REGULAR AGENDA 1. BOARD OF COMMISSIONERS – COUNTY EXECUTIVE APPOINTMENT – DIRECTOR OF HUMAN RESOURCES Malcolm Brown presented Jordie Kramer as the County Executive’s appointment as Director of Human Resources. This position requires consent of the Board of Commissioners. Ms. Kramer’s background and work history was briefly discussed. Woodward moved to report to recommend the County Executive’s appointment of Jordie Kramer as the Director of Human Resources . Supported by Taub. Motion carried unanimously on a roll call vote . AGENDA Chairperson Long moved Item 2, Department of Health and Human Services/Health Division – Vaccination Waivers Presentation, to the end of the agenda. There were no objections. 3. MR #15077 - BOARD OF COMMISSIONERS – CREATION OF AD HOC COMMITTEE TO INVESTIGATE POTENTIAL COST SAVINGS AND QUALITY IMPROVEMENT MEASURES FOR ROAD REPAIR AND CONSTRUCTION The resolution proposes the creation of a subcommittee to study and report recommendations to the Board for potential policy initiatives and new technology benefits in road construction. The resolution was introduced by Commissioner Quarles. The handout titled “An Analys is of Infrared Asphalt Repair Technology for the Pittsburgh Public Works” was distributed to the Committee members. The purpose of this subcommittee , which will be made up of four members, is to gather information and report back to the Committee . Motion carried unanimously on a roll call vote . 4. MR #15079 - BOARD OF COMMISSIONERS – RECOGNITION OF JUNE 2015 AS NATIONAL SAFETY MONTH IN OAKLAND COU NTY AND SUPPORT FOR EFFORTS TO PROMOTE FIREARMS SAFETY The resolution was introduced by Commissioners Spisz and Dwyer. The purpose of the resolution is to encourage promotion of gun safety education and awareness in June , which is National Safety Month. Commissioner Gershenson stated that a n event is being planned again this year for a designated gun safety day where gun locks will be distributed. Matis moved to report to recommend approval of the attached suggested resolution. Supported by Gershenson. Motion carried unanimously on a roll call vote . 3. MR #15077 - BOARD OF COMMISSIONERS – CREATION OF AD HOC COMMITTEE TO INVESTIGATE POTENTIAL COST SAVINGS AND QUALITY IMPROVEMENT MEASURES FOR ROAD REPAIR AND CONSTRUCTION Quarles moved to reconsider Item 3, MR #15077 – Board of Commissioners – Creation of Ad Hoc Committee to Investigate Potential Cost Savings and Quality Improvement Measures for Road Repair and Construction. Supported by Taub. Motion carried unanimously on a roll call vote . Quarles moved to amend the resolution as follows: “RE: BOARD OF COMMISSIONERS – CREATION OF AD HOC COMMITTEE STUDY GROUP TO INVESTIGATE POTENTIAL COST SAVINGS AND QUALITY IMPROVEMENT MEASURES FOR ROAD REPAIR AND CONSTRUCTION ” “NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners hereby creates an ad hoc committee a study group ” “BE IT FURTHER RESOLVED that the ad hoc committee study group shall be appointed be by the Chairman of the Board” Supported by Woodward. Motion to amend carried unanimously on a roll call vote . Hoffman moved to report to recommend approval of the resolution, as amended. Supported by Matis. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION – VACCINATION WAIVERS PRESENTATION As a follow-up to the Health Division’s Public Comment at the March 9, 2015 General Government Committee meeting, George Miller, Kathy Forzley and Shane Bies came to discuss the State’s rule change regarding vaccine waivers and answer Commissioners’ questions. Mr. Miller stated that the issue of whether or not to vaccinate is emotional due to children being involved. The Health Division’s goal is to deal with the vaccination waiver rule changes and not force people into vaccinating their children. The Health Division is looking to improve the vaccination rates, especially for young people. Many diseases, some of which are deadly, have been eradicated in this country because of vaccinations. The vaccination waiver rule change became effective January 1, 2015. Its purpose was to remove the burden of schools issuing vaccination waivers and to place it on the health departments. The rule change provides that an educational session be held when obtaining vaccination waivers. Parents are asked to bring their children to the educational session. This is based on best practices and there is no opting out this year. This practice and its success will be evaluated after the first year. The Health Division added the educational sessions this February and approximately 240 sessions have been held . A few people have chosen to immunize their children after the educational session. An anticipated increase in that number will occur durin g the summer when the vast majority of the public immunizes their children prior to the start of the school year in September. Once the educational session with children present is provided, a requested vaccine waiver will be issued. Mr. Bies stated that the new rule mandates providing vaccination benefi ts as part of the educational session; however, by having individual meetings with the parents, any questions or concerns can be addressed immediately. The information and forms are from the Michigan Department of Community Health (MDCH). Commissioner Gosselin suggested m aking the requirement that children attend the session optional. A brief discussion was held. Commissioner Matis asked for a copy of the MDCH statement that parents sign and a copy of the rule that was changed . Any information on counties that require the children to be present for the education al session was also requested. A number of other questions posed by the Commissioners were answered. Cards were distributed to the Committee members which contain the nurse-on-call number and hours, being Monday through Friday, 8:30 a.m. to 5:00 p.m. COMMUNICATIONS A. Laura Roush, a Northville resident, spoke about her vaccination experience and the effectiveness of bringing children to the educational session.
