absent. 5. INFORMATION TECHNOLOGY – ADOPTION OF THE AMENDED OAKLAND COUNTY ELECTRONIC COMMUNICATION POLICY The Information Technology Department is seeking approval of the Amended Oakland County Electronic Communication Policy. Corporation Counsel, IT and Human Resources collaborated to update the policy so that it aligns closer to County practices. A typo graphical error in the policy was corrected. The three changes made were as follows: The first section will include all mobile devices, such as tablets, cell phones and any other potential device that may come out in the future; the third paragraph will be eliminated due to IT ensuring a secure system to communicate se nsitive issues, such as attorney/client information; and Section 3 will have the words “or affiliated” added. The amended policy will be posted on the County’s website . Middleton moved to recommend approval of the attached suggested r esolution. Supported by Weipert. Motion carried unanimously on a roll call vote with Runestad and Jackson absent. 6. JOB AUDIT APPEAL FROM TIMOTHY MCRAE, TECHNICAL OPERATIONS SUPERVISOR, INFORMATION TECHNOLOGY DEPARTMENT, PER MERIT RULE 3 The Human Resources Department conducted a job audit study in the case of Timothy McRae. Mr. McRae has requested an Appeal of Classification Determination. The Classification Determination Subcommittee will have a hearing within 30 days for a recommendation. The members of the Subcommittee are Commissioners Weipert, Hoffman and Hatchett, with Jackson as an alternate. The Subcommittee will coordinate a hearing date and the appellate w ill be notified. HUMAN RESOURCES COMMITTEE Page 4 October 15, 2014 Middleton moved to refer this matter to the Classification Determination Hearing Subcommittee for a recommendation and the Subcommittee is to report back to Human Resources . Supported by Hoffman. Motion carried on a voice vote. CONSENT AGENDA/COMMUNICATIONS A. Position Change Summary B. Retirement Minutes – July and August 2014 Hoffman moved to receive and file items A -B. Supported by Hatchett. Motion carried on a voice vote.
