Chairperson Dwyer called the meeting of the Public Services Committee to order at 11:30 a.m. in
Committee Room A, Commissioners’ Wing, County Service Center, Pontiac, Michigan.

AGENDA ITEMS
1. PROSECUTING ATTORNEY – DELETION OF PROBATION OFFICER I POSITION
The Prosecutor’s Office is seeking approval of the deletion of the Probation Officer I position . This
position that oversees the Teen Court is being deleted due to discontinued grant funding, effective
April 1, 2015. This alternative program tracks juveniles to be treated through the school system, as
opposed to the criminal justice system. Violent or serious offenders are not accepted into the Teen
Court program. A paralegal is now overseeing the program’s organization and responsibilities have
been shifted to the legal staff to allow the program to continue .
Spisz moved to recommend approval of the attached suggested resolution. Supported by
Scott.
Motion carried unanimously on a roll call vote.
McGillivray moved to directly refer the resolution to the Human Resources and Finance
Committees. Supported by Jackson.
Motion carried on a voice vote.
OTHER BUSINESS
Mr. Walton provided an update on crimes committed in Oakland County. The crime rate has
decreased; however, there has been an increase in alcohol and traffic -related fatality cases
requiring prosecution. Southfield has reported a 70 percent decline in violent crimes .
A program is being launched to meet with all hospitals and urgent care facilities to discuss the new
legislation effective in April, in which the collection of sexual assault kits has to be reported. A
victim has up to a year to decide whether to have their collected kit referred to the Mich igan State
Police. The hospital serves as a caretaker of evidence during that time.
The Prosecutor’s Office is increasing the ir efforts to talk to students at area schools about the
dangers of sexting and inappropriate texts on the Internet. Even thou gh no criminal prosecution is
involved, there may be a future impact that the students do not realize .
Cold cases and homicides are always being worked on at the Prosecutor’s Office . The lab testing
prior to 1993 used RFLP or Restriction Fragment Length Polymorphism testing, which requires a
large sample amount. Recently the Michigan State Police has gone to STR or Short Tandem
Repeats testing, where smaller samples can be used to test DNA. With the new DNA lab being
utilized, it is hopeful that more co ld cases can be worked on and resolved.
