Supported by Kowall. Motion carried on a voice vote. APPROVAL OF AGENDA McGillivray moved approval of the Agenda, as pr esented. Supported by Scott. Motion carried on a voice vote. PUBLIC COMMENT Mr. Newman introduced Thom Hardesty, the new Medical Examiner Administrator , and briefly described his experience and background. AGENDA ITEMS 1. CIRCUIT COURT – 2016 MICHIGAN DRUG COURT GRANT PROGRAM (ADULT TREATMENT COURT) – GRANT ACCEPTANCE The Circuit Court is reques ting acceptance of the grant for Supreme Court Administrative Office (SCAO) funds. The annual grant is $47,000 this year, which is the same amount as last year. The funds are used to help offset salaries and fringe benefits of the program staff. Scott moved to recommend approval of the attached suggested resolution. Supported by Jackson. Motion carried unanimously on a roll call vote with Dwyer absent. 2. CIRCUIT COURT – 2016 MICHIGAN DRUG COURT GRANT PROGRAM (JUVENILE DRUG COURT) – GRANT ACCEPTANCE The Circuit Court is requesting acceptance of the grant for SCAO funds. The annual grant is $43,000 this year, which is the same amount as last year. The funds are used to help offset salaries and fringe benefits of the program staff. Kowall moved to recommend approval of the attached suggested resolution. Supported by McGillivray. Motion carried unanimously on a roll call vote with Dwyer absent. 3. CIRCUIT COURT – 2016 MICHIGAN URBAN DRUG COURT INITIATIVE GRANT PROGRAM – GRANT ACCEPTANCE The Circuit Court is requesting acceptance of the grant for SCAO funds. This is the fourth year of the Urban Drug Court Initiative Program. Th e annual grant is $200,000, which is less than last year. The fund distribution statewide was less overall. The funds are used to cover the salaries and fringes of two program staff members. Funds also cover program treatment costs, drug testing supplies and transportation expenses. Motion carried unanimously on a roll call vote with Dwyer absent. 4. CIRCUIT COURT – 2016 MICHIGAN MENTAL HEALTH DRUG COURT GRANT PROGRAM (ADULT TREATMENT COURT) – GRANT ACCEPTANCE The Circuit Court is requesting acceptance of the grant for SCAO fu nds. The annual grant is $60,000, which is the same as last year and is tied into the Adult Treatment Court funds. The grant monies will help fund a mental health liaison for the Adult Treatment Court, as well as drug testing and transportation expenses. Kowall moved to recommend approval of the attached suggested resolution. Supported by McGillivray. Motion carried unanimously on a roll call vote with Dwyer absent. 5. 52/1 DISTRICT COURT (NOVI) – FY 2016 MICHIGAN DRUG COURT GRANT PROGRAM – ACCEPTANCE The 52/1 District Court in Novi is seeking acceptance of the grant for SCAO funds. This is an annual grant. The continuation grant is $74,000 for this year which helps fund the current drug court program. McGillivray moved to recommend approval of the attached suggested resolution. Supported by Scott. Motion carried unanimously on a roll call vote with Dwyer absent. 6. 52/3 DISTRICT COURT /DIVISION (ROCHESTER HILLS) – FY 2016 MICHIGAN DRUG COURT GRANT PROGRAM (MDCGP) – ACCEPTANCE The 52/3 District Court in Rochester Hills is requesting acceptance of the grant for SCAO funds. The grant was not pursued last year due to administrative changes. This year ’s grant award is $15,000 and is to be used mainly for drug testing , supplies, counseling services and incentives. Jackson moved to recommend approval of the attached suggested resolution. Supported by Scott. Motion carried unanimously on a roll call vote with Dwyer absent. 7. 52/4 DISTRICT COURT (TROY) – 2016 MICHIGAN DRUG COURT GRANT PROGRAM – ACCEPTANCE The 52/4 District Court in Troy is requesting acceptance of the grant for SCAO funds. The annual grant is $70,000. The grant monies will help fund the continuation of a part-time probation officer and a part-time clerical position, along with drug testing, treatment , counseling and transportation expenses. SHERIFF’S OFFICE – 2015 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG) – GRANT ACCEPTANCE The Sheriff’s Office is requesting acceptance of a grant from the Department of Justice. This grant is awarded annually. The grant is named after Edward Byrne, a New York pol ice officer who was killed in the line of duty. The grant award is $68,282. The funds are proposed to be used to replace a tactical robot in the Sheriff’s SWAT team. A similar robot has been borrowed from the Detroit Police Department when needed. The current robot is 12 years old and no longer functions properly. Scott moved to recommend approval of the attached suggested resolution. Supported by Jackson. Motion carried unanimously on a roll call vote with Dwyer absent. 9. SHERIFF’S OFFICE – 2015 STATE CRIMINAL ALIEN ASSISTANCE PROGRAM (SCAAP) REIMBURSEMENT GRANT ACCEPTANCE The Sheriff’s Office is seeking acceptance of a grant for the State Criminal Alien Assistance Program. The grant is $27,218 of reimbursement funding from the U.S. Department o f Justice, Bureau of Justice Assistance. Funds are used to reimburse officers’ salaries of those directly involved in the care of illegal alien s who are sentenced inmates housed at the Oakland County Jail. Kowall moved to recommend approval of the atta ched suggested resolution. Supported by Jackson. Motion carried unanimously on a roll call vote with Dwyer absent. 10. SHERIFF’S OFFICE – FISCAL YEAR 2016 AUTOMOBILE THEFT PREVENTION AUTHORITY (ATPA) GRANT ACCEPTANCE The Sheriff’s Office is seeking ac ceptance of a grant from the Michigan State Police. The Automobile Theft Prevention Authority grant award is $1,507,042. Undersheriff McCabe is the Governor’s appointee for the ATPA. Undersheriff McCabe stated that most auto thefts lead to Detroit. The annual $1 assessment fee on the auto insurance policy returns $52 in reduced auto policy costs. Scott moved to recommend approval of the attached suggested resolution. Supported by McGillivray. Motion carried unanimously on a roll call vote with Dwy er absent. OTHER BUSINESS Undersheriff McCabe updated the Committee about two recent infant deaths. One baby was killed when a relative rolled over onto the baby in bed. The other incident was related to health issues PUBLIC SERVICES COMMITTEE Page 5 October 13, 2015 and the baby’s pacemaker. 11. PROSECUTING ATTORNEY – FISCAL YEAR 2016 CRIME VICTIM RIGHTS GRANT ACCEPTANCE The Prosecutor’s Office is requesting acceptance of the Crime Victim Rights Grant from the Michigan Department of Health and Human Services . The grant is in its 24th year. The funding amount is $228,700 with no required County match. The award was increased by $4,800 from last year. The reimbursement originates from the Crime Victim Rights Fund established in 1989 to pay for mandated crime victim services. The grant reimburses the costs of salaries and partial fringe benefits for four victim advocates. The State has allocated the funds toward each county ’s prosecutor’s office for computers. Due to deviation in the contract, the funds increase may be utilized for other existing program expenditures. Kowall moved to recommend approval of the attached suggested resolution.
