Chairperson Long called the meeting of the General Government Committee to order at 9:32 a.m. in
the Commissioners’ Committee Room A, County Service Center in Pontiac, Michigan.

REGULAR AGENDA
1. HEALTH & HUMAN SERVICES – HOMELAND SECURITY DIVISIO N - 2014 FEMA
STATE HOMELAND SECURITY GRANT INTERLOCAL AGREEMENT ACCEPTANCE
The Homeland Security Division is requesting approval of the interlocal agreement between
Oakland County and Macomb County , as the fiduciary, and to accept the Homeland Security Grant
from the State of Michigan. The total funds of $627,715, which is an increase from the prior year,
will be used toward homeland security measures concerning prevention and readiness to respond
to significant national acts or threats.
Hoffman moved to recommend approval of the attached suggested resolution. Supported
by Gershenson.
Motion carried unanimously on a roll call vote with Taub absent.
2. BOARD OF COMMISSIONERS – APPOINTMENT TO THE PARKS AND RECREATION
COMMISSION
Interviews were conducted of the first group of candidates for the Parks and Recreation
Commission vacancy: Jim Endres, Chris Bunch and Joel Marwil.

Being ahead of the interviewing schedule, Chairperson Long continued with the next agenda items.
3. BOARD OF COMMISSIONERS – APPOINTMENTS TO THE JOB EVALUATION REVIEW
PANEL
The Human Resources Department reported the recommendations for the appointments to the Job
Evaluation Review Panel (JERP) to the General Government Committee.
Matis moved to report to recommend the a ppointment of Commissioner Wade Fleming and
Commissioner David Bowman , with Commissioner Michael Spisz as alternate , to the Job
Evaluation Review Panel for the two-year term of January 1, 2015 – December 31, 2016.
Supported by Woodward.
Motion carried unanimously on a roll call vote with Taub absent .
4. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION –
AMENDMENT #7 TO THE INTERLOCAL AGREEMENT BETWEEN THE COUNTY OF
OAKLAND AND THE OAKLAND COUNTY COMMUNITY MENTAL HEALTH AUTHORITY
The Health Division is requesting approval of the amendment of the interlocal agreement between
Oakland County and the Community Mental Health Authority related to Fiscal Year 2014 funding .
Ms. Shymkiw explained that the amendment was delayed because of the changes with the Healthy
Michigan plan and Medicaid expansion. The Adult Benefit Waiver was discontinued April 1 st and
those funds were added un der the Michigan Healthy program.

AGENDA
Chairperson Long proceeded to take up Item 7 on the agenda while waiting for presenters and the
rest of the applicants to arrive .
7. BOARD OF COMMISSIONERS – APPOINTME NTS FOR 2015 MEMO
Applicants are currently being interviewed for the Parks and Recreation Commission opening. The
upcoming expiring seats for the Oakland County Community Mental Health Authority will be posted
and applications will be accepted until the end of the month. Friend of the Court will have a
vacancy due to the chair’s two-term limit being reached at the end of June. Clerk Brown
commented on the appointment process for the Canvassing Board , which consists of nominated
members from each caucus. The appointment is then confirmed by the full Bo ard of
Commissioners. Chairperson Long suggested keeping the memo as a reference.
Chairperson Long will address the Building Authority vacancy under Other Business.
Matis moved to receive and file th e memo. Supported by Quarles.

Item 6 was taken up at this time, as Clerk Brown and Ms. Howden were present.
6. CLERK/REGISTER OF DEEDS – APPROVAL OF INTERGOVERNMENTAL
AGREEMENT WITH THE MICHIGAN DEP ARTMENT OF COMMUNITY HEALTH FOR
PARTICIPATION IN THE MICHIGAN CENTRAL BIRTH CERTIFICATE SYSTEM
The Clerk’s Office is requesting approval of an intergovernmental agreement between Oakland
County and Michigan Department of Community Health for partial acces s to the Michigan
Centralized Birth Certification System (MiCBCS). This agreement would allow the Clerk’s Office
access to the State’s vital records. The partial record access will prevent different prices for records
being charged to customers. The Cou nty does not have birth records for births from Oakland
County unwed mothers before 1979. Approximately 25 to 35 corrected records are received from
the State where the records have to be updated. With records access to MiCBCS , these corrected
records would be received as updated with no waiting period. Customers could be assisted
immediately with records access if a requested record is illegible, as it could be looked up, versus
having to request another copy and then wait for the record from the State of Michigan.

5. BOARD OF COMMISSIONERS/LIBRARY BOARD DELETION OF LIBRARY
TECHNICIAN II POSITION
The Library Board is requesting authorization to delete a Library Technician II position. Ms. Mancini
explained that the plan to delete this position followed the study done last year. The staff position
was eliminated after a retirement effective this past October. The duties were absorbed by other
staff members.
Matis moved to recommend approval of the attached suggested resolution. Supported by
Gershenson.
Motion carried unanimously on a roll call vote with Taub absent .
2. BOARD OF COMMISSIONERS – APPOINTMENT TO THE PARKS AND RECREATION
COMMISSION – (Continued)
The remaining candidates’ interviews continued as scheduled: Rackeline Hoff, David Potts and
Brian Marzolf.
Chairperson Long suggested that Jayson Rumball, who was unable to attend this meeting, should
be interviewed in person rather than via telephone. An interview will be scheduled at the next
meeting on March 9, 2015. Also mentioned was the number of applicants being elected officials
and that legal advice from Corporation Counsel will be sought to insure no conflict of interest exists.
The qualified applicants will be discussed after the research is completed .
Chairperson Long postponed the discussion regarding the appointment until the next meeting.
There were no objections.

OTHER BUSINESS/ADJOURNMENT
Chairperson Long announced that Todd Bell has resigned from the Building Authority. Dennis King
was re-appointed for a three-year term at the beginning of the year . The candidates interviewed
from last year’s vacancy were kept on file for a year. All three applicants were contacted and
indicated their interest in serving. The current vacancy will be posted online and applications will be
accepted through the end of the month. Interviews will be scheduled for the next meeting so that
the new members of the Committee can be involved in the interviewing pr ocess.
Commissioner Gershenson suggested that a bipartisan committee be formed to review the 2015-
2016 Rules for the Oakland County Board of Commissioners . Chairperson Long p lans to speak to

Board Chairperson Gingell about this.
There being no other business to come before the committee , the meeting was adjourned at 11 :34
