REGULAR AGENDA 1. HEALTH & HUMAN SERVICES DEPARTMENT (DHHS)/HEALTH DIVISION – DELETION OF SUBSTANCE ABUSE PREVENTION COORDINATOR POSITION The Health Division is requesting approval of the deletion of the Substance Abuse Prevention Coordinator position. The Substance Abuse Prevention Coordinator position was transferred to Oakland County Community Mental Health Authority (OCCMHA). This position is currently vacant due to a recent retirement. The funding for that position was transferred over to OCCMHA. The program transition to OCCMHA so far has been smooth. Taub moved to recommend approval of the attached suggested resolution. Supported by Woodward . Motion carried unanimously on a roll call vote. 2. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION – 2015/2016 HURON VALLEY SCHOOL DISTRICT SERVICE AGREEMENT AMENDMENT 2 ACCEPTANCE The Health Division is seeking approval of a service agreement amendment for the Huron Valley School District. The ground water is being investigated due to the waste water treatment plant. Huron Valley Schools and the Health Division will provide sampling services to assist in the investigation, which may potentially lead to some r emediation by the Huron Valley Schools. The area affected is downstream from the waste water treatment plant that was closed in 2010. Elevated sodium and chloride levels have been detected in the drinking water supply in the residential homes nearby. Reverse osmosis systems have been installed in those homes to resolve the issue. Hoffman moved to recommend approval of the attached suggested resolution. Supported by Matis. Motion carried unanimously on a roll call vote . 3. BOARD OF COMMISSIONERS – APPOINTMENTS TO THE OAKLAND COUNTY COMMUNITY MENTAL HEALTH AUTHORITY Ms. Shortley and Mr. Rideout were present from Corporation Counsel to answer questions regarding the legal opinion memo. Copies of the memo were distributed. The scenario given was if individuals are on two sides of a contract that benefit financially from any sort of contract, there may be a conflict. No law violation was found from having a family member of a commissioner on the board and for that commissioner to vote for appointment of the family member. In this situation there is no financial interest that would be problematic. Chairperson Long reported that she contacted the Oakland County Community Mental Health Authority (OCCMHA ) board members and spoke with every member except one . The four incumbents that have re-applied were not contacted. The other 13 applicants were all eligible to serve in at least one category on the OCCMHA board. The seats expiring March 31, 2015, consist of two general public, one secondary consumer and one working involvement with mental health. ROLL CALL VOTE: AYES: Gershenson, Woodward, Quarles (3) NAYS: Long, Taub, Gosselin, Matis, Hoffman, Fleming (6) Motion failed. Fleming moved to waive the interview process according to Board Rules and as set forth in MR #05040. Supported by Hoffman. ROLL CALL VOTE: AYES: Long, Taub, Gosselin, Matis, Hoffman, Fleming (6) NAYS: Gershenson, Woodward, Quarles (3) Motion carried. Woodward moved to interview the four incumbents. Supported by Gershenson. ROLL CALL VOTE: AYES: Gershenson, Hoffman, Fleming Woodward, Quarles (5) NAYS: Long, Taub, Gosselin, Matis, (4) Motion carried. Taub moved to report to recommend the re -appointment of the incumbents: Bijaya Hans, Steffan Taub, Eleanor Rzepecki and Adam Fuhrman , to the Oakland County Community Mental Health Authority , all for a three-year term of April 1, 2015 – March 31, 2018 . Supported by Gosselin. Woodward moved to postpone the appointments until the next meeting in April. Supported by Gershenson. ROLL CALL VOTE: AYES: Gershenson, Hoffman, Woodward, Quarles (4) NAYS: Long, Taub, Gosselin, Matis, Fleming (5) Motion to postpone failed. Matis moved to invite the four incumbents to attend the April 2, 2015 General Government meeting at 9:00 a.m., prior to the Board of Commissioners’ meeting. Supported by Fleming. Health and Human Services – Health Division – FY 2015 Comprehensive Planning, Budgeting, and Contracting (CPBC) Agreement – Amendment #1 within 15% of Original Agreement Fleming moved to receive and file the Communications. Supported by Taub. Motion carried on a voice vote. OTHER BUSINESS/ADJOURNMENT Acceptance of Building Authority applications for the expiring seat at the end of the year was discussed. Applicants can submi t their applications at any time and they will be kept on file for future reference. The Health Division will be invited to the next meeting to do a presentation on vaccinations. This item will be added to the April 13, 2015 agenda. Commissioner Hoffman announced that the Annual Patrick Henry dinner will be held Thursday, March 26 at 6:00 p.m., in Birmingham. County Executive Patterson will be receiving an award.
