Chairperson Spisz called the meeting of the Human Resources Committee to order at 1:30 p.m. in
Committee Room A of the Commissioners’ Auditorium Wing, County Service Center in Pontiac,
Michigan.

APPROVAL OF THE PREVIOUS MINUTES
Hoffman moved approval of the previous minutes of March 25, 2015, as printed. Supported by
Weipert.
Motion carried on a voice vote.
APPROVAL OF THE AGENDA
Middleton moved approval of the Agenda, as amended. Following the Classification
Determination Hearing that was held this morning, the Subcommittee submitted its report for
acceptance to be added as Item #3. Supported by Zack.

AGENDA ITEMS
1. MR #15092 – HEALTH & HUMAN SERVICES DEPARTMENT (DHHS)/HEALTH DIVISION –
DELETION OF SUBSTANCE ABUSE PREVENTION COORDINATOR POSITION
The Health & Human Services Department is requesting a uthorization for deletion of a Substance Abuse
Prevention Coordinator position. The Office of Substance Abuse Services was moved to the Oakland
County Community Mental Health Authority (OCCMHA) in accordance with Public Act 500. Miscellaneous
Resolution #14219 amended the interlocal agreement between O akland County and OCCMHA, stating
that OCCMHA will pay the costs for this position from October 1, 2014 through February 28, 2015. The
amendment has been fulfilled and the position has expired.
Zack moved to report to recommend approval of the attached s uggested Resolution. Supported
by Bowman.
Motion carried unanimously on a roll call vote with Fleming absent.
2. MR #15091 – INFORMATION TECHNOLOGY WORKSTATION SERVICES UNIT POSITION
CHANGES
The Department of Information Technology is requesting aut horization to convert six contracted
Workstation Services Unit positions to full-time eligible employees. The created positions would be five
Proprietary Revenue (PR) funded Full-Time Eligible (FTE) Customer Service Technician II positions and
one PR funded FTE Customer Service Technician III position. The positions require employees to drive
County vehicles for their daily workload , causing a high risk of liability to the County . By converting these
positions to full-time, the employees would be covered under the County’s existing liability insurance.
Risk Management did an assessment and concluded that this is the best option to reduce the risk of
liability.
Zack moved to report to recommend approval of the attached suggested Resolution. Supported
by Weipert.
Motion carried on a roll call vote with Hoffman voting no and Fleming absent .
3. APPEAL OF CLASSIFICATION DETERMINATION, ROBERT LISSNER
Commissioner Philip Weipert, Chairperson for the Classification Determination Hearing Subcommittee,
reported that a hearing was held April 15, 2015, to hear the appeal of Robert Lissner, Parks and
Recreation Maintenance Supervisor I, of his classification determination by the Human Resources
Department. Commissioner Weipert explained that Mr. Lissner conten ds that his job duties and
responsibilities are that of a Maintenance Supervisor II, while the Human Resources Department believes
he is appropriately classified as a Maintenance Supervisor I. Upon hearing both sides and the completion
of the hearing, the Subcommittee unanimously voted to take no action to overturn or modify the Human
Resources Department’s determination that Mr. Lissner is appropriately classified as a Maintenance
Supervisor I.
Weipert moved acceptance of the report from the Classificatio n Determination Hearing
Subcommittee. Supported by Hoffman.
