Chairperson Dwyer called the meeting of the Public Services Committee to order at 11:30 a.m. in
Committee Room A, Commissioners’ Wing, County Service Center, Pontiac, Michigan.

APPROVAL OF THE PREVIOUS MINUTES
Spisz moved approval of the minutes of March 24, 2015, as printed. Supported by Scott.
Motion carried on a voice vote.
APPROVAL OF AGENDA
Item 4 was removed from the age nda due to scheduling conflicts regarding the presentation for
this item and plans are to reschedule next month. Communication B was added to the Agenda.
McGillivray moved approval of the Agenda , as amended. Supported by Scott.

AGENDA ITEMS
1. SHERIFF’S OFFICE – AUTHORIZATION FOR SALE OF RECOVERED AND STOLEN
PROPERTY IN SPRING AUCTION
The Sheriff’s Office is requesting authorization to dispose of unclaimed property from recovered and
stolen goods in its spring auction. This is an annual request every spring and fall. The auction is
May 16 this year. The items are listed on the hard copy provided to the Committee members and
also online at BidCorp.com.
Jackson moved to recommend approval of the attached suggested resolution. Supported
by Spisz.
Motion carried unanimously on a roll call vote with Kowall absent.
2. SHERIFF’S OFFICE – CONTRACT FOR AUXILIARY DEPUTY SERVICES IN THE CITY
OF ORCHARD LAKE 2015
The Sheriff’s Office is requesting approval to enter into a contract to provide law enforcement
services in Orchard Lake as needed for special events. The annual contract includes standard law
enforcement services and Mounted Deputy patrol support . Every year the Sheriff’s Office assis ts
with the St. Mary’s Fair scheduled in May.
Jackson moved to recommend approval of the attached suggested resolution. Supported
by McGillivray.
Motion carried unanimously on a roll call vote with Kowall absent.
3. SHERIFF’S OFFICE – 2015 COMPETITIVE SCHOOL SAFETY GRANT ACCEPTANCE
The Sheriff’s Office is seeking acceptance of a grant to be used for school safety. The grant
amount from the Michigan State Police is $7,500. The funds will be used toward school safety
presentations at Pontiac Schools . The list of grant monies awarded is on the State’s website.
Jackson moved to recommend approval of the attached suggested resolution. Supported
by Scott.
Motion carried unanimously on a roll call vote with Kowall absent.
OTHER BUSINESS
Undersheriff McCabe updated the Committee on crimes committed in Oakland County. A recent
case was mentioned regarding a Pontiac drug raid that led to the recovery of Home Depot gift
cards, which prompted a larger investigation. This scheme involved approximately $500,000 of
Home Depot stolen goods that were returned. The Home Depot stores were located throughout
southeastern Michigan.

Undersheriff McCabe commented on the increasing heroin problem and overdose cases. An
overdose victim in Pontiac was revived afte r law enforcement administered Narcan nasal spray.
Undersheriff McCabe stated that there have been requests received in the past to store guns in
particular situations. The practice of holding weapons for safekeeping is not encouraged due to
liability issues. The property rooms are currently crowded and would not be available for firearms
storage if this practice became popular .
The topic of body cameras for law enforcemen t officers was raised. The Sheriff’s Office received a
quote of $1.5 million for body cams. The body cam shows one view going forward and is not able
to give a peripheral view. There is concern regarding privacy issues, especially when entering a
person’s home. If body cams are mandated, the State would have to pay for FOIA requests . Two
full-time staff would be needed to implement the body cam p rogram and possibly additional
personnel to look at the video and redact personal information. Currently the Sheriff’s Office
employs a full-time coordinator to handle FOIA requests. There are approximately 1,600 FOIA case
requests per year.
