Chairperson Long called the meeting of the General Government Committee to order at 9:30 a.m. in
Committee Room A of the Commissioners’ Auditorium Wing, County Service Center in Pontiac,
Michigan.

APPROVAL OF THE AGENDA
Chairperson Long proposed taking up Item #4, Department of Health and Human Services/Health
Division – Request to Disburse from the Larry Pernick Health Education Fund for Oakland County,
first on the agenda. There were no objections.

REGULAR AGENDA
4. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION – REQUEST
TO DISBURSE FROM THE LARRY PERNICK HEALTH EDUCATION FUND FOR OAKLAND
COUNTY
The Health Division requests authorization for disbursement of funds from the Larry Pernick Health
Education Fund. Funds of $1,550 will be utilized for health education ini tiatives at Mack-Rowe
Park. The intended uses for the Pernick funds include healthy dietary education and activity for
children in high risk for obesity populations. The Southfield Chapter of Alpha Kappa Alpha Sorority
will sponsor the 1908 Playground Mob ilization Program. The overall park project will be
implemented through 2018. Commissioner Quarles commented that the park was named after the
first superintendent of Royal Oak Township and also a Board of Trustee member.
Quarles moved to recommend approval of the attached suggested resolution. Supported by
Hoffman.

1. 52nd 4th DIVISION DISTRICT COURT – APPROVAL OF FIFTY-SECOND DISTRICT
COURT MAGISTRATE DENNIS C. DRURY
The 52-4 District Court seeks con firmation of the appointment of Dennis C. Drury as Court
Magistrate for the 52nd District. Michigan compiled law requires a second class district court to have
the local Board of Commissioners ’ approval for its magistrates. The magistrate position is 848
hours annually. Two individuals se rve as magistrates currently. One of these magistrates has
devoted some of his time to another court. Both of the candidates, Mr. Drury and Mr. Larky , are
being brought before the committee at this time for efficiency rather than having to appoint another
magistrate at a later date . Mr. Drury was present to answer questions from the Committee
members. Mr. Drury is visiting judge for Judge Nichols for July and August only.
Fleming moved to recommend approval of the attached suggested resolution. Supported by
Taub.

2. 52nd 4th DIVISION DISTRICT COURT – APPROVAL OF FIFTY-SECOND DISTRICT
COURT MAGISTRATE SHELDON G. LARKY
The 52-4 District Court seeks confirmation of the appo intment of Sheldon G. Larky as Court
Magistrate for the 52nd District. Mr. Larky currently serves as a part -time magistrate in the Oak Park
District Court. Even though Mr. Larky is an assigned magistrate of this third-class district court, the
Board of Commissioners’ approval is needed for the second-class district magistrate appointment to
the 52nd District Court.

A brief discussion was held regarding residency requirements for magistrates. Mr. Larky was
present to answer additional questions from the Committee members.
Hoffman moved to recommend approval of the attached suggested resolution. Supported
by Gosselin.
Motion carried unanimously on a roll call vote.
3. BOARD OF COMMISSIONERS – APPOINTMENT TO THE FRIEND OF THE COURT –
CITIZENS ADVISORY COMMITTEE – INTERVIEWS
The interviews of candidates for the Friend of the Court – Citizens Advisory Committee vacancy
were conducted as follows: Jessica Cortez and Holly Workman.
Woodward moved to report to recommend the appointment of Jessica Cortez to the Friend
of the Court Citizens Advisory Committee for the three-year term that began on July 1, 2015
– June 30, 2018. Supported by Hoffman.
Motion carried unanimously on a roll call vote .
5. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION –
INTERGOVERNMENTAL AGREEMENT BETWEEN THE COUNTY OF OAKLAND AND THE
OAKLAND COUNTY COMMUNITY MENTAL HEALTH AUTHORITY FOR SUICIDE
PREVENTION SERVICES
The Health Division is s eeking approval of an intergovernmental agreement be tween Oakland
County and the Oakland County Community Mental Health Authority (OCCMHA) for suicide
prevention services. A five-year grant awarded to OCCMHA for suicide prevention is expected to
fund the program through 2019 . The Oakland County Health Department will administer the
program. Mr. Miller commented on the Lake Orion situation of youth suicides in the recent past.
The Transforming Youth Suicide Prevention grant requires th e creation of one full-time eligible
Public Health Educator II position for the dur ation of this project. Ms. Forzley stated a new person
will be hired for this position. The possible causes of youth suicide were briefly discussed. A
prescription drug task force /partnership has begun in the last year. Training will take place this
October for 300 physicians in Oakland County. Future efforts will be focused on raising suicide
prevention awareness.
Matis moved to recommend approval of the attached suggested resolution. Supported by
Quarles.

6. DEPARTMENT OF HEALTH AND HUMAN SERVICES CHILDREN’S VILLAGE DIVISION
– OAKLAND COUNTY INTERLOCAL AGREEMENT AND THE OAKLAND COUNTY
COMMUNITY MENTAL HEALTH AUTHORITY FOR PSYCHIATRIC SERVICES FOR OAKLAND
COUNTY CHILDREN’S VILLAGE
The Health Division requests approval of an intergovernmental agreement between Oakland
County and the Oakland County Community Mental Health Authority (OCCMHA) for psychiatric
services at Children’s Village. Currently Children’s Village has one of the very few child
psychiatrists in Michigan. OCCMHA has recognized the need for youth psychiatric care and
treatment. The grant funds will assist the County with p roviding psychiatric services to the youth at

Children’s Village .
Taub moved to recommend approval of the attached suggested resol ution. Supported by
Gershenson.

7. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION – FY
2014/2015 AND FY 2015/2016 INLAND BEACH GRANT CONTRACT WITH THE DEPARTMENT
OF ENVIRONMENTAL QUALITY (DEQ) – DEQ PROJECT NUMBER 2015 -7209
The Health Division seeks approval of a contract for a grant project with DEQ for conducting water
sample testing from local public beaches. In 2015, 45 public beaches will have water samples
collected. Next year 57 beaches are planned to be tested. Ms. Forzley explained that the beach
closings this season are due to numerous rain events, lack of sunlight purification and a goose
problem.
Gershenson moved to recommend approval of the attached suggested resolution.
Supported by Hoffman.

8. MR #15154 - BOARD OF COMMISSIONERS – OBJECTION TO THE DEVELOPMENT OF
NUCLEAR WASTE REPOSITORY IN CLOSE PROX IMITY TO THE GREAT LAKES
The resolution seeks support to oppose the development of a nuclear waste repository near the
Great Lakes. Commissioner Matis gave a brief history of the issue. A discussion was held
regarding nuclear waste storage.
Matis moved to report to recommend approval of the attached suggested resolution.
Supported by Taub.
Motion carried unanimously on a roll call vote .
