Chairperson Dwyer called the meeting of the Public Services Committee to order at 11:31 a.m. in
Committee Room A, Commissioners’ Wing, County Service Center, Pontiac, Michigan.

AGENDA ITEMS
1. SHERIFF’S OFFICE – CONTRACT FOR LAW ENFORCEMENT SERVICES AT THE
MICHIGAN RENAISSANCE FESTIVAL – 2015 SEASON
The Sheriff’s Office is requesting authorization to enter into an agreement to provide law
enforcement services at the Michigan Renaissance Festival held in Groveland Township for the
2015 season. This is an annual contract and services ha ve been provided for about 20 years. The
officer costs are fully reimbursed.
McGillivray moved to recommend approval of the attached suggested resolution. Supported
by Scott.
Motion carried unanimously on a roll call vote with Kowall and Spisz absent.
2. SHERIFF’S OFFICE – REPLACEMENT AND UPGRADE OF SHERIFF AVIATION
MICROWAVE DOWNLINK SYSTEM (DIRECTIONAL GPS)
The Sheriff’s Office is requesting approval of the replacement and upgrading of GPS equip ment.
The original equipment was ruined by a lightning strike. The total equipment replacement cost is
$749,237. Approximately $400,000 was covered by insurance and the remaining balance will be
covered by the General Fund.
McGillivray moved to recommend approval of the attached suggested resolution. Supported
by Jackson.

3. SHERIFF’S OFFICE – USE OF FORFEITED FUNDS FOR EQUIPMENT AND TRAINING
The Sheriff’s Office is requesting approval of utilizing forfeited funds for equipment and training of
officers. Some of the forfeiture funds will be used to update t he computers in the crime section.
The current computers are five or six years old. The crime lab backlog being worked on is five to
six months. The Michigan State Police’s backlog is 12 to 13 months.
Undersheriff McCabe mentioned the case from last week that involved the FBI where a county
resident was indicted for possession of over 8,000 pornographic images of children.
Kowall moved to recommend approval of the attached sugge sted resolution. Supported by

4. SHERIFF’S OFFICE – CREATION OF POSITIONS FOR BUILDING SECURITY – PHASE
II
The Sheriff’s Office is requesting authorization to create positions for building security in the second
phase of the building security plan: One full -time Deputy II position for courthouse security, 16 part-
time positions to provide security for the North Office Building, North Health Center, Southeast
Office, South Health Building, Executive Office Building, Circuit Court/West Wing and the Resource
Crisis Center and also one full -time Office Assistant I position to provide clerical support.
Recruitment for these positions is in process.
Scott moved to recommend approva l of the attached suggested resolution. Supported by
McGillivray.

OTHER BUSINESS
Undersheriff McCabe gave a brief update on the recent narcotic raids that the Violent Crime and
Gang Task Force participated in. The raids began this morning at 7:00 a.m. Most of the attention
was given to the Detroit area between Six Mile and Seven Mile Roads and Woodward. Further
details will be covered in the press conference later this afternoon .
5. VETERANS’ SERVICES DIVISION – 2015 COUNTY VETERANS INCENTIVE GRANT –
GRANT ACCEPTANCE
The Veterans’ Office is requesting acceptance of an incentive grant from the State of Michigan
Veterans Affairs Office to be used for additional support to the Veterans Treatment Court program .
The grant is for $15,000.
Scott moved to recommend approval of the attached suggested resolution. Supported by
Kowall.
Motion carried unanimously on a roll call vote with Spisz absent.
OTHER BUSINESS
Mr. Wootten spoke abou t the Veterans Resource Fair being held on July 27 , 2015, from 12:00 to
3:00 p.m. at the Conference Center. There will be 30 agencies available to provide information to
veterans. The mobile center, as well as counselors, will be there to help veterans in the benefit
application process. The Veterans Services processes 8,000 visits per year. The office provides
assistance for applying for veterans benefits, including disability compensation claims, nonservice
connection claims, medical enrollments, voca tional rehabilitation assistance, burial benefits and
emergency financial assistance.
6. FRIEND OF THE COURT – 2015 ACCESS AND VISITATION GRANT – AMENDMENT #1
OVER 15%
The Friend of the Court is seeking approval of a contract amendment and acceptance of additional
grant monies. The additional $6,500 in funds will be used toward supervised parenting time. The
federal government disburses funds throughout the state . Oakland County receives less grant
funding every year. Any unused funds are distributed to the counties.

OTHER BUSINESS
Ms. Hollyer’s department update was that the depa rtment has requested retroactive funding from
the Department of Community Health for medical enforcement services which the Friend of the
Court has provided in the past three years.
7. DEPARTMENT OF PUBLIC SERVICES/COMMUNITY CORRECTIONS – MICHIGAN
DEPARTMENT OF CORRECTIONS, OFFICE OF COMMUNITY CORRECTIONS, COMMUNITY
CORRECTIONS COMPREHENSIVE PLAN AND APPLICATION FOR FY 2016
The Department of Public Services/Community Corrections is requesting approval of the plan and
grant application for State of Michiga n funds. Community Corrections requested $1.8 million for
staff to run the department’s programs and services. The additional funds of $1.7 million will be
allocated to provide substance abuse services, which can be used to place offenders in to
residential substance abuse treatment.
Kowall moved to recommend approval of the attached suggested resolution. Supported by
Jackson.
Motion carried unanimously on a roll call vote with Spisz absent.
OTHER BUSINESS
Ms. Hankey commented that Governor Snyder in cluded pretrial services coverage in his Public
Safety plan. The department will strive to remain a state leader for their pretrial services program.

OTHER BUSINESS/ADJOURNMENT
Chairperson Dwyer announced that the Study Group on Gun Violence will meet immediately
following the meeting.
There being no further business to come before the Committee, the meeting was adjourned at
