Chairperson Dwyer called the meeting of the Public Services Committee to order at 11:00 a.m. in
Committee Room A, Commissioners’ Wing, County Service Center, Pontiac, Michigan.

1. PROSECUTING ATTORNEY – CONTINUATION OF THE LAW ENFORCEMENT
TRAINING AGREEMENT WITH OAKLAND COUNTY COMMUNITY COLLEGE
The Prosecutor’s Office is requesting approval of a Memorandum of Understandin g to continue the
law enforcement training at Oakland County Community College . The contract has been ongoing
between the County and college for approximately 25 years. The training runs biweekly and
includes studies of law, such as constitutional law, property law, self-incrimination law, and search
and seizure law. The community college is charged a t a rate of $50 an hour for the training.

2. FRIEND OF THE COURT – FY2016 ACCESS AND VISITATION GRANT ACCEPTANCE
The Friend of the Court is requesting acceptance of the Access and Visitation grant for SCAO
funds. This is the 19th year of this annual grant. The amount is $16,000. The funds are used 100%
toward a supervised parenting time provider. The grant supports services for the most low income
county residents. Impact Consulting was awarded the bid , who has been the provider for the last
several years.

3. SHERIFF, PROSECUTING ATTORNEY – FISCAL YEAR 2016 OAKLAND COUNTY
NARCOTICS ENFORCEMENT TEAM (NET) BYRNE GRANT ACCEPTANCE
The Sheriff’s Office and Prosecutor’s Office are requesting acceptance of the Byrne grant from the
Department of Justice. This grant is awarded annually. The grant is named after Edward Byrne, a
New York police officer who was killed in the line of duty. The grant award amount for the Narcotics
Enforcement Team (NET) is less than in previous years.

4. SHERIFF’S OFFICE AND PUBLIC SERVICES – ANIMAL CONTROL DIVISION POSITION
CHANGES
The Sheriff’s Office and Public Services Department is s eeking approval of the reorganization of
several positions assigned to the Animal Control Division. The inmates w ho work at the Animal
Control Division require supervision by the correction s officers. Currently the part-time Animal
Control guards who watch over the trustees are not police officers. It is anticipated that the use of
law enforcement officers will carry over to the new facility.

5. SHERIFF’S OFFICE – FISCAL YEAR 2016 SECONDARY ROAD PATROL AND TRAFFIC
ACCIDENT PREVENTION PROGRAM GRANT ACCEPTANCE
The Sheriff’s Office is seeking acceptance of the grant from the Michigan State Police . This is an
annual grant from the Office of Highway Safety Planning . The grant is $786,687 this year, which is
the same amount as last year and it has never been increased. At the program’s start in 1978, 17
sheriff’s deputies participated in the program and now there are six deputies, including the sergeant.
A total of 81 out of the 83 counties participate in this program. The grant helps fund the patrol of
secondary roads, where the majority of accidents occur.

6. SHERIFF’S OFFICE – ESTABLISHMENT OF STANDARD LAW ENFORCEMENT
SERVICES CONTRACT RATES AND CONTRACT APPROVAL – JANUARY 1, 2016 THROUGH
DECEMBER 31, 2016
The Sheriff’s Office is requesting approval of law enforcement services contract rates for next year.
Union negotiations are currently being held for the future labor agreement. Rates have not been
established beyond the one -year mark at this time .

7. SHERIFF’S OFFICE – ESTABLISHMENT OF STANDARD LAW ENFORCEMENT
SERVICES CONTRACT OVERTIME RATES – JANUARY 1, 2016 THROUGH DECEMBER 31,
2016
The Sheriff’s Office is requesting approval of law enforcement services contract overtime rates for
next year. The “no-fill” positions make up the majority of the municipal contracts. When a deputy
calls in sick or needs replacing, the local municipality decides for each substation whether to use
the overtime rate to fill the position. Should the municipality choose to do so, it will then be
responsible to pay the overtime bill. The cost of a no-fill contract is less expensive than a fill. The
overtime rate

establishes the rate paid for law enforcement services for special eve nts contracted , such as for
DTE, Meadowbrook and the Renaissance Festival.

8. SHERIFF’S OFFICE – ESTABLISHMENT OF JAIL BOARDING FEES – JANUARY 1,
2016 THROUGH DECEMBER 31, 2016
The Sheriff’s Office is requesting authorization to establish the jail boarding fees. The established
rates are charged to entities outside of Oakland County that use the jail.

9. SHERIFF’S OFFICE – LAW ENFORCEMENT SERVICES FOR THE PARKS AND
RECREATION COMMISSION FOR 2016
The Sheriff’s Office is seeking approval of the law enforcement services contract for Parks and
Recreation Commission for next year. The contract renewal is set at the same rate as last year.

by Scott.

10. SHERIFF’S OFFICE – STANDARD LAW ENFORCEMENT SERVICES AGREEMENT
WITH THE TOWNSHIP OF ADDISON, JANUARY 1, 2016 – DECEMBER 31, 2016
The Sheriff’s Office is requesting approval of the law enforcement services contract for Addison
Township for next year. Undersheriff McCabe mentioned that he was able to tour the new
substation.

The Sheriff’s Office is requesting approval of the law enforcement services contract for Brandon
Township for next year. The contract is for the same service level as this past year.

WITH THE CHARTER TOWNSHIP OF COMMERCE, JANUARY 1, 2016 – DECEMBER 31, 2016
The Sheriff’s Office is requesting approval of the law enforcement services contract for Commerce
Township for next year. The contract is for the same service level as this past year.

13. SHERIFF’S OFFICE – STANDARD LAW ENFOR CEMENT SERVICES AGREEMENT
WITH THE CHARTER TOWNSHIP OF HIGHLAND, JANUARY 1, 2016 – DECEMBER 31, 2016
The Sheriff’s Office is requesting approval of the law enforcement services contract for Highland
Township for next year. The Township plans to restore the Lieutenant position that was eliminated
several years ago during the economic downturn. This upgrade will enable a sergeant to be on
duty for the off shift, which will provide supervision on all three shifts. It is anticipated that the
November 10th meeting will result in the passing of this change. If it does not pass, an amendment
will be prepared prior to the Board of Commissioners ’ meeting for approval.

14. SHERIFF’S OFFICE – STANDARD LAW ENFORCEMENT SERVICES AGREEMENT
WITH THE CHARTER TOWNSHIP OF INDEPENDENCE, JANUARY 1, 2016 – DECEMBER 31,
2016
The Sheriff’s Office is requesting approval of the law enforcement services contract for
Independence Township for next year. An addition in staff will allow proper supervision of deputies.
Kowall moved to recommend approval of the attached suggested resolution. Supported by

15. SHERIFF’S OFFICE – STANDARD LAW ENFORCEMENT SERVICES AGREEMENT
WITH THE CHARTER TOWNSHIP OF LYON, JANUARY 1, 2016 – DECEMBER 31, 2016
The Sheriff’s Office is requesting approval of the law enforcement services contract for Lyon
Township for next year. Staffing levels will be increased with the addition of a lieutenant, as well as
a deputy to reach a total of 19 deputies. Lyon Township is one of the fastest growing communities
in the state.

16. SHERIFF’S OFFICE – STANDARD LAW ENFORCEMENT SERVICES AGREEMENT
WITH THE CHARTER TOWNSHIP OF OAKLAND, JANUARY 1, 2016 – DECEMBER 31, 2016
The Sheriff’s Office is requesting approval of the law enforcement services contract for Oakland
Township for this year. Oakland Township plans to add two deputies to their staff. This will bring
the service levels back to where they were prior to the 2008 and 2009 layoffs.

WITH THE CHARTER TOWNSHIP OF ORION, JANUARY 1, 2016 – DECEMBER 31, 2016
The Sheriff’s Office is requesting approval of the law enforcement services contract for Orion
Township for this year. Orion Township will be adding one deputy to their staff.

Township for next year. The contract is for the same service level as this past year.

19. SHERIFF’S OFFICE – LAW ENFORCEMENT SERVICES AGREEMENT WITH THE CITY
OF PONTIAC, JANUARY 1, 2016 – DECEMBER 31, 2016
The Sheriff’s Office is requesting approval of the law enforcement services contract for Pontiac for
next year. The contract provides for an additional sergeant to be added who will be in charge of the
patrol unit currently supervised by a shift sergeant. A deputy will also be added to help with traffic
enforcement. The Pontiac Police Department had 165 total police officers ten years ago . Today
that number is nearly halved. Undersheriff McCabe added that Pontiac went from being one of the
top ten violent American cities to 88. Huge progress has been made in Pontiac and others have
used it as a model to follow for success.

20. SHERIFF’S OFFICE – STANDARD LAW ENFORCEMENT SERVICES AGREEMENT
WITH THE CITY OF ROCHESTER HILLS, JANUARY 1, 2016 – DECEMBER 31, 2016
The Sheriff’s Office is requesting approval of the law enforcement services contract for Rochester
Hills for next year. The c ontract is for the same service level as this past year. Rochester Hills has
been rated one of the area’s safest communities according to statistics.

21. SHERIFF’S OFFICE – STANDARD LAW ENFORCEMENT SERVICES AGREEMENT
WITH THE CHARTER TOWNSHIP OF SPRINGFIELD, JANUARY 1, 2016 – DECEMBER 31,
2016
The Sheriff’s Office is requesting approval of the law enforcement services contract for Springfield
Township for next year. The contract is for the same service level as this past year.

OTHER BUSINESS
Undersheriff McCabe introduced Captain Dale Miller of the Patrol Services Division. Captain Miller ,
who was recently promoted, heads all of the 11 substations, including the Parks , and except for
Rochester Hills and Po ntiac. The recent barricaded gunman situation in Addison Township was
mentioned. A favorable outcome resulted with the gunman surrendering after 15 minutes with the
negotiator.
22. MR #15255 - BOARD OF COMMISSIONERS – SUPPORT OF SENATE BILL 339 AND
HOUSE BILL 4898 AMENDING STATE LAWS GOVERNING LARGE SCALE ANIMAL
BREEDING AND HOLDING FACILITIES
The resolution regarding kennel rules was drafted in support of pending legislation in Lansing.
Commissioner Zack introduced Pam Sordyl, Founder of Michigan Friends of Companion Animals,
and Karen Irwin, volunteer and kennel worker for Dr. Paws Therapy Dogs in Farmington Hills. Ms.
Sordyl spoke about HB 4898 , which is sponsored by Mike McCre ady. During the last session
similar legislation came through the House at the end of December and then the session ended.
The re-introduced legislation focuses on animal breeders with 15 intact females that would require
registration and a $500 program fee with the Michigan Department of Agriculture in Rural
Development. The breeders would be limited to 50 dogs, which prevents large scale operations.
Commissioner Zack stated the Bill has bipartisan support.
