Chairperson Long called the meeting of the General Government Committee to order at 9:32 a.m. in
Committee Room A of the Commissioners’ Auditorium Wing, County Service Center in Pontiac,
Michigan.

REGULAR AGENDA
1. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HOMELAND SECURITY DIVISION
– EMERGENCY MANAGEMENT PERFORMANCE GRANT AGREEMENT FOR FISCAL YEAR
2015 ACCEPTANCE
The Health Division is seeking acceptance of an Emergency Management Performance Grant. The
County has received the Emergency Management Program Grant (EMPG) for over 30 years. The
program funds are obtained through FEMA and Michigan State Police Emergency Management
Division. The grant is $2,344 and has matching funds. The grant amount is slightly less than last
year.
Taub moved to recommend approval of the attached suggested resolution. Supported by
Hoffman.
Motion carried unanimously on a roll call vote with Matis absent.
2. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION – SPECIAL
PROVISION TO AGREEMENT WITH MICHIGAN DEPARTMENT OF HEALTH A ND HUMAN
SERVICES TO ADD IN-KIND USAGE OF SPACE AT BUILDING 36 EAST IN PONTIAC, MI
The Health Division requests authorization to amend the agreement with the Michigan Department
of Health and Human Services to add 626 square feet to the north campus. Currently HIV staff
occupies the south office. As part of a national program, a collaborative study is being conducted
regarding young, white injection drug users and their behaviors. Injecting drug use is an increasing
problem in Southeastern Michigan . Injection drug users are at a high risk for HIV. Ms. Forzley
indicated she will find out whether the Community Mental Health Authority is involved in this effort.
Gershenson moved to recommend approval of the attached suggested resolution.
Supported by Taub.

3. MR #15190 - BOARD OF COMMISSIONERS – SUPPORT FOR ELDER ABUSE
PREVENTION AND A SAFEGUARD SHELTER
The presenters, Ms. Upfal and Ms. Giles, from Jewish Senior Life (JSL), were introduced by
Commissioner Taub. JSL recently opened The Center for Elder Abuse Prevention , which houses
over 900 older adults and serves over 1,800 people in the Greater Metropo litan Detroit community.
The programs at JSL include adult day programs, holocaust survivor programs, as well as programs
for victims of elder abuse. Statewide one in twenty-four older adults is a victim of elder abuse. The

majority of elder abuse is carried out by caregivers, who could be family members or paid
caregivers. The types of abuse can be physical, emotional, sexual, neglect or financial.
Throughout our country o ver 2 million older adults are victims of abuse. Most elder abuse cases go
unreported. JSL recently received a six-month grant of $25,000 through the Michigan Aging Adults
Services Agency from Governor Rick Snyder’s Say No to Elder Abuse campaign . JSL’s program is
modeled after the Harry & Jeanette Weinberg Center for Elder Abuse P revention at the Hebrew
Home in Riverdale, New York. Approximately 15 similar centers exist nationwide. The 65 and older
population will encompass 20% of the total population by the year 2050.
The JSL hotline number answered 24 hours a day, 7 days a w eek, is (248) 661-0123. The Center
has handled about a hundred calls in the last month. The residents are able to stay up to 90 days
at the shelter. All faiths are welcome. Future plans for the center include hiring a director in the fall
and providing care packages for the residents. A brief discussion regarding the shelter and its
programs was held.
Commissioner Taub announced that a JSL presentation will be held at the August 20th Finance
meeting. The proposed funding of $30,000 for JSL Center for Elder Abuse Prevention is anticipated
to be allocated similar to the monies distributed to HAVEN. A resolution will be drafted outlining the
funding details.
Fleming moved to receive and file the information packet entitled “The Center for Elder
Abuse Prevention at Jewish Senior Life.” Supported by Gosselin .
Motion carried on a voice vote.
4. MR #15191 - BOARD OF COMMISSIONERS – DESIGNATING SEPTEMBER 11-17, 2015,
AS MICHIGAN PATRIOT WEEK IN OAKLAND COUNTY
Commissioner Matis presented the resolution which seeks to designate September 11-17, 2015, as
Patriot Week in Oakland County. Judge Warren and his daughter created Patriot W eek.
Commissioner Matis will obtain information from the judge as to when the Patriot event s will be
held.
Matis moved to report to recommend approval of the attached suggested resolution.
Supported by Gosselin .
Motion carried unanimously on a roll call vote .

Matis moved to receive and file the Communication. Supported by Taub.

OTHER BUSINESS/ADJOURNMENT
The current members of the Solid Waste Committee will be contacted regarding their terms expiring
October 11, 2015. Commissioner Hoffman, a current board member, would like to continue serving.
