Supported by Jackson. Motion carried on a voice vote. APPROVAL OF AGENDA Kowall moved approval of the Agenda, as printed. Supported by Scott. Motion carried on a voice vote. PUBLIC COMMENT None. AGENDA ITEMS 1. SHERIFF’S OFFICE – CONTRACT FOR AUXILIARY DEPUTY SERVICES IN THE CITY OF WIXOM 2015 The Sheriff’s Office is requesting approval to enter into a contract to provide law enforcement services in Wixom as needed for special events and to create one part-time 240 hours per year Mounted Deputy pos ition. The Sheriff’s Office has been requested to provide similar services for several entities. Law enforcement services are being requested specifically for the Wixom Fireworks Celebration . Kowall moved to recommend approval of the attached suggested resolution. Supported by Scott. Motion carried unanimously on a roll call vote. 2. SHERIFF’S OFFICE – 2015 JAIL DIVERSION PILOT INITIATIVE – GRANT ACCEPTANCE The Sheriff’s Office is seeking acceptance of a grant from the Oakland County Community Mental Health Authority (OCCMHA.) The grant amount from OCCMHA is $211,394. The funds will be used toward the Crisis Intervention Team (CIT) training program for police d eputies. The CIT Training class is 40 hours long. The police departments currently being trained are West Bloomfield Township, Farmington, Novi, White Lake, Southfield and Bloomfield Township. The Sheriff’s Office previously was trained on jail diversion; however, the CIT training program goes a step further. Local deputies may recognize a person has a mental illness and a specially -trained person would be brought in to deal with the situation . The trained action team attempts to divert the mentally ill person from jail and to the proper location that can provide help. McGillivray moved to recommend approval of the attached suggested resolution. Supported by Spisz. Motion carried unanimously on a roll call vote. PUBLIC SERVICES COMMITTEE Page 3 May 12, 2015 3. MR #15111 – BOARD OF COMMISSIONERS – SUPPORT FOR INCREASED STATE FUNDING FOR SCHOOL SAFETY GRANTS This resolution introduced by Commissioners Dwyer and Gershenson seeks support for increased state funding for school safety grants. Additional grant funds would help local schools to purchase safety equipment and technology. Commissioner Jackson explained that although funding was provided last year, more resources are needed for school security enhancement. Governor Snyder has proposed a $500,000 reduction in the School Safety Grant p rogram this year. Undersheriff McCabe added that Oakland County in conjunction with the Pontiac School District had applied for a $27,000 grant and received $7,500. The request for grant funds included officers’ time , which was not allowed. The awarded funds covered equipment type costs. Out of a total of $46 million in grant requests, only $4 million was available. McGillivray moved to report to recommend approval of the attached suggested resolution. Supported by Spisz. MR #15074 – BOARD OF COMMISSIONERS – SUPPORT OF MEASURES TO PROTECT COMPANION ANIMALS FROM INHUMANE TETHERING PRACTICES This resolution seeks support regarding the protection of canines from excessive tet hering. Ms. Odette is a representative of Continuing Helping Animals In Need & Educating Dog Owners (C.H.A.I.N.E.D.) Inc., a non-profit organization . A packet of materials was distributed. The slide presentation contained several photographs of chained dogs. Ms. Odette defined tethering as a dog “fastened to a stationary item,” such as to a pole or dog house. The life of a tethered dog was described as spending their time in a small area and rarely let off the chains. Sometimes the chains are four times heavier than the animals. The dogs are not well -nourished or given water on a steady basis. The chained dogs can be found frozen or overheated depending on the weather. The dogs can become diseased. Chained dogs are subject to animal attacks. Canines that have been continuously tethered can become highly aggressive. Chaining a dog for no more than three hours a day is ideal. The following cities have adopted an anti -tethering ordinance for 24/7 chained dogs in Wayne County: Dearborn, Dearborn Heights, Woodhaven, Trenton, Wyandotte, Riverview, River Rouge, Ecorse, Brownstown, Westland, Southgate and Taylor. A student from Oak Valley Middle School, Lauren Doyle, commented briefly about the anti- tethering project at her school. A petition was started by a group of students proposing that dogs should not be chained for more than three hours a day. They have obtained over 1,000 signatures online signifying support from individuals all over the world. Ms. Conley commented on the Michigan Penal Code (Excerpt) Act of 193 1. She added that some dog owners chain their dogs to make them mean for fighting. Chairperson Dwyer stated that the 38 pages of signato rs of the anti-tethering petition provided by the Oak Valley Middle School students will be received and filed . There were no objections.
