Vice Chairperson Taub called the meeting of the General Government Committee to order at 9:30
a.m. in Committee Room A of the Commissioners’ Auditorium Wing, County Service Center in
Pontiac, Michigan.

Gosselin moved approval of the minutes of November 30, 2015 and December 2, 201 5, as
printed. Supported by Quarles.

APPROVAL OF THE AGENDA
Vice Chairperson Taub proposed postpon ing the resolution portion of Agenda Item 4, MR #15235
Board of Commissioners – Stepping Up: A National Initiative to Reduce the Number of People with
Mental Illnesses in Jail, in order to research the initiative further. There were no objections.

This resolution was put on hold due to a similar resolution being drafted by the Oakland County
Community Mental Health Au thority and also possible action by the Jail Diversion Task Force of the
Sheriff’s Office; however, the Oakland County Mental Health Authority presentation will remain on
the agenda.
Fleming moved approval of the agenda, as amended. Supported by Kochenderfer.

Commissioner Taub welcomed the new committee member, Adam Kochenderfer, to his first
committee meeting.
REGULAR AGENDA
1. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH DIVISI ON – OAKLAND
UNIVERSITY, FISCAL YEAR 2016 REACH GRANT ACCEPTANCE
The Health Division is requesting acceptance of the Racial and Ethnic Approaches to Community
Health (REACH) program grant. The REACH grant was awarded by the Centers for Disease
Control and Prevention. The funding period is from October 1, 2015 to September 30, 2016. The
award is in the amount of $179,688, which is an $80,000 increase from last year. The increased
dollars will be put toward programming pieces. This grant will continue t o fully fund one full -time
Public Health Educator. In the event the grant monies are discontinued, the position will be
terminated. Oakland University has partnered with the Health Division on behalf of the Healthy
Pontiac We Can! Coalition that targets obesity issues in Pontiac ’s public.
Fleming moved to recommend approval of the attached suggested resolution. Supported by
Gershenson.

2. DEPARTMENT OF HEALTH AND HUMAN SERVICES/HEALTH D IVISION –
AMENDMENT #1 OF THE INTERGOVERNMENTAL AGREEMENT BETWEEN THE COUNTY OF
OAKLAND AND THE OAKLAND COUNTY COMMUNITY MENTAL HEALTH AUTHORITY FOR
SUICIDE PREVENTION SERVICES
The Health Division is requesting approval of the amendment of the intergovernmental agreement
between the County and Oakland County Community Mental Health Authority . The amendment
provides an extension for the suicide prevention program. Suicide is the second leading cause of
death for individuals ages 10 to 24. Drug -abuse related suicides have spiked over the last couple of
years. The grant will continue to fund one full-time Public Health Educator position and the
remaining funds will be used for supplies and community -wide needs assessment.

Hoffman moved to recommend approval of the attached suggested resolution. Supported
by Woodward.
Motion carried unanimously on a roll call vote with Long absent.
3. MR #15324 BOARD OF COMMISSIONERS – CREATION OF OAKLAND COUNTY
HUMAN TRAFFICKING TASK FORCE
The resolution proposes the creation of a Task Force to help raise public awareness and coordinate
community efforts . The resolution was introduced by Commissioners Taub and Jackson. The task
force plans to help prevent, intervene and rehabilitate victims of human trafficking . The human
trafficking event held in 2014 had close to 600 attendees. No money is attached to the current
plans. Grants are being sought for financial assistance. Mr. Miller mentioned that the Sanctuary, a
shelter for runaway youths, could be expanded to take in human trafficking victims. Returning the
victims back into the community by providing schooling and a clinical setting to help the m, along
with housing assistance , is key to helping the victims.
The Task Force will consist of two co-chairpersons (made up of one County Commissioner and one
Human Services Coordinating Council representative) and one vice chairperson (a County
Commissioner) all appointed by the Board of Commissioners Chairperson . Then the appointees
will make appointments that will expire on December 31, 2016, from the following list:

Oakland County Circuit Court – Family/Youth Assistance
Oakland County Children’s Village

Gershenson moved to report to recommend approval of the attached suggested resolution.

4. OAKLAND COMMUNITY MENTAL HEALTH AUTHORITY PRESENTATION
The Oakland County Community Mental Health Authority (OCCMHA) presenters were Lisa Dunn
and Willie Brooks. Ms. Dunn provided an update and summary of the OCCMHA programming and
how it aligns with the stepping up initiative. A formal resolution named “Stepping Up” Initiative
Resolution was provided to the committee members, along with a chart titled OCCMHA Criminal
Justice Intercept Model and the OCCMHA Criminal Justice Draft Budget FY 16. The proposed
resolution was drafted from the Michigan Department of Health and Human Servic es standard
template, with the red sections being personaliz ed for the surrounding communities . OCCMHA
recently submitted an application for the upcoming summit in Washington, DC, that included
Commissioner Taub and Commissioner Zack to attend. OCCMHA is waiting to find out if they will
be invited to the summit.

Ms. Dunn explained the Intercept Model flowchart. Intercept 1 covers p re-booking jail diversion,
which has existed for ten years . Law enforcement officers determine whether to charge an
individual or take them to Common Ground crisis center to be evaluated. Training recently took
place for 61 Oakland County Sheriff’s Deputies and 19 officers from s urrounding communities.
More training sessions are planned for the future. Intercept 2 on the chart, Initial Detention,
contains no personnel to devote to jail diversion initiatives. Intercept 3 refers to the jail services for
inmates, which includes two part-time psychiatrists, inmate case worker specialists and mental
health clinicians. The Post-booking section lists the Jail Alliance with Support (JAWS) program that
is managed by the Sheriff’s Office and assists individuals who have completed at least half of their
sentence and meet the requirements. Those individuals may be eligible fo r early release from jail if
specific programming is completed and the judge approves the early discharge. In 2015
approximately 60 individuals were released early based on available data, which generated a cost
savings of $123 a day from not having to house these individuals. The next Intercept has a new
Racial and Ethnic Approaches to Community Health (REACH) Coordinator listed on the chart. That
person will be funded by grants and will help link individuals to mental health services . The last
Intercept lists the Adult Treatment Court/Mental Health Court that is partially supported by the
Supreme Court Administration Office. This is a year-long program and typically 8 to 14 people stay
on to graduate. Ms. Dunn commented that OCCMHA provides services to chil dren as well as
families.
Commissioner Taub stat ed that a new resolution will be drafted to present to the full Board of
Commissioners at next week’s meeting . Suspension of the Rules for Immediate Consideration will
be sought.
Gosselin moved to receive and file the Oakland Community Mental Health Authority
handouts consisting of the “Stepping Up” Initiative Resolution, OCCMHA Criminal Justice
Intercept Model and the OCCMHA Criminal Justice Draft Budget FY 16 . Supported by
Hoffman.
Motion carried on a voice vote.
