Chairperson Spisz called the meeting of the Human Resources Committee to order at 1:30 p.m. in
Committee Room A of the Commissioners’ Auditorium Wing, County Service Center in Pontiac,
Michigan.

AGENDA ITEMS
1. MR #15145 – SHERIFF’S OFFICE – CONTRACT FOR AUXILIARY DEPUTY SERVICES IN THE
CITY OF WIXOM 2015
The Sheriff’s Office is seeking approval of a contract with the City of Wixom for patrol serv ices during
special events within the City, as well as the creation of one (1) General Fund/General Purpose (GF/GP)
Part-time Non-Eligible (PTNE) 240 hours/year Mounted Deputy position . The continuation of the deputy
position is contingent on future contract renewal. The contract will be on an overtime basis, and the City
of Wixom agrees to pay any and all costs incurred for the officers’ overtime. This contract will be effective
from June 1, 2015 – December 31, 2015. One specific request was for assistance with the City of
Wixom’s Independence Day Celebration, “Lite the Nite” (fireworks display), on June 25, 2015.
Weipert moved to report to recommend approval of the attached suggested Resolution .
Supported by Hoffman.

2. MR #15144 – FACILITIES MAINTENANCE & OPERATIONS DIVISION/BUILDING SAFETY
UNIT – CREATION OF SECURITY SYSTEMS SUPERVISOR POSITION
The Facilities Maintenance & Operations Division is seeking approval of the creation of one Proprietary
Revenue (PR) funded full-time eligible (FTE) Security Systems Supervisor position. There is a $10
million security enhancement project that has/will increase many of the controls, locks, and door systems.
Some of the supervisor position’s day -to-day duties would include project management, planning, and
design. This position will ensure the ability to properly operate, maintain, and repair the security
infrastructures.
Fleming moved to report to recommend approval of the attached suggested Resolution.
Supported by Bowman.

3. HUMAN RESOURCES DEPARTMENT – EXTENSION OF MERIT SYSTEM ELIGIBILITY LISTS
The Human Resources Department is requesting approval to extend the Merit System Eligibility Lists for
an additional six months for 23 classifications. Under the Merit System provision of Section VI -H-1, the
department is authorized to request a six -month extension of the eligibility list. Additionally, the current
applicant system used, Peoplesoft, will be closed down as of June 15, 2015 . At that time, a new system,
NEOGOV , will be implemented. All applicants on the eligibility list will be moved into the new system for
future openings.
Zack moved approval of the Extension of the Merit System Eligibili ty List. Supported by Fleming.

4. HUMAN RESOURCES DEPARTMENT – SALARY ADMINISTRATION PLAN 3RD QUARTERLY
REPORT FOR FY2015
The Human Resources Department is requesting authorization for implementation of three classifications
increasing in salary grade, three classifications changing in factor, but not in salary grade, and the
reclassification of one position into one new classification to the salary administration plan.
Middleton moved to recommend approval of the attached suggested Resolution. Supported by
Weipert.
Motion carried unanimously on a roll call vote.
5. DISCUSSION REGARDING OAKLAND COUNTY’S PRACTICES AND POLICIES REGARDING
EMPLOYEE COMPLAINTS
Malcolm Brown, Deputy County Executive, an d Jordie Kramer, Director of Human Resources, gave an
update to the allegations that were made and reported on Channel 4 News regarding complaints of
employees’ behavior. Ms. Kramer advised that the complaint was fully investigated, disciplinary
measures were taken, and that the matter is considered closed.
Additionally, they gave an overview of the County’s practices and policies regarding employee
complaints. Ms. Kramer stated that there is procedure in place for employees desiring to file EEO
complaints that can be found in the Merit System rules. Other types of complaints are not specifically
identified as to where they should be directed, although they are usually funneled up to the Labor
Relations Division. This can range from a direct complaint to just an inquiry that could be interpreted as a
complaint. The employees are encouraged to work to resolve the issues within the ir department;
however, if the issues are unable to be resolved, the Human Resources Department will step in to
conduct a full investigation and work with management and the employee to provide a resolution.
Regardless of what the complaint is, a common concern the employees share is retaliation. It is stated to
the employees that if they feel retaliation occurs to contact t he Human Resources Department to assist
on that issue. Mr. Brown stated that if an employee experiences retaliation, the Whistleblower Protection
Act, a State statute, is in place to protect them from threats , discharge, or other discriminatory acts.
Committee members stated their desire to see training for supervisors/managers on how to handle
situations and implement an open door policy for employees to be mandatory, as opposed to optional as
it is now. Additionally, it was stated that a “toolbox” wo uld be beneficial to the County’s website for
managers and employees to access for direction on how to handle situations.
