SHERIFF’S OFFICE – CONTRACT AMENDMENT #4 FOR LAW ENFORCEMENT SERVICES IN THE CHARTER TOWNSHIP OF BRANDON 2013 -2015 The Sheriff’s Office is requesting approval of a contract amendment for law enforcement service s in Brandon Township. The amendment proposes that one full-time eligible Deputy II position be created. A deputy was previously shared ½ time with Independence Township. Now that finances have improved for Brandon Township , the staff will increase from 11 ½ to 12 officers. Spisz moved to recommend approval of the attached suggested resolution. Supported by Scott. Motion carried unanimously on a roll call vote. 2. SHERIFF’S OFFICE – CONTRACT AMENDMENT #3 FOR LAW ENFORCEMENT SERVICES IN THE CHARTER T OWNSHIP OF INDEPENDENCE 2013-2015 The Sheriff’s Office is requesting approval of a contract amendment for law enforcement services in Independence Township. Due to financial reasons, the deputy for Independence was shared with Brandon Township. As state in the first item above, the deputy will no longer be shared. As a result of this adjustment, the total officers for Independence will increase from 29½ to 30 . McGillivray moved to recommend approval of the attached suggested resolution. Supported by Spisz. Motion carried unanimously on a roll call vote. OTHER BUSINESS Captain Molinar commented on Pontiac’s quarterly crime review. Crime is remarkably down in the City of Pontiac. Response time has gone from non -existent to service calls being answe red in six minutes. The July 4 th holiday weekend was safe, with no traffic fatalities to report. The Marine Division handled one of two calls, which involved a nine -year-old boy who suffered a concussion and abrasions due to a water jet -ski incident. The mother reported that her son was expected to make a full recovery. 3. SHERIFF’S OFFICE – CONTRACT FOR POLICE DISPATCH SERVICES FOR THE VILLAGE OF MILFORD 2015-2018 The Sheriff’s Office is requesting approval of a contract for police dispatch services in the Village of Milford. This consolidation will allow the Sheriff’s Office to provide police dispatch services. The contract proposes that two full -time eligible Dispatch Specialist positions be created. The dispatchers handle calls for both police and fire. PUBLIC SERVICES COMMITTEE Page 3 July 7, 2015 Scott moved to recommend approval of the attached suggested resolution. Supported by Kowall. SHERIFF’S OFFICE – CONTRACT FOR FIRE DISPATCH SERVICES FOR THE CHARTER TOWNSHIP OF MILFORD 2015 -2018 The Sheriff’s Office is requesting approval of a contract for fire dispatch services in Milford Township. This consolidation will allow the Sheriff’s Office to provide fire dispatch services. Chief Lindberg of Milford commented that the consolidatio ns are being sought for efficiency reasons. Enhanced services and technology can be made available to serve the smaller communities by having calls for service go through the Sheriff’s Office . Kowall moved to recommend approval of the attached suggested resolution. Supported by Scott. Motion carried unanimously on a roll call vote. 5. SHERIFF’S OFFICE – 2015 LAW ENFORCEMENT DISTRIBUTION REGISTRATION MCOLES GRANT APPLICATION AND ACCEPTANCE The Sheriff’s Office is requesting acceptance of a grant for law enforcement services . The first distribution of the MCOLES grant funds requested is to provide law enforcement training. Jackson moved to recommend approval of the attached suggested resolution. Supported by McGillivray. Motion carried unanimously on a roll call vote. 6. SHERIFF’S OFFICE – NARCOTICS ENFORCEMENT TEAM (NET) INTERLOCAL AGREEMENT WITH THE CITY OF FARMINGTON The Sheriff’s Office is requesting approval of a n interlocal agreement for Narcotics Enforcement Team services with the City of Farmington. The contract proposes that Farmington join the NET task force. The unmarked vehicle with radio and prep added to th e County fleet will be funded through operations. Captain Quisenberry answered questions posed by the Committee. The current NET partners include Hazel Park, Ferndale, Royal Oak, Southfield, Lathrup Village, Farmington Hills, Farmington, Waterford, West Bloomfield, Pontiac, Troy, Rochester, Rochester Hills, Auburn Hills and White Lake. Scott moved to recommend approval of the a ttached suggested resolution. Supported by Spisz. Motion carried unanimously on a roll call vote. OTHER BUSINESS Captain Quisenberry reported that the recent proposed changes in laws out of Lansing regarding forfeiture funds reporting . This change will not affect the Sheriff’s Department much due to their PUBLIC SERVICES COMMITTEE Page 4 July 7, 2015 current reporting standards. Agencies that are forfeiture -driven will be impacted. Captain Quisenberry commented on prescription medicine abuse and heroin use. Prescription drug abuse is the number one drug threat in the country and has led to the increased addiction and deaths of heroin use. New and younger heroin users are in danger because of the increased purity levels of heroin today. Their tolerance is not built up , which can lead to accidental deaths. Steps are being taken to study the best way to curb the rising threat s. NET is one of the most successful in terms of the amount of arrests and drugs seized. 7. SHERIFF’S OFFICE – MICHIGAN HIGH INTENSITY DRUG TRAFFICKING AREA GRANT ACCEPTANCE The Sheriff’s Office is seeking acceptance of a grant for forensic analysis equipment. The proposed funds will help support the purchase of a gas chromatograph/mass spectrometer (GC/MS) to be used to analyze drugs and substances in the crime lab. As part of the prosecution process, the drugs seized must be analyzed at the crime lab. The GC/MS analyzes the chemical makeup of the drugs, which can help determine the criminal charges. ANIMAL CONTROL AND PET ADOPTION CENTER – PURCHASE AND INSTALLATION OF MOBILE DATA COMPUTERS IN ANIMAL CONTROL VEHICLES Animal Control is requesting approval to purchase and install mobile data computers in their vehicles. The Legacy Fund will be utilized to purchase 14 Mobile Data Computers (MDC) for the animal control vehicles. The MDCs will be provided through CLEMIS. The computers will allow staff to stay in the field and write reports for calls without having to return to the office to use the computers. McGillivray moved to recommend approval of the attached suggested resolution. Supported by Kowall. Motion carried unanimously on a roll call vote. OTHER BUSINESS Mr. Gatt announced that the Animal Control and Pet Adoption Center will be the first animal shelter in Michigan to use the smart phone application to recover lost dogs. The department has loaded and tested the recovery app. Once a pet is adopted, a picture will be taken and loaded onto the computer. If that dog gets lost or stolen and winds up at the shelter, they will post the dog’s picture on the recovery app. The app matches up the owner and dog. The app is currently being used in California. Undersheriff McCabe informed the department of the recovery app. Mr. Newman added that the ability to share computer information will improve interaction with law enforcement officers. Mr. Gatt commented that the Commissioners are welcome to visit the sh elter anytime. The shelter practices transparency by publishing their save rates. OTHER BUSINESS Chairperson Dwyer set a Public Hearing regarding the JAG Program Grant Application for the Board of Commissioners’ meeting July 16, 2015 at 9:45 a.m. Comments or questions regarding this item will be taken up at that meeting.
