Chairperson Spisz called the meeting of the Human Resources Committee to order at 1:30 p.m. in
Committee Room A of the Commissioners’ Auditorium Wing, County Service Center in Pontiac,
Michigan.

1. MR #15240 – MANAGEMENT & BUDGET/EQUALIZATION – REMOVE EQUALIZATION
APPRAISER CLASSIFICATION SERIES FROM THE SALARY ADMINISTRATION PLAN, RETITLE
MANAGER – EQUALIZATION, DELETE CLASSIFICATION AND PROVIDE BONUS FOR ADVANCED
CERTIFICATION
Management & Budget/Equalization is seeking authorization to create a new classification of Equalization
Officer, retitle the Manager-Equalization to the Equalization Officer, delete the Chief Equalization Field
Services position, remove eight (8) positions from the Salary Administration Plan, and provide a two
percent (2%) bonus to Equalization Appraiser II’s that possess a Michigan Advanced Assessing Officer
Certification. There have been concerns regarding recruiting for appraiser positions and the Human
Resources Department conducted salary surveys on these positions comparing Oakland County to other
counties, rendering them below the market average. Statewide, the interested pool of qualified applicants
for Equalization Appraiser has decreased, and competition for the qualified applicants has increased. It is
planned to remove the degree requirement , as well as to remove the classifications from the salary
administration plan in order to not have to lower the salary. Certification for assessors set by the State
Tax Commission is required in order to maintain employment with Oakland County. Changing the
Manager-Equalization title to Equalization Officer will more clos ely align it with statutory language.
Zack moved to report to recommend approval of the attached suggested Resolution . Supported
by Weipert.

2. DEPARTMENT OF PUBLIC SERVICES/COMMUNITY CORRECTIONS DIVIS ION – FY2016
COMMUNITY CORRECTIONS COMPREHENSIVE PLAN GRANT ACCEPTANCE
The Department of Public Services/Community Corrections Division is seeking acceptance of $1.8 million
from the Michigan Department of Corrections for the period of October 1, 2015 thr ough September 30,
2016. This is $96,000 more than the amount received last year. The grant will continue to fund several
positions within the Community Corrections Division and Sheriff’s Department, while the increased
amount of monies will be used to c reate one (1) Special Revenue (SR) Full -Time Eligible (FTE)
Community Corrections Specialist I position . An additional amount of $1.7 million is allocated for
residential services. The State of Michigan holds the contract with the residential service pro viders, so
that amount will not be recorded as income.
Middleton moved to report to recommend approval of the attached suggested Resolution .

3. HUMAN RESOURCES DEPARTMENT – SALARY ADMINISTRATION PLAN 4TH QUARTERLY
REPORT FOR FY2015
The Human Resources Department is requesting authorization for implementation to retitle one (1)
classification with no change in factors or salary grade of Dietetic Technician to Nutrition Technician -WIC
to appropriately fit the responsibilities, as well as reclassif ying the position of Office Supervisor II, Grade

10, into a newly created position of Supervisor-Juvenile Court, Grade 13 .
Bowman moved to report to recommend approval of the attached sugges ted Resolution.
