Chairperson Dwyer called the meeting of the Public Services Committee to order at 11:30 a.m. in
Committee Room A, Commissione rs’ Wing, County Service Center, Pontiac, Michigan.

AGENDA ITEMS
1. SHERIFF’S OFFICE – CONTRACT AMENDMENT #3 FOR LAW ENFORCEMENT
SERVICES IN THE CHARTER TOWNSHIP OF OAKLAND 2013-2015
The Sheriff’s Office is seeking approval of an amendment to the law enforcement services contract
for Oakland Township , which would restore one existing Patrol Investigator to a Sergeant and
upgrade a Sergeant to a Lieutenant. The proposed amendment would increase supervision and
return the department back to the operating level prior to the 2008 economic downturn.
Spisz moved to recommend approval of the attached suggested resolution. Supported by
McGillivray.
Motion carried unanimously on a roll call vote.
Spisz moved to directly refer the resolution to the Human Resources and Finance
Committees. Supported by Taub.
Motion to refer carried on a voice vote.
2. SHERIFF’S OFFICE – CONTRACT AMENDMENT #1 FOR LAW ENFORCEMENT
SERVICES IN THE CHARTER TOWNSHIP OF OXFORD 2013 -2015
The Sheriff’s Office is seeking approval of an amendment to the law enforcement services contract
for Oxford Township, which would restore one existing Patrol Investigator to a Sergeant and
upgrade a Sergeant to a Lieutenant. Oxford Township had a similar situation as Oakland
Township. During the economic downturn, a L ieutenant position was eliminated. Oxford Township
passed a millage renewal that allowe d for the return to prior supervision levels.
Spisz moved to recommend approval of the attached suggested resolution. Supported by
McGillivray.
Motion carried unanimously on a roll call vote.
Zack moved to directly refer the resolution to the Human Resources and Finance
Committees. Supported by Bosnic .
Motion to refer carried on a voice vote.
3. SHERIFF’S OFFICE - 2015 OFF-ROAD VEHICLE (ORV) SAFETY EDUCATION
PROGRAM GRANT ACCEPTANCE
The Sheriff’s Office is seeking acceptance of a grant from the Department of Natural Resources
(DNR) for the 2015 Off-Road Vehicle (ORV) Safety Education Program. The grant amount is
$450. This will fund 30 students for the safety class instruction. Student attendance has been
decreasing over the years. Teenagers are the target audience, ages 14 to 16 years .
Zack moved to recommend approval of the attached suggested resolution. Supported by
McGillivray.

4. 52/4 DISTRICT COURT (TROY) - 2015 MICHIGAN DRUG COURT GRANT PROGRAM -
ACCEPTANCE
The 52-4 District Court in Troy is seeking acceptance of a grant from the Supreme Court
Administrative Office (SCAO) for the 2015 Michigan Drug Court Program to create one part -
time, non-eligible 1,000 hours Special Revenue Probation Officer I position and to continue the
existing part-time 500 hours General Clerical position. The grant award from SCAO is $70,000.
A SCAO representative visited last April and reviewed grant expenditures. SCAO’s
recommendation was to incorporate a full-time Probation Officer with the grant funding . At this
time grant funds do not support a full-time position. The Probation Officer’s duties include case
management, along with seeing clients, attending court hearings and attend ing drug therapy
court meetings. The bid process for a testing agency was recently done and Results testing
agency was found to hav e the lowest testing prices, with charges of $15 for a drug test, $20 for
an alcohol test and $4 for a PBT test . The District Court plans to request assistance from
Purchasing for treatment facilities in the future.
Bosnic moved to recommend approval of the attached suggested resolution. Supported by
Taub.

COMMUNICATIONS
A. Sheriff’s Office – 2014 Kitchen Inspection .
Spisz moved to receive and file the item on Communications. Supported by McGillivray.
Motion carried on a voice vote.
OTHER BUSINESS/ADJOURNMENT
Undersheriff McCabe provided a NET update and briefed the Committee members on a local news
story involving a YouTube post of an incident that occurred in Pontiac . The video was re-posted by
an ex-journalist, which gained significant publicity.
Chairperson Dwyer thanked Commissioner Bosnic for his years of serving on the Committee.
There being no further business to come before the Committ ee, the meeting was adjourned at
11:45 a.m.
