Supported by Jackson. Motion carried on a voice vote. APPROVAL OF THE AGENDA Agenda Item 2, Board of Commissioners - Position Changes & Reorganization , was removed from the agenda due to postponement by the General Government Committee. Hoffman moved approval of the agenda as amended. Supported by Jackson. PUBLIC COMMENT None. AGENDA ITEMS 1. 52nd DISTRICT COURT/DIVISION I (NOVI) – FY 2015 MICHIGAN DRUG COURT GRANT PROGRAM - ACCEPTANCE The 52-1 District Court in Novi is seeking acceptance of a grant from the Supreme Court Administrative Office (SCAO.) This is an annual grant that will fund the continuation of the Special Revenue, full -time eligible Probation Officer I position. Acceptance of this grant does not obligate the County to any future commitment, and the continuation of the Special Revenue, full -time eligible Probation Officer I position is contingent upon future levels of grant fu nding. Weipert moved to recommend approval of the attached suggested resolution . Supported by Middleton. Motion carried unanimously on a roll call vote with Runestad and Hatchett absent. 3. MR #14254 – WATER RESOURCES COMMISSIONER – SYSTEMS CONTROL UN IT REORGANIZATION AND POSITION CHANGES The Water Resources Commissioner requests approval of the reorganization and position changes in the Systems Control Unit. Ms. Gee gave a brief history of the unit, which was previously called the Electrical Unit. The department utilizes the Supervisory Control and Data Acquisition (SCADA) system, which is technology based. The position changes within the unit are being made to better address the technological needs and handle more of the workload in -house. Past practices included electronics staff working on energized circuits. The National Electric Code requires that only a licensed journeyman electrician can work on energized circuits. The proposed position changes are as follows: Creation of three new classifications, retitle five positions, upwardly reclassify one position, delete two classifications and create three new positions in the Systems and Control Unit for the operation and maintenance of the SCADA system. Middleton moved to report to recommend ap proval of the attached suggested resolution. Supported by Jackson. Motion carried unanimously on a roll call vote with Runestad and Hatchett absent. 4. HUMAN RESOURCES DEPARTMENT - SALARY ADMINISTRATION PL AN 1st QUARTERLY REPORT FOR FY2015 The Human Resources Department is seeking approval of the Salary Administration Plan 1st Quarterly Report for Fiscal Year 2015. Per Merit Rule 2, studies were done on 14 classifications: Three classifications will be receiving a new classification ; five classifications have received a change in factors that increase their salary grade, but no change in title ; four classifications had some factor changes that did not involve a salary increase ; and two classifications are being retitled . HUMAN RESOURCES COMMITTEE Page 3 November 12, 2014 Jackson moved to recommen d approval of the attached suggested r esolution. Supported by Hoffman. Jackson moved to amend the resolution to add another position as follows: BE IT FURTHER RESOLVED to create a new classification and reclassify the following positions: From “1060501-03418 Technical Assistant, 8, 293 ” To “Children’s Village Administrative Coordinator, 9, 333 .” Supported by Middleton. Motion to amend carried on a voice vote. Motion, as amended, carried unanimously on a roll call vote with Runestad and Hatchett absent. 5. WITHDRAWAL OF REQUEST FOR J OB AUDIT APPEAL FROM TIMOTHY MCRAE, TECHNICAL OPERATIONS SUPERVISOR, INFORMATION TECHNOLOGY DEPARTMENT After a job audit appeal hearing was scheduled regarding Timothy McRae , the employee withdrew his request. Middleton moved to receive and file this matter. Supported by Hoffman. Motion carried on a voice vote. CONSENT AGENDA/COMMUNICATIONS A. Position Change Summary B. Retirement Minutes – September 2014 Middleton moved to receive and file items A and B. Supported by Jackson. Motion carried on a voice vote.
