Chairperson Long called the meeting of the General Government Committee to order at 9:58 a.m. in
the Commissioners’ Auditorium, County Service Center in Pontiac, Michigan.

REGULAR AGENDA
1. HEALTH AND HUMAN SERVICES – HOMELAND SECURITY DIVISION – STATE OF
MICHIGAN PUBLIC ASSISTANCE GRANT AGREEMENT – OAKLAND COUNTY WATER
RESOURCES COMMISSIONER - ACCEPTANCE
The Homeland Security Division is requesting acceptance of a State of Michigan Public Assistance
Grant. The grant totals $1,167,036, including a 25% match from Oakland County. These funds will
provide damage relief from the August 11, 2014 flood which affected several communities in
Southeastern Michigan . Ms. Stoddard answered the Commissioners’ questions regarding the
grant.
Quarles moved to recommend approval of the attached suggested resolution. Supported by
Matis.
Motion carried unanimously on a roll call vote with Fleming absent.
2. HEALTH AND HUMAN SERVICES – HOMELAND SECURITY DIVISION – STATE OF
MICHIGAN PUBLIC ASSISTANCE GRANT AGREEMENT – OAKLAND COUNTY VEHICLE -
ACCEPTANCE
The Homeland Security Division is requesting acceptance of a FEMA grant for fund reimbursement
for repairs to vehicles. Three vehicles were damaged in the August 2014 flood.
Hoffman moved to recommend approval of the attached suggested resolution. Supported
by Quarles.
Motion carried unanimously on a roll call vote with Fleming absent.
3. HEALTH AND HUMAN SERVICES – HOMELAND SECURITY DIVISION – STATE OF
MICHIGAN PUBLIC ASSISTANCE GRANT AGREEMENT – OAKLAND COUNTY SOUTH
HEALTH BUILDING - ACCEPTANCE
The Homeland Security Division is requesting acceptance of a FEMA grant to provide
reimbursement related to damage repairs of the South Health Building. The building which was
affected by the August 2014 flood is located on Greenfield Road in Southfield.
Matis moved to recommend approval of the attached suggested resolution. Supported by
Taub.
Motion carried unanimously on a roll call vote with Fleming absent.

4. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION – OAKLAND
UNIVERSITY, REACH GRANT ACCEPTANCE
The Health Division is requesting acceptance of a Racial and Ethnic Approaches to Community
Health (REACH) program grant. The REACH grant was awarded by the Centers for Disease
Control and Prevention. The funding period from January 1 to September 30, 2015, is in the
amount of $99,244. This grant will fund one full-time Public Health Educator for the term. Oakland
University has partnered with the Health Division on behalf of the Healthy Pontiac We Can!
Coalition.
Matis moved to recommend approval of the attached suggested resolution. Supported by
Gershenson.
Motion carried unanimously on a roll call vote with Fleming absent.
5. MR #15099 - BOARD OF COMMISSIONERS – DESIGNATION OF MAY 2015 AS ASIAN
AND PACIFIC AMERICAN HERITAGE MONTH IN OAKLAND COUNTY
The resolution presented by Commissioner Gershenson recognizes May 2015 as Asian and Pacific
American Heritage month. The Asian and Pacific Americans were the fastest growing group in
Oakland County according to census estimates.
Gershenson moved to report to recommend approval of the attached suggested resolution.
Supported by Taub.
Motion carried unanimously on a roll call vote with Fleming absent.
6. BOARD OF COMMISSIONERS – FRIEND OF THE COURT CITIZENS ADVISORY
COMMITTEE APPOINTMENT
The Friend of the Court Citizens Advisory Committee has an upcoming opening due to term limits
being reached. Elise Finch -Sophiea’s term expires June 30, 2015, and she is ineligible for re-
appointment due to having served the maximum of two consecutive terms. This position requires a
mental health professional. This opening will be posted online for one month. Interviews will be
scheduled in June.
COMMUNICATIONS
A. Letter to Chairman Michael Gingell from Steffan Taub regarding OCCMHA re-appointment
dated April 7, 2015
Taub moved to receive and file the Communication. Supported by Quarles.
Motion carried on a voice vote.
OTHER BUSINESS/ADJOURNMENT
Commissioner Woodward explained that a letter will be drafted to clarify his comments made
regarding the Community Mental Health Authority. Once received, the letter will be added to the
meeting agenda as a Communications item.
