SHERIFF’S OFFICE – CREATION OF POSITIONS FOR BUILDING SECURITY – PHASE I The Sheriff’s Office is seeking approval of the creation of several positions to be utilized for enhanced security . The resolution is the first of a multi -phase approach. The County Executive’s Office is working with the Sheriff’s Office to increase security, both on campus and in buildings, including the South Health Cente r in Troy. The Sheriff’s Office currently has 250 part-time deputies. The recommendation of adding security officers r esults from a review done on security coverage. The proposed plan is to create the following: 1 GF/GP full-time eligible (FTE) Corrections Deputy I position at the 52-1 District Court in Novi, 2 GF/GP part-time non-eligible (PTNE) 1,000 hours per year Court Deputy II positions for increased security at the east and northeast courthouse doors, 3 GF/GP PTNE 1,000 hours per year Court Deputy II positions to be utilized for training at the Emergency Response and Preparedness Division/Training Unit and 1 GF/GP PTNE 1,000 hours per year Court Deputy II position to provide additional security in the WWAM program. Also 1 Special Revenue 1,000 hours per year Court Deputy I position will be deleted as a result of lost funding from the Byrne Justice Assistance Grant (JAG ) program . Part-time officers receive the same training that the full-time officers receive. Kowall moved to recommend approval of the attached suggested resolution. Supported by Spisz. SHERIFF’S OFFICE – ESTABLISHMENT OF DISPATCH SERVICES CONTRACT RATES APRIL 1, 2015 THROUGH MARCH 31, 2018 The Sheriff’s Office is requesting approval of contract rates for dispatch services for the period of April 1, 2015 to March 31, 2018. The Sheriff’s Office began fire dispatch contracting in 1992. The number of dispatch contracts has continued to grow . All of the fire chiefs were presented the rates contract two weeks ago. Corporation Counsel had drafted the contract with almost no changes from the previous contract. The charges are based on the number of service calls times the rate. The rates were increased due to a 3 -percent pay increase, plus increased operating expenses. A three-year running total average was used and the increase was blended in over three yea rs, rather than having an initial spike in rates. SHERIFF’S OFFICE – EMERGENCY MEDICAL DISPATCH SERVICES AGREEMENT WITH THE CITY OF PONTIAC, APRIL 1, 2015 - MARCH 31, 2018 The Sheriff’s Office is seeking approval of an emergency medical dispatch services agreement for the City of Pontiac. The Waterford Regional Fire Department receives the dispatched calls to the fire department. Pontiac requested em ergency medical dispatch. SHERIFF’S OFFICE – POLICE DISPATCH SERVICES AGREEMENT WITH THE VILLAGE OF WOLVERINE LAKE, APRIL 1, 2015 - MARCH 31, 2018 The Sheriff’s Office is seeking approval of a police dispatch services agreement for the Village of Wolverine Lake. Jackson moved to recommend approval of the attached suggested resolution. Supported by McGillivray. Motion carried unanimously on a roll call vote . 21. Spisz moved to recommend approval of the attached suggested resolution. Supported by Jackson. Motion carried unanimously on a roll call vote. 23. SHERIFF’S OFFICE – POLICE AND FIRE DISPATCH SERVICES AGREEMENT WITH THE CITY OF WIXOM, APRIL 1, 2015 - MARCH 31, 2018 The Sheriff’s Office is seeking approval of a police and fire dispatch services agreement for the City of Wixom. Kowall moved to recommend approval of the attached suggested resolution. Supported by McGillivray. Motion carried unanimously on a roll call vote. Undersheriff McCabe gave a brief report on the 911 texting program being used county-wide. This is the first in Michigan. People are urged to dial 911 when possible and text when you cannot call. Any texts received will be forwarded to the appropriate party. The first day a text came in, a successful transfer was made to the Southfield Police Depar tment with the pertinent information. More information can be obtained when calling 911 and talking to a live disp atcher. 24. MR #15016 – BOARD OF COMMISSIONERS - INCLUSION OF INFORMATION REGARDING OPERATION MEDICINE CABINET ON UTILITY BILLS This resolution introduced by Commissioners Spisz and Taub seeks support to encourage the Water Resources Department to include language on utility bills to raise awareness to its customers regarding the Operation Medicine Cabinet program. Th is program advocates safe disposal of prescription medications and safeguarding against illegal prescription drug abuse. A water bill from Royal Oak was distributed as an example of the Operation Medicine Cabinet information that was added. The Water Resources Department is enc ouraged to add similar language to their bills. Spisz moved to receive and file the Royal Oak water bill. Supported by McGillivray.
