COUNTY EXECUTIVE – 2014 COMPETITIVE GRANT ASSISTANCE PROGRAM (CGAP) – GRANT APPLICATION/ACCEPTANCE The County Executive is requesting acceptance of the Competitive Grant Assistance Program (CGAP) Grant from the Michigan Department of Treasury, Office of Revenue and Tax Analysis . The funds will be used for the grant steps and required procedures to assist with the research, creation and implementation of the Great Lakes Water Authority (GLWA). The grant award amount is $3.8 million. The grant went through mediation and is now ready for approval. Oakland County is the fiduciary under the grant for the GLWA made up of City of Detroit, Macomb County, Oakland County and Wayne County. Bills will be submitted to the County and then moved to the state . Based upon eligibility of the expense, the County will be reimbursed payment by the state. Matis moved to recommend approval of the attached suggested resolution. Supported by Spisz. Motion carried unanimously on a roll call vote with Crawford and Hoffman absent . 2. MR #14255 – BOARD OF COMMISSIONERS – RESOLUTION IN SUPPORT OF HOUSE BILL 5682 TO COMBAT GANG RELATE D CRIMINAL ACTIVITY The resolution, which was introduced by Commissioner Hatchett, supports legislation which addresses gang violence resulting in prosecution . The legislation does not make it a crime to be a gang member; however, the penalties are attached to crimes committed by known gang members. Undersheriff McCabe reported that there has been close to 1,000 gang members identified in the County, half of which live in Pontiac. The County Prosecutor and Sheriff’s Office support this legislation, along with the Michigan State Police, Sheriff’s Association , Michigan Association of Chiefs of Police and others. Hatchett moved to recommend approval of the attached suggested resolution. Supported by Matis. Motion carried unanimously on a roll call vote with Crawford and Hoffman absent . 3. MR #14256 – BOARD OF COMMISSIONERS – SUPPORT OF SENATE BILL 1049 GRANTING POWERS RELATED TO OPIOID ANTAGONISTS TO LAW ENFORCEMENT OFFICERS The resolution, which was introduced by Commissioner Hatchett, supports legislation giving law enforcement officers the power to administer opioid antagonists. Should an opioid overdose occur, a spray or injection can be given with no side effect. If heroin was not ingested and the spray is administered, it is harmless. The original sponsored legislation omi tted law enforcement from having access to this, which was an oversight . Law enforcement officers are usually the first to respond to an emergency call. Heroin use in Oakland County has increased. The bill sponsored by Senator Shuitmaker was passed in the Senate. It is currently in the House to be heard. Hatchett moved to recommend approval of the attached suggested resolution. Supported by Spisz. Motion carried unanimously on a roll call vote with Crawford and Hoffman a bsent. Supported by Spisz. Motion carried on a voice vote.
