Chairperson Spisz called the meeting of the Human Resources Committee to order at 1:30 p.m. in
Committee Room A of the Commissioners’ Auditorium Wing, County Service Center in Pontiac,
Michigan.

AGENDA ITEMS
1. HUMAN RESOURCES DEPARTMENT OVER VIEW
Lori Taylor, Jennifer Hain, and Jordie Kramer gave a brief overview description of the responsibilities
handled by the different divisions/units of the Human Resources Department, as well as contact
information.
Zack moved to receive and file the Human Resources Department Overview documents .
Supported by Weipert.
Motion carried on a voice vote.
2. APPOINTMENTS TO THE CLASSIFICATION DETERMINATION HEARING SUBCOMMITEE
The Human Resources Department is requesting that three members and one alternate be selected and
appointed to the Classification Determination Hearing Subcommittee, as described in Merit Rule 3. This
subcommittee will hear appeals made by a department or employee that has requested a job study and
does not agree with the classification determination made by the Human Resources Department. This
appointment is a one-year term, and the subcommittee only meets when an appeal has been received.
Zack moved to appoint Commissioners Weipert, Hoffman, and Zack to the Classification
Determination Hearing Subcommittee, with Commissioner Fleming as the alternate, from January
1, 2015 – December 31, 2015. Supported by Middleton .
Motion carried unanimously on a roll call vote.
3. APPOINTMENTS TO THE JOB EVALUATION REVIEW PANEL
The Human Resources Department is requesting that two members and one alternate be selected and
recommended for appointment to the Job Evaluation Review Panel (JERP), as described in Merit Rule 2.
This panel is made up of five members: two Commissioners appointed by the Board; one member,
Gerald Poisson, with Joellen Shortley as alternate, appointed by the County Executive ; one member,
Kevin Oeffner, with Rebecca Schnelz as alternate, appointed by the Circuit Court Judge; and one
member, Phil Sanzica, with Undersheriff Mike McCabe as alternate, appointed by agreement of other
elected officials. They will hear appeals made by a department or employee that has requested a job
study and does not agree with the desig nated salary grade level made by the Human Resources
Department. This appointment is a two-year term, and the panel only meets when an appeal has been
received.

Middleton moved to recommend to the General Government Committee the appointments of
Commissioners Fleming and Bowman to the Job Evaluation Review Pa nel, with Commissioner
Spisz as the alternate, from January 1, 2015 – December 31, 2016. Supported by Hoffman.
Motion carried unanimously on a roll call vote.
4. SCHEDULE OF 2015 HUMAN RESOURCES COMMITTEE MEETINGS
Chairperson Spisz requested the 2015 Schedule for Human Resources Committee Meetings be added to
the agenda to verify availability and approval of meeting time.
Fleming moved to receive and file the 2015 Schedule for Human Resources Committee Meetings.
Supported by Spisz.
Motion carried on a voice vote.

Middleton moved to receive and file items A and B. Supported by Hoffman.
