MARR The 52nd District Court, Division 1, is seeking approval of the appointment of Charles H. Marr, Attorney at Law, to act as a magistrate for the 52 nd District Court. Mr. Marr was interviewed at 9:35 a.m. Discussion followed. Long moved approval of the attached suggested resolution. Supported by Fleming. Gosselin moved to postpone consideration of the resolution until the February 9, 2015 General Government Committee meeting. Supported by Gershenson. ROLL CALL VOTE: AYES: Gershenson, Gosselin, Quarles (3) NAYS: Taub, Hoffman, Fleming, Long (4) ABSENT: Matis, Woodward Motion to postpone failed on a roll call vote. Main motion carried on a roll call vote with Taub and Gershenson voting no and Matis and Woodward absent. 2. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION – FISCAL YEAR 2014/2015 MICHIGAN DEPARTMENT OF ENVIRONMENTAL QUALITY (MDEQ) REIMBURSEMENT AGREEMENT ACCEPTANCE The Michigan Department of Environmental Quality (MDEQ) has awarded a reimbursement agreement to the Oakland County Health Division in the amount of $240,229 for ongoing services related to non-community Type II Water Supply, Long -Term Drinking Water Monitoring and Public Swimming Pool Inspections. The resolution accepts the grant award in the amount of $240,229 for the period of October 1, 2014 through September 30, 2015. Hoffman moved approval of the attached suggested resolution. Supported by Gershenson. Motion carried unanimously on a roll call vote with Matis, Woodward and Quarles absent. 3. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION – FISCAL YEAR 2014/2015 OAKLAND INTERMEDIATE SCHOOL DISTRICT, GREAT PARENTS GREAT START GRANT ACCEPTANCE The Oakland Intermediate School District has awarded $33,500 in funding through the Great Parents Great Start program for the period of October 1, 2014 through September 30, 2015. The funds cover the cost of educational materials th at will assist in teaching parents techniques to encourage or modify behaviors of children through the Nurse Family Partnership and Nurturing Parenting Programs. Last year was the first year of funding, and at that time it wasn’t fully understood how those dollars would be utilized. After a year in the program it was determined what the needs were, and funding was decreased this year by $14,941 to meet the Health Division’s utilization of the funds. Motion carried unanimously on a roll call vote with Matis, Woodward and Quarles absent. 4. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION – 2014/2015 COMPREHENSIVE PLANNING, BUDGETING AND CONTRACTING (CPBC) AGREEMENT ACCEPTANCE The Michigan Department of Community Health (MDCH) has awarded the Oakland County Health Division $10,188,437 in grant funding for the period of October 1, 2014 through September 30, 2015. This is a 5.2% increase in funding over last year’s award, which reflects an in crease in EP funding that partially restores previous funding cuts; an increase of $13,000 in the immunization program; a reduction of about $50,000 in WIC funding , which reflects a slightly reduced case load; an increase in WIC funding because they are providing a peer breast feeding counselor on site, a partial restoration of funding in the amount of $98,000 in Health Division operating dollars for a number of programs; a partial restoration of the MGA Food P rogram funding in the amount of $31,522; and a provision for an additional nurse for the Health Division’s Nurse Family Partnership and Nurturing Parenting Program. Gershenson moved approval of the attached suggested resolution. Supported by Hoffman. Motion carried unanimously on a roll call vote with Matis and Quarles absent. 5. COUNTY EXECUTIVE – RECLASSIFY POSITION The County Executive is seeking approval to upwardly reclassify one (1) Deputy County Executive I position to a Deputy County Executive II. A salary survey was conducted to determine the salary. The annual cost to reclassify this position is $4,953, and funding is available within the County Executive General Fund operating budget. Hoffman moved approval of the attached suggested resolution. Supported by Fleming. Motion carried unanimously on a roll call vote with Matis and Quarles absent. COMMUNICATIONS A. Senior Advisory Council (SAC) October 20, 2014 Minutes Taub moved to receive and file the Communications. Supported by Gershenson. Motion carried on a voice vote. OTHER BUSINESS/ADJOURNMENT Chairperson Long indicated that there were seven (7) applications received for the Parks and Recreation Commission appointments, and she suggested that they ask all applicants to come to the next General Government Committee meeting on Monday, February 9, 2015, for interviews. GENERAL GOVERNMENT COMMITTEE Page 4 January 21, 2015 Gershenson moved to interview all applicants for the Parks and Recreation Commission at the next General Government Committee meeting on Monday, February 9, 2015. Supported by Gosselin. Motion carried on a voice vote. Commissioner Gershenson suggested that there be a discussion to establish a bipartisan committee to review the 2015-2016 Rules of the Oakland County Board of Commissioners . After discussion Commissioner Gershenson indicated that she will communicate with Chairperson Gingell and Commissioner Spisz about this.
