Chairperson Long called the meeting of the General Government Committee to order at 9:30 a.m. in
the Commissioners’ Committee Room A, County Service Center in Pontiac, Michigan.

Fleming moved approval of the minutes of February 9, 2015, as printed. Supported by
Gosselin.
Motion carried on a voice vote.
APPROVAL OF THE AGENDA
The interview scheduled at 9:55 a.m. was struck from the agenda, due to Dane Fons canceling the
interview after the agenda packet was mailed .
Taub moved approval of the agenda , as amended. Supported by Gosselin.

PUBLIC COMMENT
Jim VerPloeg introduced Connie Srogi, the new Board of Commissioners analyst. Mr. VerPloeg
also addressed the mail situation regarding the packets not being received timely. Th is issue is
being looked into.
George Miller stated that emails have been sent out from anti-vaccine groups. Kathy Forzley spoke
about the State’s rule change regarding vaccine waivers. The waivers now need to be obtained
from the County Health Department. Vaccine waivers were previously given by the school
secretary to enable children to remain in school. Subsequent to the waivers being given ,
vaccinations would sometimes be forgotten, as there is no reminder system . The waiver rule was
revised to create an opportunity for parents to be educated on vaccinations. After kindergarten, the
next time vaccinations are revisited is 7th grade. Between 4,000 and 5,000 waivers have been
issued per year. The vaccine educational session is 30 minutes and children are encouraged to
attend with their parents , presenting a prime opportunity to vaccinate the child. The session is by
appointment, which requires no waiting in line. The Health D ivision has been working with vaccine
experts in order to obtain and deliver accurate information. Oakland County waiver totals rank 77
out of 84.
Malkia Newman gave a brief summary of the status of the O akland County Community Mental
Health Authority, which meets at 6:00 p.m. on the third Tuesday of the month at the Auburn Hills
office.
Chairperson Long indicated that the OCCMHA appointments is item 4 on the agenda.
REGULAR AGENDA
1. HEALTH AND HUMAN SERVICES – HOMELAND SECURITY DIVISION – 2014-2015
HAZARDOUS MATERIALS EMERGENCY PREPAREDNESS PLANNING PROGRAM (HMEP -
PP) GRANT AGREEMENT
The Homeland Security Division is requesting acceptance of the Hazardous Materials Emergency
Preparedness Planning Program (HMEP -PP) grant. The award in the amount of $11,380 is an
increase from last year . The grant comes from the Michigan Department of State Police,
Emergency Management and Homeland Security Division , with a required match from the County
of $2,845. The grant total is $14,225. Funds will be used toward Local Emergency Planning
Committee efforts.
Matis moved to recommend approval of the attached suggested resolution. Supported by
Gosselin.
Motion carried unanimously on a roll call vote.
2. BOARD OF COMMISSIONERS – APPOINTMENT TO THE PARKS AND RECREATION
COMMISSION - INTERVIEW
The interview of Jayson Rumball wa s conducted for the Parks an d Recreation Commission
vacancy.
Chairperson Long indicated a discussion would follow the remaining scheduled interviews. There
were no objections.

3. BOARD OF COMMISSIONERS – APPOINTMENT TO THE BUILDING AUTHORITY -
INTERVIEWS
The interviews were conducted of Jamele Hage and Thomas Kelly for the Building Authority
vacancy.
The memo from Corporation Counsel responding to questions regarding potential conflicts for
appointed or elected officials becoming appointees of the Board of Commissioners was briefly
discussed.
The candidates for Parks and Recreation Commission and the Building Authority were discussed.
2. BOARD OF COMMISSIONERS – APPOINTMENT TO THE PARKS AND RECREATION
COMMISSION – INTERVIEW (Continued)
Matis moved to report to recommend the appointment of David Potts to the Parks and
Recreation Commission for a three -year term of January 1, 2015 – December 31, 2017.
Supported by Gosselin.
Gershenson moved to report to recommend Brian Marzo lf for the appointment to the Parks
and Recreation Commission. Supported by Quarles.
ROLL CALL VOTE:

NAYS: Long, Taub, Gosselin, Matis, Hoffman, Fleming, Woodward, Quarles (8)
Motion failed.
Main motion carried on a roll call vote with Gershenson voting no and Taub absent .
3. BOARD OF COMMISSIONERS – APPOINTMENT TO THE BUILDING AUTHORITY –
INTERVIEWS (Continued)
Hoffman moved to report to recommend the appointment of Jamele Hage to the Building
Authority for the remainder of a three-year term of January 1, 2014 – December 31, 2016 .
Supported by Woodward.
Motion carried unanimously on a roll call vote.
4. BOARD OF COMMISSIONERS – APPOINTMENTS TO THE OAKLAND COUNTY
COMMUNITY MENTAL HEALTH AUTHORITY
The four incumbents have re-applied. A total of 17 applications have been received, including the
incumbents. Chairperson Long suggested revie wing the 13 candidates’ applica tions to determine
which are qualified for the appropriate categories for the Oakland County Community Mental Health
Authority. An additional suggestion was for the committee members to contact the OCCMHA board
members in order to obtain more information regarding the board’s status. This item will be put on
the agenda for discussion at the next meeting on March 23, 2015.

5. MR #15001 - BOARD OF COMMISSIONERS – OPPOSITION TO PROPOSED
FEDERALIZATION OF WATERWAYS
The resolution regarding opposition to the proposed federalization of waterw ays was introduced by
Commissioner Taub. Support is being sought on this issue. A full color map was distributed
outlining the waterways that the federal government proposes to take over. The map illustrates
county waterways that run through lakes and drainage ditches are included.
Taub moved to report to recommend approval of the attached suggested resolution.
Supported by Hoffman.
Motion carried unanimously on a roll call vote with Gershenson absent .
