Chairperson Long called the meeting of the General Government Committee to order at 9:30 a.m. in
Committee Room A of the Commissioners’ Auditorium Wing, County Service Center in Pontiac,
Michigan.

REGULAR AGENDA
1. CORPORATION COUNSEL – CREATION OF SECRETARY I POSITION
Corporation Counsel is seeking approval of the creation of a Sec retary I position. The recent
revision of the FOIA statute has resulted in an increase in the support staff’s responsibilities. The
department has been given relief through emergency salary funding assistance and the resolution
will add a full-time Secretary I position.
Hoffman moved to recommend approval of the attached suggested resolution. Supported
by Taub.
Motion carried unanimously on a roll call vote with Fleming absent.
2. COUNTY CLERK/REGISTER OF DEEDS – DELETE AND CREATE POSITIONS
The Clerk/Register of Deeds is requesting approval of the reorganization of staff positions. Two
positions will be deleted and two created to allow more efficient workflow throughout the
department.
Hoffman moved to recommend approval of the attached suggested resolution. Supported
by Gershenson.
Motion carried unanimously on a roll call vote with Fleming absent.
Taub moved to directly refer the resolution to the Human Resources and Finance
Committees. Supported by Hoffman.
Motion carried on a voice vote.
3. 52nd 1st DIVISION DISTRICT COURT – APPROVAL OF FIFTY -SECOND DISTRICT
COURT MAGISTRATE MICHAEL L. BOSNIC
The 52-1 District Cour t seeks confirmation of the appointment of Michael L. Bosnic as Court
Magistrate for the 52nd District. Michigan compiled law requires a second class district court to have
the local Board of Commissioners’ approval for its magistrates.
Taub moved to recommend approval of the attached suggested resolution. Supported by
Gosselin.

4. DEPARTMENT OF HEALTH AND HUMAN SERVICES /HEALTH DIVISION – REQUEST
TO DONATE EXPIRED N -95 MASKS TO WORL D MEDICAL RELIEF
The Health Division is seeking approval to donate the N-95 masks to World Medical Relief. The
masks were purchased in 2006 and 2007 . These masks have gone beyond the manufacturer’s
guaranteed shelf life in regard to certain particulant protection. Rather than dispose of over 4,000
cases of the masks, a donation will be made to World Medical Relief, which will provide
transportation of the masks.
Hoffman moved to recommend approval of the attached suggested resolution. Supported
by Gershenson.

5. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION – 2015/2016
COMPREHENSIVE PLANNING, BUDGETING AND CONTRACTING GRANT (CPBC)
AGREEMENT ACCEPTANCE
The Michigan Department of Community Health (MDCH) has awarded the Oakland County Health
Division approximately $10 million in grant funding for the period of October 1, 2015 through
September 30, 2016 . Additional funding is anticipated later in the year. The grant amount is
$46,000 more than last year’s award. The additional funds will be focused mainly toward the infant
mortality program and disbursed over the different units.
Quarles moved to recommend approval of the attached suggested resolution. Supported by
Taub.

6. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HE ALTH DIVISION – FISCAL
YEAR 2015/2016 MICHIGAN DEPARTMENT OF ENVIRONMENTAL QUALITY (MDEQ)
REIMBURSEMENT AGREEMENT GRANT ACCEPTANCE
The Michigan Department of Environmental Quality (MDEQ) has awarded a reimbursement grant to
the Health Division in the amount of $247,282 for ongoing services related to non -community Type
II Water Supply, Long-Term Drinking Water Monitoring, Public Swimming Pool Inspections, Septage
Waste Inspections, Campground Inspections and Medical Waste Regulatory Inspections. This is an
annual grant that covers the period of October 1, 2015 through September 30, 2016 .
Gershenson moved to recommend approval of the attach ed suggested resolution.

7. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISION – FISCAL
YEAR 2015/2016 OAKLAND INTERMEDIATE SCHOOL DISTRICT, GREAT PARENTS GR EAT
START GRANT ACCEPTANCE
The Oakland Intermediate School District has awarded $31 ,500 in funding through the Great
Parents Great Start program . This is a yearly grant for the period of October 1, 201 5 through

September 30, 2016. The funds will cover the cost of educational materials that will assist in
teaching techniques to first-time parents. A $2,000 funding reduction resulted from purchasing
materials in bulk from Oakland Schools.
Woodward moved approval of the attached suggested resolution. Sup ported by Hoffman.

8. 2014-2015 REPORT ON ANTI-BULLYING – PRESENTATION BY OAKLAND SCHOOLS
The presentation will commence after equipment set -up and will follow the Communications.

OTHER BUSINESS
Chairperson Long announced that due to Ms. Reitz’s resignation letter, Communications A, the
FOC-CAC Custodial Parent representative seat is currently vacant and will be posted on line and
advertised to receive applications. There were no objections.
8. 2014-2015 REPORT ON ANTI-BULLYING – PRESENTATION BY OAKLAND SCHOOLS

Ms. McDaniel, Consultant for Oakland Schools, gave a PowerPoint presentation highlighting the
different ways that the grant funds were utilized this past year. The presentation provided details of
the anti-bullying program. Ms. McDaniel’s work consists of student engagement, bullying
prevention and trauma and loss. The majority of the grant funds were used to provide training to
schools. A partnership was entered into with the Oakland Mediation Center for Teachers. The
Center’s restorative justice program focuses on the classroom where bullying incidents take place
and is geared to impact the classr oom circle. The idea of classroom management is promoted
when dealing with bullying situations in this way. Keeping children socially and emotionally healthy
helps children later in life. The remaining $800 from the $30,000 grant was used to create Calming
Caddies as a classroom management tool. The containers were filled with squeeze toys and things
to look at to help distract the students, de -escalate situations and to help keep students focused. A
way to increase student achievement is to have one tr usted adult in the student’s life .

Ms. McDaniel was awarded a community hero award in 2015 for her work surrounding the
partnership between Oakland Schools and Oakland Mediation Center.
OTHER BUSINESS/ADJOURNMENT
Chairperson Long announced the next meeting is scheduled for Wednesday, December 2,
2015, at 5:45 p.m after Caucus meetings and prior to the Board of Commissioners ’ meeting
which is scheduled at 6:00 p.m.
There being no other business to come before the Committee, the meeting was adjourned at 10:21
a.m.
